Opelousas Police are searching for the driver who fled the scene of a hit and run crash before dawn Saturday at the Crestview Apartments. According to Police Chief Martin McClendon, it happened around 1 a.m. when the victim and her male companion were returning home from an evening out.

McClendon said a short while later the victim was struck by a vehicle allegedly being driven by the man’s ex-girlfriend, 28-year-old Lakeshia Rideau of Opelousas, who then drove away. The victim was transported to a local hospital by private vehicle where it was determined that she has fractures of both the tibia and fibula and has a large scar on her right leg caused by a vehicle tire.

McClendon said he checked on the victim earlier today and that she will recover, but may never walk the same again.

Lakeshia Rideau is now wanted on charges of attempted second degree murder. McClendon said she is believed to be driving a brown/tan Nissan Altima. Anyone with information on here whereabouts is asked to contact Opelousas Police at 337-948-2500.

Dr Ogbonnaya Onu, Minister of Science and Technology said the Federal Government would support indigenous pencil companies to produce locally, to prevent the country from the importation of the product. It is estimated that over N750 billion is spent on importing pencils into Nigeria annually.

Onu said this when he was reacting to the presentation of Mr Muideen Ibrahim, Managing Director/Chief Executive Officer, BAMIB Resources and Investment Company Ltd, who paid him a courtesy visit on Monday in Abuja. He assured his guest that the ministry would assist him to actualise his dream, especially by introducing him to other relevant ministries and agencies.

The minister said he was concerned in his first tenure in office when he got a report that no indigenous company was producing pencil in the country. “I felt a country like Nigeria should be able to produce pencils to meet its local need and even export so I directed the Project Development Agency to conduct research on pencil. I am happy that PRODA is working hard to deliver, we produce now pencils locally. I’m also happy that your company has decided to invest in pencil production.

“I will encourage you to continue to do research that will give you better ways to compete anywhere in the world. We will make the findings of research we do here available for you. See if you can see any information that will make you improve on your production,’’ he said.

Ibrahim, in his presentation on Pencil Project, said he was inspired by the assurance that the minister gave in his first tenure by saying “we will make pencils in Nigeria by 2018.’’ The managing director said he was delighted that the company rolled out its pencils on August 1, 2018 as the first indigenous pencil manufacturing company in Lagos state and second in the country.

He said that the product could compete in the global market because of its unique characteristics, adding that the company had decided to come and present it to the minister. “Look at it; it does not break like the ones that are imported and it is heavier as well, it can also be customised for organisations and people. The production is environmentally friendly because we use old newspapers to produce it, so we are calling on people to give us their old newspapers, we will turn them into wealth,“ he said.

Ibrahim urged the minister to implore Central Bank of Nigeria and the Federal Government to make available at least, N500 billion in Special Intervention Fund to pencil manufacturers.

The Edo State police command on Tuesday arrested two Federal Road Safety Corps, FRSC officers for the alleged murder of one Mr Odion Omafo Samuel, 36 along Agbor Road, Benin. The two officers now in police cell were identified as Francis Igboh and Samson Alolade while efforts were on to apprehend two others Joseph Onolade and Sunday Ogi.

The deceased, Samuel, 36 had reportedly hired an Audi 80 car and was travelling in it with its driver when the embattled FRSC personnel flagged it down at Owuahe Hill, Agbor Road in Edo on Monday, October 14, 2019.

The spokesman of Edo State Police Command, DSP Chidi Nwabuzor confirmed the incident. He said, “Our operatives in the homicide section of the State Criminal and Intelligence Investigation Department, police headquarters, Benin City are investigating the case. It is a case of murder.”

The PUNCH gathered that the Head of Abudu outpost of the FRSC Mr. Ogbemi Olu was invited and quizzed by investigators at the police command headquarters, Benin City. His invitation was a follow up to the statements given by his embattled officers.

The Public Relations Officer for Edo Sector Command, Federal Road Safety Corps, Edoma Bajack declined to comment on the incident saying, “I cannot give you any information on that” and she cut the line.

The Edo State sector commander of FRSC, Anthony Oko also refused to speak when our correspondent called. “I cannot comment on what I do not know. The police in Abudu are handling it,” he said.

The deceased was said to have aided his driver to put up a strong resistance against alleged extortion attempts by the FRSC officers. We learnt that the altercation between the officers and the passenger paved the way for the driver to flee the scene, leaving him at the mercy of the FRSC officers.

The enraged officers allegedly descended on Samuel, who was chased into a nearby bush and beaten to death. Report said the deceased body was then abandoned as the traffic officers reportedly ran into the FRSC vehicle and sped off.

The PUNCH also gathered that the driver later drove to the deceased residence where he had picked him in a nearby village to inform his relatives of the incident but was accused of kidnapping and swiftly handed over to the police in Abudu.

Police investigation, however, led to the arrest of two of the FRSC officers who eventually took investigators to the bush where the decomposing body of the deceased was removed on Thursday, October 17, 2019.

It was gathered that the suspects in their statements accused the deceased passenger of snatching their booking tickets.

POLICE CONFIRM KIDNAP OF SULEJA AREA COMMANDER, MUSA RAMBO

The Kaduna State Police Command has confirmed the abduction of Assistant Commissioner of Police (ACP) Musa Rambo, the Police Area Commander in Suleja. Confirming the incident, spokesman of the command, DSP Yakubu Sabo, said the ACP was abducted on Saturday, October 19th at about 3.30pm. Sabo said the police officer’s car with registration number KRD 753 BT and his ID card were found abandoned along the road by a team of Operation Safe Heaven.

He added that the vehicle was abandoned near Kanock Bridge, a border area between Kaduna and Nasarawa States. He also said contact had been established with the kidnappers who requested for ransom, but did not state how much is being demanded by the abductors.

Sabo, however, said efforts are in top gear to rescue the ACP and arrest the culprits. “The State Commissioner of Police, Ali Janga assures the public of the command’s resolve to secure the release of the victim. He enjoins the people of the state to continue to support the Police with relevant information that could help the command to overcome the recent security problems.”

Minority Leader of the Imo State House of Assembly, Ekene Nnodumele, has raised alarm over the menace of flooding in his constituency – Orsu Local Government Area of the state. Nnodumele, a member of the All Progressives Grand Alliance, who moved a motion of urgent public importance during the plenary, told his colleagues that no fewer than 45 houses had been submerged by floods in Obibi, Awo Idemili community in Orsu LGA.

He urged his colleagues to support the motion which urged the governor, Emeka Ihedioha, to mandate the relevant state government agencies to move to the community. The minority leader said if nothing was done urgently, the flooding would affect other neighbouring communities. Nnodumele said the government’s intervention would bring reprieve to many who had been rendered homeless by the floods.

He said, “I raised the motion on the floor of the House of Assembly urging the state government under Governor Emeka Ihedioha to direct relevant agencies to urgently move to Obibi, Awo Idemili in Orsu LGA in a bid to rescue lives and property due to the disaster that has devastated the community. This intervention would bring succour to the displaced persons affected by the floods.”

A lot of people are talking about Huawei - and not just because they make top-end phones. The Chinese company is in pretty hot water in various places, because certain people believe they are using their tech to spy on people - something the company totally denies.

There's a court case against Huawei taking place in the US right now. And other countries all over the world are losing faith in this tech giant due to security fears.

But not the UK - because the government has given Huawei the green light to supply equipment for the UK 5G data network. The company will help build some "non-core" parts, such as antennas, but they've been blocked from producing "core" parts, which could allow access to sensitive information.

Here's a quick explanation of what's been going on.

WHAT IS HUAWEI?
First of all, it's pronounced "wah-way" (according to the company itself) and Huawei sells more mobile phones across the world than Apple. Samsung sell the most, with Huawei clocking in as the second most popular.

In the UK, there was a huge jump in sales of Huawei handsets in 2018 when they released their P20 Pro. According to many reviewers Huawei's P20 Pro, which was released in 2018, is a real contender to the other big hitters - a Samsung or an iPhone.

But as well as the phones we've got in our pockets, Huawei also provide technology to other companies to make their own handsets and wi-fi networks. Basically, Huawei is everywhere.

WHY IS EVERYONE TALKING ABOUT HUAWEI?
There are some worries about what Huawei has been doing with the millions of mobile phones it's sold and all that tech kit. Some countries fear Huawei is being used by the Chinese government to spy on people.

The man who founded Huawei, Ren Zhengfei, was an engineer in the Chinese People's Liberation Army in the early 1980s - a fact which has worried businesses and governments already distrustful of China's political leaders. The Chinese People's Liberation Army is the armed force of the Communist Party of China, which has ruled the People's Republic of China since 1949.

Huawei says it has no links to the government and insists it is an independent company. But there have been warnings in the US since 2012 that Huawei pose a security threat. In the UK, a report in 2018 said it had "only limited assurance" that Huawei's broadband and mobile equipment wasn't a threat to national security - which isn't exactly a glowing endorsement.

OK, WHO ELSE IS INVOLVED?
It's not just the US and UK who are starting to get a bit concerned. In 2018, both Australia and New Zealand excluded Huawei from involvement in it's future 5G network - again because they think the company might be trying to spy on them.

In January 2019, Vodafone "paused" the use of Huawei equipment in Europe (specifically Spain) because they had the same worries.

WHAT'S HAPPENING NOW?
There is a court case taking place in America, in which Huawei is accused of bank fraud, obstruction of justice and theft of technology from rival T-Mobile - so nothing to do with spying on people. Some of these allegations relate to deals reportedly done by Huawei with Iran - and Donald Trump has said that companies who trade with Iran cannot also trade with America.

Meng Wanzhou, Huawei's chief financial officer and the daughter of Ren Zhengfei, has been arrested in Canada for her involvement in evading President Trump's sanctions against Iran.

Huawei deny all the charges.

WHAT DOES THIS MEAN IF YOU'REUSING A HUAWEI SET?
Most of the worries about Huawei relate to their involvement in other companies' networks, not digging through the personal details of people who've snapped up a P20.

And it's important to remember there are no spying charges against the company, even in the case that's happening in the US right now - and no-one has been found guilty of anything.

A salesman at an upholstery material shop on Ladipo Street, Mushin, Lagos State, Chukwuweike Marcel, has been arrested for allegedly diverting N20.4m belonging to a company he worked for. The firm, Tony Ganger Investment Co Limited, was said to have engaged Marcel sometime in 2015 and posted him to its Mushin branch.

City Round learnt the money was the amount of materials the 35-year-old claimed to have sold on credit between 2015 and December 2018 when he reportedly fled from the branch. It was gathered that the company wrote a petition to the police and a manhunt was launched for him. He was eventually tracked down at his village in Imo State sometime in August 2019.

The petition read in part, “Having worked with us for about 4 years, we audited his shop at each year and discovered he is indebted to us in the sum of N22m. When we interacted with him, he told us that customers owed him the said amount. He agreed to hand over the keys to the shop and the company’s apartment where he lives and show us how to find the customers owing the said amount. Suddenly, we discovered he had locked up the branch and the apartment and was nowhere to be found. It was discovered recently that he criminally opened accounts in First Bank in his name.”

The Managing Director of the company, Chief Ozor Anthony, told the police that as of September 2015, it was discovered that Marcel did not remit N12.4m which he (Marcel) said was a debt. Anthony said the company retained Marcel in its employ after he promised to recover the debt within a short period.

He said, “We have been requesting him to render the account but he would give excuses each six months we approached him. He eventually made himself available on September 24, 2015. It was discovered by the auditor that he had misappropriated N12,407,172.50 which he claimed to be in the hands of his debtors. He did not provide evidence.

“He promised to recover the debt in the shortest possible time if given opportunity to continue the business. On April 12, 2016, we audited the account and the debt had increased to N20,465,779. The company issued him a letter to stop selling credit and recover the debt. He went to our warehouse and took more goods to increase the amount to N22m. We called him to return the money but he absconded. Goods worth N1,400,000 have been recovered from him.”

But Marcel said he only owed the company N8.6m. He explained that he used the money to fund his brothers’ marriage and assist his friend who travelled out of the country. He said, “The total debt is N8,607,600. I used my younger brother’s bank account to collect money (from customers). I used the money to assist one of my friends that travelled to Italy in 2015. I spent part of it during Christmas and assisted two of my brothers who were getting married.”

Marcel was consequently brought before an Ogba Magistrates’ Court by a police prosecutor, Inspector Koti Aodohemba, on four counts bordering on stealing. The offence, according to the police, is punishable under sections 280, 286 and 411 of the Criminal Law of Lagos State, 2015.

The charge read in part, “That you, Chukwuweike Marcel and others now at large, between September 24, 2015 and December 31, 2018, at 10, Ladipo Street, Mushin, in the Lagos Magisterial District, did conspire among yourselves to commit felony to wit: stealing, thereby committing an offence punishable under Section 411 of the Criminal Law of Lagos State, Nigeria, 2015

“That you, Chukwuweike Marcel, and others now at large, on the same date, time and place, in the aforementioned magisterial district, did steal upholstery fabrics and PVC leather valued at N20,600,000, property of Tony Ganger Investment Co Limited,”

The defendant, however, pleaded not guilty before the presiding magistrate, Mrs. M.O Tanimola and was granted bail in the sum of N500,000 with two sureties each in like sum.

The Area Commander, Suleja Area Command of the Nigeria Police Force, Mr. Isa Rambo, has been kidnapped by gunmen around Kaduna, Sunday PUNCH has learnt. A senior police officer told our correspondent that Rambo, who is an Assistant Commissioner of Police, was kidnapped on his way to Jos on Saturday evening.

The senior officer said, “He was kidnapped around Kaduna and was on his way to Jos along with his driver when they were attacked and whisked away. The kidnappers have made contact with us and are demanding a ransom of N50m.”

The victim is the second senior police officer to be abducted in the last three months. In August, a Divisional Police Officer in Delta State identified as Okoro was abducted and released after a ransom of N3m was paid but the police denied the incident. The Abuja-Kaduna expressway has witnessed unprecedented kidnappings in recent times causing many to opt for trains rather than road transport.

When contacted, the Force Public Relations Officer, Frank Mba, said he was not aware.

The restive community of Magboro has been thrown into mourning as a lifeless body of a middle-aged gas retailer, identified as Kingsley Ejike was seen along the flood plain in the community. News Agency of Nigeria (NAN) reports that the torrential rain that started on Friday till the late hours of Saturday has submerged some houses and cut some roads within the community on the Lagos-Ibadan expressway.

Ejike, a gas retailer, who owns Kingsfield Gas at Magboro, was swept away by the flood resulting from Saturday’s downpour. The groom-to-be got drowned in a flood around the Sparklight Estate area of the expressway in Ogun.
The bloated body of the deceased was discovered by the search party of Ilaje fishermen around High-Impact Sparklight Road on Sunday.

A witness claimed that Ejike could have fallen victim on his way to supply cooking gas to some of his customers around the estate on the evening of Saturday. “There was a search party for the missing Ejike after we found his Motorbike on the flood plain without him,’’ the witness said.

A community leader and Ejikes customer, Mr Tunde Oyebola, described the deceased as a dogged man, who often supplied gas to some residents on credit. “I have known him for the past six years now. He does his business diligently and everybody loves him in my area. He is a nice and dogged man, who does his business in honesty. Sometimes, he supplies gas to us on credit to pay later,” the community leader said.

Oyebola said that the deceased loved his family and was the only one footing the bill of his aged mother who is down with stroke. A resident, Bolaji Dada, however, attributed the cause of the flooded plains to the diversion of waterways by Julius Berger, the contractor handling the rehabilitation of the Lagos-Ibadan expressway. He said the waterways were diverted to the community without making provision for another drainage to ensure a free-flow of flood during rain.

“The contractor should have provided waterways for the diversion, especially the Hi-Impact road. We will need the attention of the government to prevent further flooding of the community,’’ he said.

NAN reports that some communities within Magboro such as Oke-Afa, Oke Ayo, Gaun and adjourning communities are flooded as motorists and commuters are unable to pass through the flooded roads.

NAN reports that the Lagos Emergency Management Agency (LASEMA) had, during a roadshow in August, assured of its readiness to tackle challenges of flood in the state.Dr Oluwafemi Oke-Osayintolu, Director-General of the agency, had then spoken on the need to sensitise citizens on how best to prepare and mitigate flood.

He spoke against the backdrop of the prediction made by NIMET on the vulnerability of flooding in the latter part of this year.

Ogun State Command of the Federal Road Safety Corps has issued a travel advisory with respect to the ongoing road rehabilitation of the Lagos-Ibadan Expressway.

The command said the contractors handling the project, Julius Berger Nigeria Plc, had notified that the rehabilitation work within the Magboro-PUNCH axis of the road (1.3km) would commence on October 21, 2019, and end on January 31, 2020. The FRSC said as a result of this, there would be a temporary diversion of the Lagos-bound traffic to the Sagamu-bound carriageway from Magboro to PUNCH.

In a statement on Friday signed by the Ogun FRSC Public Education Officer, Florence Okpe, on behalf of the state Sector Commander, Clement Oladele, the corps urged motorists to cooperate with it and other agencies in the control of traffic at the affected axis during the period.

The statement said, “This temporary diversion of traffic would transfer the inbound Lagos traffic to the same carriageway conveying traffic outward Lagos, thereby making both the traffic inward and outward Lagos accommodated on the same section of the expressway within the 1.3km stretch of the road from Magoro to PUNCH. Accordingly, motorists are to plan their trips by allowing more time to their travel time, in view of the construction work that would narrow the carriageway, which may affect motorisation.”

Additionally, the corps advised motorists to drive within the maximum speed limit of 50km per hour, as prescribed by the National Road Traffic Regulations 2012. The corps warned that driving at maximum speed at construction zones could cause avoidable accidents.

“Motorists are also enjoined to observe lane discipline and avoid driving against traffic, as violators risk impoundment of their vehicles and liable to payment of N50,000 as fine. Motorists observing traffic emergencies can contact the FRSC toll-free number 122,” the statement added.

The Federal Government has said the closure of the land borders by the Nigeria Customs Service has cut down the consumption of Premium Motor Spirit, also known as petrol, from 60 to 52 million litres per day. This represents a difference of eight million litres per day.

The Minister of State for Petroleum Resources, Timipre Sylva, said this in Abuja on Thursday when he appeared before the joint Senate and House of Representatives Committees on Petroleum to defend the budget proposed by the ministry for 2020.

The government, while admitting that the figures being presented did not reflect the actual volume of petrol consumed in Nigeria, also said there were no plans to remove the subsidy being paid on petrol. Addressing journalists after the session, Sylva, while responding to a question on the impact of the border closure on the daily petrol consumption rate, said prevention of smuggling had led to reduction of the consumption figure.

He said, “Definitely, we are beginning to see the numbers reducing; from over 60 million litres, it has already come down – from the last account – to about 52 million litres per day. That means the figures are coming down. We are beginning to restore orderliness. We are trying to block other leakages and we believe that we can bring down the figure to about 40 million which will be more manageable by the government.”

The minister also admitted that reduction in the consumption rate should reflect in the amount budgeted for subsidy payment. Speaking on the refineries, Sylva said, “Work on the Port Harcourt refinery will commence in January and study is also ongoing on Warri refinery and Kaduna refinery.”

Responding to a question on oil theft said to have caused the loss of an estimated N5tn revenue annually, the minister said it was a big problem that security agencies had been engaged to check. “That is a big problem but it is not altogether a Ministry of Petroleum’s problem; it is more of a security problem. So, we are working with security agencies to ensure that we resolve the issues,” he said.

Earlier at the session, Sylva, while responding to questions by the lawmakers, pointed out that payment of subsidy was proposed in the 2020 Appropriation Bill as the Federal Government had no plans to end the scheme soon. He, however, admitted that other African countries were benefiting from the payments through smuggled commodities.

The minister also said, “Nigeria is now almost subsidising half of Africa which is very difficult for us to do. So, you can see the government doing something about controlling some of these leakages and once those leakages are controlled, we believe that subsidy can be at least bearable, the cost of consumption.”

The minister also disclosed the factors preventing Anambra from being confirmed as an oil-producing state, saying, “I wish it was in my power to declare any state oil producing. The oil has to be produced; we have to see it; then the state becomes oil-producing. Nobody can deny any state of that status. If you are already producing, that you will know that you are producing oil and cannot hide it.”

The minister said the crude oil recently discovered in Bauchi State was of commercial quality. He added, “I have announced here today to you that Bauchi is on its way (to becoming an oil-producing state), but Bauchi cannot also be counted as oil-producing yet. But we know that in a few years from now, Bauchi will definitely become an oil-producing state because what we have found there, the reserves are in commercial quantity.”
