let me try and clarify website from blog.
Website can be anything presented on internet from single page (ad) to several page as in forum,social networks,ecommerce e.t.c it is usually have little or no limitation intern of design and content and always have its homepage containing link to other log of the site e.g link to blog...website is best created from scratch however could be assisted now with some softwares.

however a blog will be said to be web log(better still form of website) that is mainly for listing of post chronologically in its homepage . blog can be a component of website (for example a standard ecommerce is most likely to have blog where latest news and update will be posted ). blog in general sense could be started from WordPress , blogger e.t.c providing you with already made template that u can make use of however , technically, you can as well create a blog from scratch e.g (creating a whole new template).
in either case, this will always be limitation since most if not all blogs are not self hosted.

d hardest part of owning a blog dis days isn't d design, it's d maintenance... better spend ur time thinking of how to make d blog relevant oda dan thinking of how to design from scratch.
