The atmosphere at Badia East, a slum community in Lagos, Nigeria’s commercial capital, on Thursday, September 24, the day of the 2015 Muslim Eid-el-Kabir festival, was anything but celebratory.

The community looked like it had been ravaged by hurricane. People wore long and sullen faces as they cuddled under whatever makeshift structure they could build from the rubble of their homes that were demolished a week before.

Stripped of their dignity and possessions, families gathered in small groups in the open looking dejected. A woman was taking her bath in the open, a piece of cloth tied to two sticks barely hiding her unclothedness from the public. A young man, who probably hadn’t got much sleep for quite for a week, slept on a bench with corrugated iron sheet delicately placed over his head shielding him from the daylight. A few metres away, four kids were playing with rocks beneath what look like a recharge card kiosk. A woman who sat beside them said that was where they had been sleeping since their parents were forcefully evicted and their home demolished.

Members of the community narrated that on September 17, 2015, representatives of the Oba of Ojoraland, Abdul Fatai Aromire, posted notices of possession of the land backed by a judgement of a Lagos State High Court. They claimed that no notice of eviction was served on them.

President Muhammadu Buhari Monday in New York called on the international community to urgently redouble its efforts to strengthen mechanisms for dismantling safe havens for proceeds of corruption.

Addressing world leaders at the 70th General Assembly of the United Nations, President Buhari also urged his counterparts to do more to return stolen funds and assets to their countries of origin.

Observing that corruption, cross-border financial crimes, cyber crimes and human trafficking are major challenges of the 21st century which the international community must work collectively to overcome, President Buhari reaffirmed his administration’s determination to frontally confront the twin evils of corruption and illicit financial outflows.

“Let me reaffirm the Nigerian government’s unwavering commitment to fight corruption and illicit financial flows. By any consideration, corruption and cross border financial crimes are impediments to development, economic growth, and the realization of the well-being of citizens across the globe,” Mr. Buhari said.

“Nigeria is ready and willing to partner with international agencies and individual countries on a bilateral basis to confront crimes and corruption.

“In particular, I call upon the global community to urgently redouble efforts towards strengthening the mechanisms for dismantling safe havens for proceeds of corruption and ensuring the return of stolen funds and assets to their countries of origin.”

Crime / Boko Haram Kingpin, 42 Other Terrorists Arrested – Nigerian Army by Ptimes: 4:31pm On Sep 23, 2015
The Nigeria Army, Wednesday, said troops advancing toward the Banki axis of Borno state have arrested 43 suspected Boko Haram terrorists, including its kingpin in the area, Bulama Modu.

The Army said this in a statement issued by its acting spokesman, Sani Usman, that the troops also rescued 241 women and children in the operation.

It said arms and ammunition, bows and arrows and a horse were recovered from the terrorists’ kingpin.

Mr. Usman said one of the arrested terrorists led troops to where he buried his AK-47 rifle at Jangurori village.

He said in the statement that the recoveries in the latest operations confirmed the Army’s earlier claim that the terrorists were abandoning their commanders and burying weapons.

“Please recall that yesterday advancing troops along Banki axis were making tremendous progress in which they cleared 2 Boko Haram terrorists camps at Jangurori and Bulatori villages.

“In addition to that, the troops have also arrested 43 suspected Boko Haram terrorists including one of the Boko Haram kingpins in the area, Bulama Modu, who is an ‘Amir’ of Bulakuri.

On Monday, the Global Alliance for Vaccines and Immunization announced that Nigeria’s former Minister of Finance, Ngozi Okonjo-Iweala, has been appointed Chair of its 28-member Board.

Ms. Okonjo-Iweala will be succeeding Dagfinn Høybråten as Chair of the US$12 billion multilateral international public private partnership committed to saving the lives of children and protecting people’s health by improving access to immunization in developing countries, including Nigeria.

The former minister’s appointment came months after she spearheaded a controversial decision to pay US$2.2 million to the Geneva-based organization, being a refund for funds allegedly mismanaged by Nigerian health officials.

The refund was made despite protests by officials of the health ministry that all GAVI grants had been judiciously used.

Hours after her appointment was announced, online whistle blowing site, Sahara Reporters tweeted that Ms. Okonjo-Iweala got the position from an organization with whom Nigeria did business under her watch and “paid GAVI $2.2m shortly before she left”.

The National Agency for the Prohibition of Trafficking in Persons Tuesday paraded‎ five women allegedly operating a trafficking racket that ships girls to Dubai for prostitution.

Blessing Gabriel, 25; Precious Owoh, 29; Rose Gabriel, 25; Priscilla Bassey, 33; and Terry Smooth, 38 were shown to journalists at NAPTIP’s office in Lagos.

The agency said their accomplices in Dubai, namely Gina, Fegor Ebony, and Esther Otubu are yet to be tracked down.

“We have not brought them to engage them in media trial,” Josiah Emerole, NAPTIP’s Head of Press and Public Relations, told journalists.

“What we have done is to say gentlemen, this is what we have seen. That what we are talking about human trafficking, taking people abroad is a reality.

“So that those who have never seen us show faces of traffickers can at least for the first time see them. What women are also doing to themselves and it’s unfortunate.‎”

The Federal Government is to expend N70 million for the 55th Independence anniversary celebrations slated to commence on September 25, in line with its cost-saving policy.

The Secretary to the Government of the Federation (SGF), Babachir Lawal, made this known to newsmen at a briefing on Tuesday in Abuja.

The SGF, represented by the Permanent Secretary (Political Affairs), Ibukun Odusote, said the government was cutting cost because of the present state of the country’s economy.

This year’s celebration is indeed low-keyed because the present administration appreciates the economic hardship that Nigerians and indeed the nation is confronted with.

“To address the situation, government has adopted a general policy to be very prudent in the management of our financial resources.

“This year’s celebration is, therefore, in consonance with the cost-saving policy of this administration,” he said.

The Nigerian military said it was not considering the leader of Boko Haram, Abubakar Shekau, or any other particular person in the terror group to be relevant in the ongoing onslaught against insurgency in the North East.

“Shekau or any of his cohorts would not deter the spate of the military operations to rid the country of criminals hiding under strange religious ideology to kill innocent Nigerians,” the military said in a statement Tuesday.

The statement came days after the release of an audio clip online dismissing recent gains by the military in the war against the insurgents. The speaker claimed to be Shekau, whom the Nigerian military claimed it killed months ago.

The military said it viewed the new audio as “irrelevant and fruitless”.

“The Armed Forces is using this medium to appeal to the good citizens of Nigeria not to lose sleep over the concocted audio rhetoric of the waning terrorist sect which is a usual antic of a drowning person struggling to hold on to anything to remain afloat,” the statement signed by spokesperson for the armed forces, Rabe Abubakar, a Colonel.

The Senate President, Bukola Saraki, pleaded “not guilty” on Tuesday to multiple charges of fraud brought against him by the Code of Conduct Bureau.

He faces a 13-count charge bordering on corruption and alleged false declaration of assets.

Mr. Saraki arrived the tribunal Tuesday morning after failing to appear on Friday and Monday.

As the case opened, Mr. Saraki’s lawyers argued that the matter was not a criminal case, and challenged the jurisdiction of the tribunal.

The prosecution opposed the argument. The tribunal ruled that the matter was criminal and directed Mr. Saraki to go ahead with his plea.

“I hold that the trial before the tribunal is purely criminal,” said the chairman of the tribunal.

On jurisdiction, the prosecution counsel argued that according to section 2 of the Administration of Justice Act, 2015, the matter could be heard alongside any preliminary objection regarding the tribunal’s jurisdiction.

The new law was signed by former President Goodluck Jonathan in March 2015, as part of a major reform of Nigeria’s criminal justice system.

The President of the Senate, Bukola Saraki, has arrived the courtroom of the Code of Conduct Tribunal in Abuja to face trial over a 13-count charge of corruption levelled against him by the Code of Conduct Bureau.

Mr. Saraki arrived the tribunal premises at 9:32 a.m., accompanied by “about 50 senators and some members of the House of Representatives”, his spokesperson, Yusuph Olaniyonu, told PREMIUM TIMES.

Mr. Olaniyonu however declined further comments, saying he was already seated in the courtroom.

Some of the senators in court, according to a PREMIUM TIMES reporter at the trial, are Theodore Orji, Sam Egwu, Ike Ekweremadu, Shaba Lafiaji, Aliyu Wamakko, Rafiu Ibrahim, Tayo Alasoadura, Hamma Misau, Samuel Anyanwu, Sabi Aliyu Abdullahi, among others.

The Chairman of the Tribunal came into the courtroom at 10.32 a.m, and apologised for the delay in the commencement of proceeding. He said the tribunal was sorting out some matters.

This newspaper learnt that the Senate President and his supporters first converged on the National Assembly early on Tuesday morning from where they took off in a convoy of buses for the tribunal.

The Nigerian Army has approved the promotion of 5,000 soldiers fighting insurgents in the North-East and others involved in other operations, as part of steps to boost their morale.

The Chief of Army Staff, Tukur Buratai, made the announcement on Monday in Abuja at the opening of the 2015 Chief of Army Staff third quarter conference held at the Army Headquarters conference hall.

He said the approval of the promotion of the soldiers was one of the many measures introduced by the Army under his command to boost troops’ morale and reposition its operations.

He said it was also in line with the vision of the Army command to reward gallant troops in any way deemed fit to boost their combat readiness and willingness to serve their fatherland.

He said that troops serving in the North-East and in other operations in the country would regularly receive rewards from the Army high command for their selfless service to the nation.

The Police Command in Borno State on Monday that Sunday’s bomb blast in Maiduguri, killed at least 54 persons.

The spokesperson for the command, Victor Isuku, stated this while speaking with journalists in Maiduguri.

“At about 19.45 hours on Sunday, there were multiple explosions at Ajilari Cross Evening Market, Ngomari Area of Maiduguri when a female suicide bomber blew herself up in the busy market.”

Politics / BREAKING: Saraki Must Appear Tuesday, Tribunal Rules by Ptimes: 5:31pm On Sep 21, 2015
The Senate President, Bukola Saraki, must appear before the Code of Conduct Tribunal Tuesday, 10am, to face a 13-count charge of alleged corruption, the tribunal ruled Monday.

Mr. Saraki failed to appear before the tribunal during the sitting, despite an arrest warrant issued against him by the tribunal last Friday.

He is facing charges bordering on corruption and false assets declaration.

The tribunal opened the trial last Friday but the senate president failed to show up. He was represented by a team of lawyers led by a former president of the Nigeria Bar Association, Joseph Daudu.

Consequently, the Chairman of the Tribunal, Justice Danladi Umar, ordered the Inspector General of Police, Solomon Arase, to effect the arrest of the senate president and produce him before the Tribunal on Monday.

Mr. Saraki’s lawyers immediately filed a suit at the Court of Appeal for a stay of execution.

Despite the appeal, the Tribunal resumed the trial on Monday without the senate president appearing.

President of the Senate, Bukola Saraki, has issued a statement describing the 13-count charge slammed on him by the Code of Conduct Bureau as false and frivolous.
In a statement via his media office, Mr. Saraki, said the charges were calculated to rubbish him and that he was ready to meet the Code of Conduct Bureau in court to assert his innocence.
“We therefore conclude that this is not an anti corruption driven case and cannot be part of the moves aimed at fighting corruption,” the senate president said. “It is simply a pure malicious and politically motivated prosecution aimed at undermining the person and office of the Senate President.
“… Those behind this plot will definitely meet Dr. Saraki in court as this case, which is based on outright fabrication and mischief, will not and cannot stand the test of justice.”

The Department of Civil Military Affairs at the Army Headquarters said on Wednesday that it had captured and de-radicalised over 200 Boko Haram insurgents in Adamawa.

The Commander, 28 Task Force Brigade, Mubi, V O Ezugwu, a Brigadier-General, said this at the opening of a two-day sensitisation programme on de-radicalization held in Mubi, Adamawa.

“This Brigade has rescued and de-radicalised over 200 Boko Haram insurgents from November 2014 to date.

“And the beneficiaries of this programme numbers in terms of thousands,” Mr. Ezugwu said.

The commander said military operations alone could not provide a holistic solution to eradicating terrorism and insurgency in the country.

“There is need for a collaborative approach involving political, diplomatic, economic, timely information and other related lines of counter insurgency operation,” Mr. Ezugwu said.

PREMIUM TIMES has uncovered one of the most fraudulent crude oil deals carried out by the administration of Goodluck Jonathan, which saw cronies of the president pocket billions of naira through a domestic crude oil transportation contract that violated Nigeria’s procurement and economic regulations.

Our estimates indicate that the contracts, which the Nigerian National Petroleum Corporation has now admitted were unnecessarily exorbitant and inappropriately awarded, cost Nigeria N509.3 billion.

How much service the companies offered to pocket that amount remains unclear even to the state oil company, insiders say.

The deal, later disguised as security contract and channeled through the Nigerian National Petroleum Corporation, saw two companies belonging to Idahosa Okunbor and Tunde Ayeni, illegally rack up billions of naira to purportedly transport crude oil from Escravos to Warri refinery, and Bonny Island to Port Harcourt refinery, by ship, since 2011.

The deal involved the transportation of five millions barrels of crude oil, monthly, from drilling terminals to the refineries using ships, and circumventing direct linking pipelines, at the cost of N3.063.00 ($15.4 USD) per barrel of crude.

President Muhammadu Buhari has said that one of the conditions given by Boko Haram for the release of the abducted Chibok schoolgirls was for the Nigerian government to release one of the sect members with expertise in making Improvised Explosives Devices (IEDs).

The News Agency of Nigeria (NAN) reports that the President stated this on Tuesday in Paris while responding to questions from members of the Nigerian community in France under the auspices of Nigerians in Diaspora Organization (NIDO).

Mr. Buhari however said his government would not accept such a demand.

“They wanted us to release one of their leaders who is a strategic person in developing and making Improvised IEDs that is causing a lot of havoc in the country by blowing people in Churches, Mosques, market places, motor parks and other places,” Mr. Buhari said.

He reiterated the administration’s readiness to negotiate – on certain conditions – with the terrorists for the release of the schoolgirls abducted since April 2014.

Former President Olusegun Obasanjo has stated that he is “reasonably satisfied” with the performance of President Muhammadu Buhari since his coming into office on May 29, 2015.

Mr. Obasanjo made the disclosure while responding to PREMIUM TIMES inquiry on why he visited Mr. Buhari at the presidential Villa last week.

Asked whether he raised the issue of alleged lopsided appointments with the president, Mr. Obasanjo said, “I am reasonably satisfied with his performance so far, and I can’t see any reason that will make me raise any alarm at this time”.

The meeting of the two leaders, which held inside the president’s office, lasted for about an hour. Mr. Obasanjo later declined to speak to journalists at the State House about his discussion with the president.

The former president however told PREMIUM TIMES that he was at the presidential villa to report to Mr. Buhari the outcome of his trip to Guinea Bissau and to also discuss “other national issues”.

Nigerian troops advancing to clear all known camps occupied by Boko Haram terrorists around the Banki, Kumshe and Bama axis of Borno state cleared four more camps Monday, the Nigerian Army Headquarters said on Tuesday.

Spokesperson Sani Usman said the troops cleared the sect’s camps at Bolungu 1 and 2, Bula Doye and Cheehi Dare, rescuing dozens of women and children in the process and securing a very important bridge linking the towns of Miyanti and Banki in Borno State.

“The gallant troops also rescued dozen of kidnapped women and children held captive by Boko Haram terrorists,” Mr. Sani, a colonel, said. “The clearance by ground troops and aerial bombardments by the Nigerian Air Force continues till we reached the desired objective of defeating the terrorists.”

Nigerian troops, Mr. Sani said, are continuing their deep and aggressive advance into former dens of the terrorists.

The Nigerian Army had on Sunday said scores of members of Boko Haram insurgents surrendered their arms.

In a statement, Mr. Usman said the insurgents began surrendering when they realised that the ‘new strategies’ being deployed by soldiers was becoming successful.

The coordinator of the National Hajj Commission (NAHCON) in Mecca, Suleiman Usman, has disclosed that some “Nigerian pilgrimage officials” were arrested and taken to prison by the Saudi authorities for trespass.

Mr. Usman made the disclosure while paying a condolence visit, Sunday night, to three Nigerian states that lost six pilgrims in the Mecca crane accident.

Six Nigerian pilgrims including one male from Kaduna State, four females from Gombe State and one male from Katsina, died in the tragedy on Friday.

The coordinator said the affected officials were medical personnel arrested for embarking on a trip outside Mecca without official permit.

“We are trying to secure the release of our medical team, who were arrested and taken to prison by Saudi security, while travelling from Jeddah in an ambulance,” the coordinator said.

Members of the public in the Swali area of Yenagoa apprehended three of four armed robbery gang which robbed a couple of N3 million while riding on commercial tricycle.

PREMIUM TIMES learnt that gunshot fired by the gang at the driver of the tricycle alerted people in the neighbourhood who went after the robbers and apprehended three of them.

However, the timely arrival of the police who were alerted of the crime saved the robbers from being lynched by the angry crowd.

Asinim Butswat, the spokesperson for the Bayelsa Police Command, who confirmed the incident, said on Sunday in Yenagoa that the incident occurred on Sunday.

Mr. Butswat commended the gallantry and courage of the crowd in rounding up the armed men but urged members of the public to refrain from taking laws into their hands.

The statement said that the North Korean mission viewed the movie as not only provocative but also targeted at instigating inciting the assassination of the North Korean Supreme Leader, Kim Jong-un.

A 2014 American political satire film, The Interview, directed by Seth Rogen and Evan Goldberg had generated controversy across the world for depicting the assassination of the North Korean leader, Kim Jong-un.

According to the statement, the North Korean Ambassador in Nigeria, Jong Choi, expressed displeasure with the movie during a courtesy call to the NFVCB.

The Peoples Democratic Party, PDP, says despite the “holier than thou” posture of the present APC government, there is incontrovertible evidence that grave corrupt practices are ongoing and allowed to fester by associates and cronies of government, including former and present APC governors and others who played major roles in financing President Muhammadu Buhari’s campaigns with stolen state funds.

The party said this has created a system that is neck deep in corruption, while the government hoodwinks unsuspecting public with propaganda.

PDP National Publicity Secretary, Olisa Metuh, in a statement on Thursday, said while the party is not averse to the fight against corruption, “the onus lies on the APC-led Federal Government to wage a credible holistic anti-corruption war by first purging itself of unclean
association and coming out clear on sleazes already going on in government quarters since it took office in May”.

President Muhammadu Buhari has approved the appointment of Rahman Adeola Ipaye as Deputy Chief of Staff and Laolu Akande as Senior Special Assistant (Media & Publicity) in the Presidency.

The two new appointees will work in the Office of the Vice President, a statement by the Special Adviser to the President, Femi Adesina, said.

Mr. Ipaye is the immediate past Attorney General of Lagos State.

He studied at the University of Lagos where he graduated with B.A. (Hons) Degree (History) in 1984; LL.B. Hons (1988) and LL.M. (1991). He is a Fellow of the Chartered Institute of Taxation of Nigeria and the Chartered Institute of Arbitrators respectively.

Before his appointment as Attorney General and Commissioner for Justice, Mr. Ipaye was employed as a lecturer in the Department of Commercial and Industrial Law, University of Lagos (1992 to 2001); Special Assistant (Legal Matters) to the Governor of Lagos State (2001 to 2007); and Special Adviser (Taxation and Revenue) to the Governor of Lagos State and member of the State Executive Council (2007 to 2011).

Amid fears that a government policy of feeding primary school pupils in the country will impose a huge financial burden on the Buhari administration, Vice President Yemi Osinbajo said on Wednesday that the policy will attract investment to the tune of N980 billion.

The vice president also said the school feeding programme will bring create jobs, and raise food production as well as investment in the country.

A statement by the Senior Special Assistant to the vice president on Media and Publicity, Laolu Akande, said the multiplier effects of the proposed scheme include job creation, increase in food production of up to 530,000 metric tonnes per annum, which will attract investor-by-investment of up to N980billion.

According to the statement, Mr. Osinbajo made the revelations while speaking on a topic “Repositioning Nigeria for Sustainable Development: From Rhetoric to Performance” at the ongoing 45th Annual Accounting Conference of the Institute of Chartered Accountants of Nigeria (ICAN).

An Abuja-based lawyer, Dim-Udebuani Marcel, has sued President Muhammadu Buhari over recent appointments made by the president.
Mr. Buhari has been accused of favouring a section of the country against in the appointments he has so far made.

In a suit filed on August 31, with number FHC/ABJ/CS/732/2015, Mr. Marcel accused the president of marginalizing the South East geopolitical zone, which has not received any appointment from the Buhari government yet.

The president and the Federal Character Commission are joined as defendants.

Mr. Marcel’s counsel, Jude Ifesemen, said the plaintiff wants the court to determine whether the 25 important appointments made by President Buhari were done against the spirit of constitutionally guaranteed federal character.

The court will decide “whether the exclusion of South East geo-political zone in the 25 appointments made so far by the 1st defendant is unconstitutional and divisive?” Mr. Marcel said.

He also sought to determine whether there are no qualified or corrupt free persons from the South East region.

The court will as well decide “Whether the 2nd defendant has in the circumstance of this case, discharged its statutory duties under paragraph 8(1), (a), (b) and (c) of the Third Schedule to the 1999 constitution of the Federal Republic of Nigeria (as amended)”.

Mr. Marcel also prayed the court for an order compelling the president to reverse the appointments made so far and to observe and comply with the principle of Federal Character as enshrined in the constitution of the Federal Republic of Nigeria 1999.

He also sought an order of court compelling the Chairman, Federal Character Commission, Oba Abdul-raheem to invoke paragraph 8(1) (c) of the Third Schedule to the 1999 constitution and order of court declaring all the appointments so far made null and void for violating the federal character.

The suit was supported with 23 paragraph affidavit deposed to by the plaintiff.
A date is yet to be fixed for hearing on the case.

Mr. Buhari has come under fire for what many see as lopsided appointments with more slots apparently going to the northern region. The president is from Katsina state in Nigeria’s northern region.

The claims by President Muhammadu Buhari and his party, the All Progressives Congress, that a key campaign document, “My Covenant With Nigerians” did not emerge from them is false and misleading, a PREMIUM TIMES investigation has shown.

Extensive checks by this newspaper showed that not only was the document circulated in the run-up to the April 11 presidential election by staff of Mr. Buhari’s campaign organization, the literature was also extensively promoted by party officials, including using the APC website to do so.

It was the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, who kicked off the campaign of distancing the APC and Mr. Buhari from two of the key campaign documents that apparently swayed a lot of votes for the president and his party.

In a widely circulated opinion article published on August 28, Mr. Shehu wrote, “In the course of electioneering, the presidential campaign had so many centres of public communication which, for whatever reason, were on the loose.

The Inspector General of Police, Solomon Arase, has written to the Economic and Financial Crimes Commission indicating his plan to recall all police officers who have so far served in the commission for five years, authoritative sources at the police headquarters in Abuja have told PREMIUM TIMES.

In a letter, with reference number CB/33/80/IGP.SEC/Abj/Vol.52/60, and dated July 14, 2015, Mr. Arase directed the EFCC to compile a list of all officers in the category, and forward to his office without delay.

Our sources said the directive, if implemented, would affect key leaders and investigators at the anti-graft agency – including the EFCC chairman – who has also spent more than five years at the commission.

Going by the remuneration approved for them by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), the annual take-home (excluding estacode, Duty Tour Allowance (DTA) and some sundry allowances which they are paid as necessary), of each of the 360 members of the House of Representatives is estimated at N18.26 million.

Each of the 109 senators earns a bit higher, pocketing N19.66 million each a year, PREMIUM TIMES analyses have shown.

Additionally, each senator collects N1.01 million a year for his or her domestic staff, while each member of the House of Representatives collects N1million for the same purpose.

Each lawmaker gets N202, 640 as Newspapers/Periodicals allowance per annum.

Based on the approved pay schedule, N1.4billion is spent on the 469 lawmakers as furniture allowance annually, while their car loan stands at N2.34billion per annum.

The search for a successor to the late Ooni of Ife, Okunade Sijuwade, is taken a controversial dimension, as a clan in the Ogboru ruling house has rejected plans by the kingmakers to restrict their selection to the Giesi family.

Although it hitherto appeared settled that the Giesi house would produce the next Ooni, being next to the Ogboru ruling house in the succession order established by government declaration on the Ooni chieftaincy title of 1977, a clan in the Ogboru royal family is also now jostling for the position.

The Ogboru family is contending that the Giesi ruling lineage should blame itself for conceding its turn to produce an Ooni to the late Oba Sijuwade, saying the concession to the late king was to him as an individual and not to the Ogboru clan as a whole.
