Crime / UPDATED: At Least Six Dead, Over 20 Injured As Suicide Bombers Strike In Yobe by Ptimes: 11:41am On Aug 25, 2015
At least eight persons have so far been confirmed killed in two separate suicide bomb attacks in Damaturu, the Yobe state capital.

Over 20 others are injured, officials and witnesses said.

One of the suicide attacks was at the entrance of the town’s major bus station.

Sources in Damaturu said the first bomb blast was heard echoing in from the Pompomari axis of the city as a male suicide bomber, said to be in his mid 20s, suddenly exploded on the street.

No one was affected, except himself.

Shortly after the Pompomari bombing, another one occurred at the Damaturu Motor Park.

According to witnesses the bomber was a female who was attempting to enter the park, but only got her device detonated at the gate.

Despite holding various major leadership positions for 16 years where he had opportunities to better the life of his people, ex-President Goodluck Jonathan could not provide potable water for residents of his home community in Otuoke, Ogbia Local Government Area of Bayelsa State.

The water scarcity in Otuoke is similar to that of many parts of Nigeria where over half of the 160 million population lack access to pipe-borne water.

Apart from ruling Nigeria for five years as president (2010-2015), Mr. Jonathan was also vice president for three years (2007-2010). He had also governed Bayelsa State for 8 years, first as deputy governor ( 1999-2005), then as governor (2005-2007). During his 2015 presidential campaign, Mr. Jonathan acknowledged failing to execute people-oriented projects in Bayelsa and the whole of the Niger Delta, pledging to do so if re-elected. He, however, lost his re-election bid to President Muhammadu Buhari, who has pledged to probe to various allegations of corruption by his predecessor’s administration.

A chieftain of the Peoples Democratic Party, Bode George, has called for the investigation of the immediate past governor of Lagos State, Babatunde Fashola, as well as his predecessor, Bola Tinubu.

In a statement issued in Lagos, Wednesday, Mr. George said Mr. Tinubu is also complicit in the recent allegations of funds misappropriation by Mr. Fashola during his administration.

“In the end, there is no way to di‎vorce Fashola from Bola Tinubu. They are both lined in unutterable complicity,” said Mr. George.

“If Fashola stands today in tarnished allegations, Tinubu, his godfather, cannot possibly distance himself in innocent escapism.

“If Fashola now rots in the mud, we must look through the depths to understand the instigating and factor. Whenever Fashola is cooling his feet at the interrogation centre, Tinubu should not be far behind.”

Lately, Mr. Fashola has come under ‎public criticism over the contracts he awarded during his administration, including a N78 million spent for the upgrade of his personal website.

At least N183 billion that was meant for the development of Nigeria’s oil rich Niger Delta, was diverted by those put in charge of the government development commission for the area, the Auditor General of the Federation, Samuel Ukura said Wednesday.

Mr. Ukura insisted on the veracity of his special audit report accusing the management of the Niger Delta Development Commission, NDDC, of diverting the money.

The Auditor General said his office stood by the report and directed those not satisfied to be prepared to defend their position before a special committee of the National Assembly.

“The Office of the Auditor-General for the Federation stands by the Special Periodic Checks on the NDDC and its contents. Any person or corporate organization not satisfied has the opportunity to defend itself before the Public Accounts Committees (PACs) of the National Assembly,” said a statement by a spokesperson for the office, O.A.Ogunmosunle.

The National Vice Chairman of the Peoples Democratic Party, South-South zone, Cairo Ojougboh, has petitioned President Muhammadu Buhari asking him to investigate the immediate past Secretary to the Government of the Federation, Pius Anyim, over alleged multibillion naira scam.

Mr. Ojougboh, in a five-page letter, dated July 21, to Mr. Buhari, alleged that the Centenary City project in Abuja, which was built by the Federation Government but which construction was coordinated by the former SGF as part of the activities to mark Nigeria’s 100 years as nation, was a scam.

He said the government had no equity in the project and that Mr. Anyim, a former senate president, was the sole owner of the 3000 acres of the land owned by the Centenary City.

Mr. Ojougboh disclosed the contents of his letter to Mr. Buhari at a press conference he convened in Abuja on Monday to react to the protest by a group, New PDP Reformation Coalition and Support Groups.

In the continued onslaught against terrorism in the North East, Nigerian Air Force pilots smoked out Boko Haram elements from their fortified bunkers deep inside Sambisa Forests at the weekend.

PRNigeria, an agency that distributes press statements on behalf of the Nigerian security agencies, quoted reliable security sources as saying the raids were part of efforts aimed at ensuring that the marching orders issued by President Muhammadu Buhari for the military to annihilate the deadly terrorists and their activities in the next three months is complied with.

In a video clip made available to PREMIUM TIMES by the agency, Alpha jets and attack helicopters were seen raining explosives on some targeted locations hidden under trees and open warehouses.

Unlike the standard bunkers that are fortified chambers built below the ground with reinforced concrete, some of the fortifications destroyed by Nigerian Air Force were not set below the surface of the ground but were mostly covered by logs and tree trunks.

Going by the remuneration approved for them by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) formula, the annual take-home (excluding estacode, Duty Tour Allowance (DTA) and some sundry allowances which they are paid as necessary), of each of the 360 members of the House of Representatives is estimated at N18.26 million.

Each of the 109 senators earn a bit higher, pocketing N19.66 million each a year, PREMIUM TIMES analysis shows.

Additionally, each senator collects N1.01 million for his domestic staff, while each member of the House of Representatives collects N1million. Apart from this, each senator gets N202, 640 as Newspapers/Periodicals allowance.

Based on the approved pay schedule, N1.4billion is spent on the lawmakers as furniture allowance annually, while their car loan stands at N2.34billion.

With these figures, the 360 members of the House of Representatives gulp N6.58 billion from the nation’s treasury as total allowances and salaries, while the 109 Senators will cost the nation N2.14 billion.

Together, the National Assembly will cost the country a total sum of N8.72 billion as allowances and salaries.

A bomb explosion has rocked a crowded motor park in Maiduguri, the Borno state capital, residents and security operatives have tol‎d PREMIUM TIMES.

The incident occurred at a busy location where tricycles pick passengers, and may have killed dozens and injured even many more.

The thunderous blast, which sounded at about 6:30am, resonated all over Maiduguri, residents say.

Witnesses later said the explosion occurred near the entrance of Gamboru Market where operatives of commercial tricycles park to pick passengers.

The Economic and Financial Crimes Commission has arrested the immediate past Director General of the Nigerian Maritime Administration and Safety Agency [NIMASA], Patrick Ziakede Akpobolokemi, two weeks after he was fired from his post.

A source in NIMASA told PREMIUM TIMES Mr. Akpobolokemi was arrested in Lagos Thursday morning and was detained at the Lagos office of the EFCC in the Ikoyi area of the city.

“He was taken in this morning around 10 a.m.,” the NIMASA insider said. “Some of our other officials have also been summoned while EFCC operatives have been conducting discreet investigation here. There is tension everywhere.

“One of our people just returned from EFCC and he told me the former DG is still there, sweating profusely as he was being questioned by investigators.”

Our source said while at NIMASA headquarters, EFCC operatives asked questions about some curious multibillion naira transactions approved by Mr. Akpobolokemi, especially during the dying days of the last administration.

A make or mar meeting between opposing factions of All Progressives Congress members in the House of Representatives, ended early Tuesday with the two sides adopting an earlier directive from the APC leadership on the zoning of key leadership positions.
The party had zoned the positions in a letter to the speaker, Yakubu Dogara, on June 23.

In the letter, the party presented Femi Gbajabiamila (South-West) as the house leader; Ado Doguwa (North-West) as deputy leader; Mohammed Monguno (North-East) as chief whip; and Pally Iriase (South South) as deputy chief whip.

The letter from the APC was in response to the lingering leadership crisis that has rocked the house since its inauguration June 9.
Mr. Dogara rejected the nominations, and suggested other candidates for the offices.

But at Monday’s meeting, at the behest of President Muhammadu Buhari, the Dogara faction and the APC leadership agreed the letter from the party be respected, several sources told PREMIUM TIMES.

However, the names nominated by the party will no longer stand, both sides agreed, lawmakers who attended the meeting said.

Instead, each zonal caucus will conduct elections to decide the winners of the slots based on the zoning formular conveyed in the party’s letter.
The agreement has broadened the chances of Mr. Gbajabiamila emerging the majority leader, a key demand that has been at the centre of the nearly two-month old crisis.

The adopted formular zoned House Leader position to the South West; Deputy House Leader – North West; Chief Whip – North East; Deputy House Whip – South South.

The zonal caucus elections are expected between Tuesday and Wednesday.
The house crisis started after the speaker, Yakubu Dogara, emerged speaker in defiance of the APC leadership’s decision to anoint Mr. Gbajabiamila for the position.

The party later adjusted its demand and nominated Mr. Gbajabiamila as the majority leader, a proposal Mr. Dogara again rejected. The speaker said Mr. Gbajabiamila’s south west region had produced the deputy speaker, Yusuf Lasun.

In his response, Mr. Dogara nominated members who supported Mr. Gbajabiamila as majority leader and chief whip, proposals rejected by Mr. Gbajabiamila, a former minority leader.

Mr. Buhari told the lawmakers on Monday that the dispute had emboldened the opposition, and warned that it was unacceptable for the PDP to be allowed to dictate who occupies positions in an APC administration he heads, a member who attended the meeting told PREMIUM TIMES.
The president is expected to be briefed today on the outcome of the meeting.

However, a source from Mr. Dogara’s camp disputed the agreement reached at the meeting.

The source said the party settled for the group’s nomination of Alhassan Doguwa as the majority leader, Pally Iriase as chief whip, Umar Jibrin as deputy leader and Chike Okafor as deputy whip.

Our correspondent says the claim by the Dogara camp may portend fresh dispute as the house reconvenes today.
The Gbajabiamila camp, meanwhile, has warned that any contrary decision on the floor of the house, different from what was agreed at the meeting, will be “strange” and considered an “affront against our collective interest including that of the President”.

The Economic and Financial Crimes Commission has summoned Kingsley Kuku, a former special adviser on Niger Delta Affairs to ex-President Goodluck Jonathan, for questioning.

A reliable source in the commission told PREMIUM TIMES that Mr. Kuku and two others are wanted by the EFCC over allegation of embezzlement and fraudulent diversion of funds running into hundreds of millions of Naira.

Details of the allegations against the former presidential aide are not immediately available, but there have been concerns that the amnesty programme of the last administration was fraught with massive corruption.

Mr. Kuku, our source said, has been directed to appear before a team of interrogators at the EFCC office on Tuesday, July 28.

Mr. Kuku could not be reached for comments Friday afternoon.

President Muhammadu Buhari has denied accusing the United States of supporting Boko Haram by refusing to sell arms to Nigeria.

Mr. Buhari had remarked during his visit to Washington this week, that America’s enforcement of the Leahy Law, which prohibits its government from supplying weapons to any country accused of human rights abuses, was in a way “aiding and abetting” Boko Haram.

The comments have been widely reported in local and foreign media.

An Abuja Federal High Court on Tuesday granted an application by the Senate Majority Leader, Ali Ndume, who is charged with links to Boko Haram, to allow him travel to Saudi Arabia for the lesser Hajj.

Mr. Ndume was arraigned after he was implicated by a member of the Boko Haram sect, Ali Konduga, who has since been convicted and sentenced for the offence.‎

Delivering a short ruling on the Senator’s application, the trial judge, Gabriel Kolawole, ordered the court’s Deputy Chief Registrar (DCR) Litigation, to release Mr. Ndume’s passport and other travel documents to him.

The letter quoted President Buhari as thanking members of the dissolved board for their services to the nation.

The NNPC is the state-run oil company which oversees Nigeria’s oil and gas industry. It’s board is statutorily headed by the minister of petroleum resources.

The delay by President Muhammadu Buhari to make key appointments more than three weeks after assumption of office is taking a serious toll on government businesses, PREMIUM TIMES can authoritatively report.

Apart from naming one protocol official: Lawal Kazaure (State Chief of Protocol and three media aides: Femi Adesina (Special Adviser, Media and Publicity), Garba Shehu (Senior Special Assistant, Media and Publicity), and Laolu Akande (Senior Special Assistant, Media and Publicity, to Vice President Yemi Osinbajo), Mr. Buhari is yet to make any other key appointment.

Although the President was elected about three months ago and should have long decided on key appointees, he claims he is bidding his time to avoid making mistakes.

The Senate President, Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, have yet again defied their party, the ruling All Progressives Congress, rejecting the APC’s nominees for top leadership positions in the two chambers of the National Assembly.

Messrs Saraki and Dogara defeated candidates nominated by the APC for the positions of Senate president and House Speaker respectively.

Ahmed Lawan and Femi Gbajabiamila were the APC’s official candidates for the positions of Senate President and House Speaker.

On Tuesday, the party wrote the two leaders directing them to adopt candidates who lost at the elections as principal officers.

Ahmed Joda, the Chairman of the transition committee put in place by President Muhammadu Buhari to interface with the former administration of President Goodluck Jonathan for a smooth handover of power on May 29, has stated that the former president left behind a N7 trillion liability.

This figure contradicts claims by officials of the administration that the country’s debt profile stood at N1.3 trillion.

Mr. Joda made the disclosure in an interview he granted the Daily Trust newspaper, published on Sunday.

The Code of Conduct Bureau will not make public the details of assets declared by President Muhammadu Buhari and Vice President Yemi Osinbajo due to limitations in federal laws covering such release, the office has said.

There has been controversy over the release of the details of the president and vice president’s assets since their inauguration May 29.

Mr. Buhari pledged to publicly declare his assets despite the lack of a law requiring him to do so. The Nigerian Constitution stipulates that senior office holders declare their assets, without requiring them to do so publicly.

Despite his promise, the president has yet to publicly declare his assets three weeks after taking office. His office said those details will be made available after the Code of Conduct Bureau authenticates claims in the declaration forms.

Facts have emerged showing why Senate President Bukola Saraki led a delegation of Senators to meet former President Olusegun Obasanjo at his hilltop mansion, Abeokuta, Ogun state on Friday.

A source who was part of the meeting informed PREMIUM TIMES that the Senate President was in Abeokuta to beg Mr. Obasanjo to reconcile him with President Muhammadu Buhari and his party, the All Progressives Congress, APC.

Mr. Saraki emerged as the president of the Senate against the decision of APC leaders. He was also elected when most Senators from the APC were at the International Conference Centre waiting to hold a meeting with Mr. Buhari to discuss the election of the Senate president and Speaker of the House of Representatives.

We also gathered that Mr. Saraki lamented that although the party leaders have stated that they have accepted his emergence, there was “complete communication breakdown between him, the president and the party”.

The Peoples Democratic Party has raised the alarm over what it called an illegal plot by some members of the ruling All Progressives Congress, to oust Ekiti State governor, Ayodele Fayose.

Mr. Fayose, who has been having a running battle with the members of the State House of Assembly, had obtained a court order restricting the members from proceeding with the impeachment process.

The Acting Chairman of the PDP, Uche Secondus, while addressing a retreat of elected lawmakers under the party holding in Port Harcourt this morning, said the Ekiti lawmakers “are presently camped at a location in Osun in preparation to be moved to Ekiti”.

Mr. Secondus said the party considered it illegal and a test of its patience if the Ekiti lawmakers and their backers will be allowed to make real their intentions.

This can be described as unfortunate for a government which came to power on the back of popular support and one that enjoyed a lot of public goodwill in its early years.

Here are 10 ways the administration failed Nigerians and in many cases, left the country worse than it met it.

1. Power Generation.

In 2010, when Mr Jonathan was sworn in as substantive president after the death of his former boss, Umaru Yar’Adua, power generation in Nigeria was 3,000 mega watts. On Friday, when he was handing over to his successor, power generation had dropped to less than 2000 mega watts.

The need to prioritise power generation and availability to Nigerians was acknowledged by Mr Jonathan early in his administration. In 2011, while seeking support to be elected president after leading the country for one year following the death of Mr. Yar’Adua, the ex-president declared to diplomats at the United Nations Economic Commission for Africa, UNECA, and the African Union, AU, in Addis-Ababa that:

President Goodluck Jonathan has formally submitted his handover notes to President elect Muhammadu Buhari.

The president handed over the notes on Thursday at the council chamber of the State House, Abuja.

Mr. Jonathan also presented a copy of the report of the National Conference which held in 2014, to Mr. Buhari.
