President Goodluck Jonathan has advised the incoming president, Muhammadu Buhari, not to single his administration out for probe.

He said if Mr. Buhari must investigate him and his administration, he should do the same for the past governments.

A probe centred only on the Jonathan administration will amount to a “witch hunt”, the president said Wednesday at a valedictory cabinet meeting attended by ministers ahead of his handing over to Mr. Buhari on Friday.

Mr. Jonathan said his comments followed calls from different quarters for his administration to be investigated.

“Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time.

Politics / Group Blames Governor Akpabio For Death Of Billionaire APC Chieftain, Ime Umana by Ptimes: 12:17pm On May 28, 2015
An Abuja-based group, Akwa Ibom Rescue Forum, has blamed the outgoing governor of Akwa Ibom State, Godswill Akpabio, over the death of Ime Umana, a foremost philanthropist and business mogul from the state.

Mr. Umana, a chieftain of the All Progressives Congress, died in an auto crash on Monday while returning to Lagos after attending a court session in Uyo.

But the group’s Coordinator, Leo Ekpenyong, said Mr. Umana would not have died but for the protracted politically-motivated court case between him (Umana) and the outgoing governor.

Mr. Ekpenyong, who is also a legal practitioner, said Akwa Ibom people are devastated by the demise of the frontline philanthropist and business mogul. and friend of the less-privileged.

He, therefore, blamed Mr. Akpabio for what he described as the “immediate and remote” cause of the philanthropist’s death.

Politics / Akwa Ibom, Rivers, Others Owe Workers Despite Receiving Highest Excess Crude Mon by Ptimes: 4:09pm On May 26, 2015
Most of the 18 state governments whose workers commenced an indefinite strike on Monday (today) over several months of unpaid salaries are among those that collected the highest allocations from the excess crude revenue distribution between 2011 and 2014.

The General Secretary of the Nigeria Labour Congress (NLC), Peter Ozo-Eson, said on Friday that the central labour movement had dispatched its special task force team to the various geo-political zones of the country ahead of the impending strike action.

The task force was constituted on March 19 at the end of the NLC’s national congress with a mandate to negotiate the immediate settlement of all salary arrears owed workers by some the 36 state governments.

Most of the states owe workers’ salaries and other benefits for between three and nine months.

The NLC secretary, who said the strike has since commenced in Plateau State, said a similar action was ongoing simultaneously in Cross River and 16 other states.

The states owing salaries are (in alphabetical order) Abia, Akwa Ibom, Bauchi, Benue, Cross River, Ekiti, Imo, Jigawa, Kano, Katsina, Kogi, Ogun, Ondo, Osun, Oyo, Plateau, Rivers and Zamfara States.

Politics / BREAKING: PDP Chair, Adamu Mu’azu, “resigning” by Ptimes: 3:02pm On May 20, 2015
Barring any last minute change of heart, the National Chairman of Nigeria’s embattled ruling Peoples Democratic Party, PDP, Adamu Mu’azu will resign from his position today.

A source close to Mr. Mu’azu said the chairman was advised by his close friends and associates at a meeting which held Tuesday night in Abuja to resign.

Indications that he had told members of the party’s National Working Committee, NWC, of his decision, emerged early Wednesday when the spokesperson of the party, Olisa Metuh, told reporters at the party’s head office in Abuja to expect a “breaking news” briefing from him later in the day.

The NWC is currently holding a meeting at Wadata Plaza and Mr. Metuh is expected to address the press after the meeting.

The Governor of Bayelsa state, Seriake Dickson, has lambasted his colleague governors, especially Chibuike Amaechi and Jonah Jang of Rivers and Plateau States respectively, for ​​”destroying” the governors’ forum.

He tackled the outgoing governors for their role in the crisis that engulfed the ​​forum since 2013, and for attempting to hold fresh elections for new leaders just days before end of their tenures.​

​Mr. Dickson ​urged his colleagues to shelve the idea of electing​ a​ new set of officials for the Nigeria Governors Forum until after the handover of power on May 29.

The NGF is billed to hold its first meeting as a unified group since 2013 when it split into two after the election of new leaders.

The whopping N150 billion allocated to the National Assembly in the 2015 Appropriation Act, can fund capital votes for 20 Ministries, Departments and Parastatals [MDAs], a PREMIUM TIMES analysis of the budget has shown.

The budget of the 469-member National Assembly consisting of 109 senators, 360 members of the House of Representatives, legislative aides, the National Assembly Commission and the Legislative Institute is about 3.4 percent of the total budget of the federation.

The capital vote for 20 major ministries, departments and parastatals is just about N49 million less than is budgeted for the National Assembly this year.

Under the 2015 capital votes, the Ministry of Youth Development got only N1.12billion Ministry of Police Affairs got N150billion, while Police Formations and Commands got only N17billion.

The Ministry of Women Affairs is allocated N1. 25billion for its capital projects, Ministry of Agriculture and Rural Development got N7billion and Ministry of Water Resources N6billion.

Politics / UPDATE: Fire At Nigerian Govt. Federal Secretariat Contained by Ptimes: 3:54pm On May 14, 2015
The fire at the federal secretariat in Abuja has been extinguished.

But the vicinity of the complex remains in pandemonium, our correspondents say.

A spokesperson for the Federal Fire Service said his agency received alert on the incident 30 minutes after the fire started.

He said there was no casualty in the incident but that his agency was yet to establish the cause of the fire.

Politics / Missing $20 Bn: Sanusi Faults Alison-madueke, Says Audit Report Proves At Least by Ptimes: 1:49pm On May 14, 2015
A former governor of the Central Bank of Nigeria (CBN), Lamido Sanusi, has reacted to the recent audit report by PricewaterhouseCoopers on the alleged missing $20 billion oil money, saying the report has confirmed in the first instance that at least $18.5 billion was indeed missing.

Mr. Sanusi faulted the petroleum minister, Diezani Alison-Madueke, who said the report had exonerated the Nigerian National Petroleum Corporation, NNPC, earlier accused of diverting the money.

In an opinion article published by the Financial Times of London, Mr. Sanusi, who is now the Emir of Kano, said the argument that the outstanding amount was used by the NNPC for apparently unlawful purposes such as kerosene subsidy, does not dismiss the notion that the NNPC illegally withheld billions of oil dollars from the government.

Former President Olusegun Obasanjo has rebuffed repeated pleas from concerned member of the Peoples Democratic Party to help revive the party following its defeat in the March 28 presidential election.

President Goodluck Jonathan, who flew the PDP flag in the March 28 election, lost to his All Progressives Congress challenger, Muhammadu Buhari, a former military head of state.

The party, which has ruled Nigeria since the return of democracy 16 years ago, also lost its majority status in the National Assembly just as it won a fewer number of states unlike in the past election.

With the defeat, the ruling party will now take on the opposition role as from May 29 when Mr. Jonathan hands over power to Mr. Buhari.

Since the defeat, the party’s senior members have been bickering with one another with some demanding the exit of its National Chairman, Adamu Mu’azu and other officers, who are accused of working against the party during the election.

Nigerian lawmakers managed to approve only 106 new laws out of 1,063 brought before them in the last four years, despite spending more than half a trillion naira within the period, earning the notorious title as the world’s highest paid legislators.

The figures mean for the National Assembly, with a combined annual budget of N150 billion since 2011, returned 10 per cent in efficiency and averaged about two bills each month.

Each year, the Senate, House of Representatives and allied institutions, compete for government funding with projects designed to provide jobs, healthcare, education and roads to the citizens.

While the Goodluck Jonathan administration has shown its preparedness to cut financing to those vital services to Nigerians in the face of dwindling revenues, the government has helped the lawmakers retain their super N150 billion budget per year in the last four years.

Not even the present oil crisis has been enough to force the government to minimize the lawmakers’ comfort, by redirecting funds to critical areas badly starved of resources.

The National Chairman of the Peoples Democratic Party, Ahmadu Mu’azu, has appealed to all members of the party across the country to put behind them the disappointment of defeat, rest all misunderstandings and put the survival and stability of the party ahead of all other considerations.

Mr. Mu’azu, in a statement on Tuesday, said although the party’s defeat in the last general election was painful, members should key into the intervention by President Goodluck Jonathan and not allow the situation to further divide the party.

“The national leadership of the Peoples Democratic Party has noted the various reactions that trailed the unfortunate loss of our great party in the last general elections,” Mr. Mu’azu said in his statement. “In the last few weeks, the media has been fishing on these reactions with a section even blowing it out of proportion to a level that has become a threat to our oneness as a family.

PT: Do you think the South West and the Northern part of Nigeria were marginalized under the leadership of Goodluck Jonathan?

Boyloaf: Did people from the South-South benefit? If you come to Bayelsa State, can you count how many people benefited? That is the president’s state. When the APC was going for campaigns, they made a statement that there is a town that they didn’t have light, and people said Otuoke. Then (Gov. Chibuike) Amaechi said “I didn’t mention name”. But can you imagine that in that place there is no road? You see, what Jonathan did was that he favoured the North and West. Go to the Niger Delta and see. He favoured the North. He did Almajiri. Then go to the West you will see the railway, you will see all what he’s doing there. What is happening in Niger Delta? Nothing! It is better to go there and see things for yourself. Jonathan did not do anything for his people, for his region.

The Nigerian military on Monday commenced the court martial of a Brigadier General, Enitan Ransome-Kuti, and four other senior officers, blamed for the loss of Baga in Borno State, to Boko Haram insurgents in January.

Mr. Ransome-Kuti, his Chief of Staff, Lieutenant Colonel G.A. Suru, and some other senior officers, were arrested for failing to repel Boko Haram attack on the headquarters of the Multinational Joint Task Force [MNJTF] in Baga.

Also arrested were the Commanding Officers of the 134 and 174 Battalions — Lieutenant Colonel Haruna and Major Aliyu. The two battalions are under the MNJTF.

Mr. Ransome-Kuti was the commander of the multinational force during the attack.

Africa’s richest man and Nigerian billionaire, Aliko Dangote, has confirmed his renewed interest in buying EPL club, Arsenal.

In an interview with Bloomberg, Dangote, who is a cement and commodities tycoon and is valued at around $15.7 billion, said he will make fresh attempts at buying the London club despite his rejected bid in 2010.

“I still hope, one day, at the right price, that I’ll buy the team. I might buy it, not at a ridiculous price but a price that the owners won’t want to resist. I know my strategy.

“We have $16 billion-worth of investments in the next few years. Right now I want to take my own business to a certain level. Once I finish on that trajectory, then maybe [I’ll bid again for Arsenal],” the 58-year-old told Bloomberg.

American billionaire, Stan Kroenke, is currently the controlling shareholder at Arsenal with a 67% stake in the club.

Red & White Sec Ltd., controlled by Uzbek billionaire, Alisher Usmanov and Farhad Moshiri, are the second biggest shareholders with 30% of the Gunners.

Petroleum products marketers and the Minister of Finance, Ngozi Okonjo-Iweala, on Monday dodged journalists who sought to find out the outstanding payment due fuel suppliers as subsidy claims.

​The ​Major Oil Marketers Association ​had ​claimed the​y were still owed N200 billion after the government paid them N154 billion on Thursday.

The money was to enable the marketers settle the National Association of Road Transport Owners that withdrew their services over alleged N21 billion debt, causing fuel scarcity.

But the Minister on Sunday faulted the marketers, saying the outstanding payment, based on weekly data by Petroleum Products Pricing Regulatory Agency template, could not exceed N131 billion, from the initial N98 billion.

Enugu State lawmakers have commenced impeachment proceedings against Governor Sullivan Chime, over allegations of corruption and misconduct.

Fourteen lawmakers, led by the speaker, Eugene Odo, met early Monday and directed the clerk of the assembly to dispatch an impeachment notice to the governor.

Mr. Chime and the lawmakers are at war over the governor’s attempt to secure legislative approval for a N11billion loan, just weeks before he leaves office.

Some lawmakers say the governor has already N3 billion of the amount, even before receiving clearance.

Crime / Man Who Supplies Fuel, Food To Boko Haram Arrested – Nigerian Military by Ptimes: 12:30pm On May 04, 2015
The Nigerian military said it has arrested a man who specialises in supplying food and fuel to Boko Haram insurgents in the North Eastern part of Nigeria.

The culprit, the military said, was arrested Sunday morning in Daban Shata, in the suburbs of Baga, Borno State’s third largest community.

The Defence Headquarters spokesperson, Chris Olukolade, in a statement said the supplier, wanted by the military, was eventually nabbed in the early hours of Sunday morning. He said the culprit is currently undergoing interrogation as the military continues its offensive against the insurgents in the north-eastern part of the country.

The arrest and interrogation may lead to answers to questions that have been asked on how the insurgents were able to fuel their convoy of vehicles and motorcycles with which they carried out their attacks in the past years.

The spokesperson also said 260 women and children were rescued in the outskirts of Chalawa village in Adamawa State. These are separate from the 275 women and children rescued by soldiers from Sambisa forest in Borno who were earlier handed over to the emergency agency, NEMA.

The All Progressives Congress, APC, has reversed the controversial decision taken by President-elect, Muhammadu Buhari, to bar the Africa Independent Television, AIT, from covering his activities.

The party said all accredited media organizations in the country, including the AIT, are free to cover the activities of the president elect.

AIT journalists were on Monday denied access to Mr. Buhari’s temporary office when they showed up to cover his official engagements.

His spokesperson, Garba Shehu, cited family and security concerns for the decision.

“AIT has been asked to stay aside based on security and family concerns. In addition, Buhari has decided that they will have to resolve some issues relating to issues of standard and ethics.

The seventh National Assembly will most likely end its tenure in early June without resolving majority of the huge misgovernance and corruption issues that characterised the outgoing administration.

Under the present dispensation, the oversight power of the legislature was not judiciously exercised to guarantee Nigerians the dividends for electing their representatives.

There were clear cover-ups and lack of political will to bring a lot of the cases to closure.

Even when it issues reports on certain important national issues, such as the fuel subsidy scam, the National Assembly lacked the firepower to compel the execuitve execute its recommendations.

As nothing almost always get done after individuals, agencies and corporations are indicted by either the House of Representatives or the Senate, the billions spent yearly on either public hearings and oversight functions have turned out to be mere drains on national resources.

Below are just a few of the scandals the National Assembly may not resolve before the end of the 7th Assembly.

The Ondo State Deputy Governor, Ali Olanusi, was impeached on Monday morning by members of the state House of Assembly.‎

​Twenty two​ of the 26 members of the Assembly supported the impeachment of the Deputy Governor, who recently moved from the Peoples Democratic Party to the All Progressives Congress.

The motion for his impeachment was moved by the majority leader, Ifedayo Akinsoyinu​, from Ondo West 11 and seconded by Olatunji Dauro from Owo 11‎.

The Speaker, Jumoke Akindele, subsequently ruled that all government property in the custody of the Deputy Governor be retrieved by the Permanent Secretary of the Deputy Governor’s office.

The Assembly had last Tuesday (April 22) served an impeachment notice on Mr. Olanusi.

The Assembly, in the notices signed by 20 of its 26 members, accused the deputy governor of alleged gross misconduct.

The Nigerian National Petroleum Corporation (NNPC) on Thursday made a strong case for the complete removal of subsidy from the petroleum products pricing template by the incoming government.

Group Coordinator, Corporate Strategy and Planning, NNPC, Tim Okon, said fuel subsidy was not sustainable in view of the fact that government was not in control of the factors that influence retail fuel price, particularly fluctuations of crude oil price at the international market.

“Since government does not control crude oil price, its fluctuation often creates fiscal instability in the country, which negatively impact on Nigeria’s revenues.

President Goodluck Jonathan has directed the PDP Presidential Campaign Organisation and the various associations that merged into the Jonathan/Sambo Support Group to immediately begin the process of removing the posters, billboards, banners, signs and other campaign materials in support of his re-election bid which still adorn the landscape in major cities across Nigeria.

According to a statement by his spokesperson, Reuben Abati, Mr. Jonathan believes that it is appropriate that steps be taken to restore the environment in Nigerian cities, towns and villages to their pre-elections campaign state.

In preparation for the May 29 handover and Presidential Inauguration, a joint committee of the outgoing and incoming government met on Thursday to discuss issues that will ensure a smooth transition.

The committee is co-chaired by the Secretary to the Government of the Federation, Pius Anyim, who represents the outgoing government, and former Bayelsa state Governor, Timipre Sylva, who leads the delegation of the incoming government.

The terms of reference for the Presidential Inauguration Planning Committee include drawing up the programme of activities for the inauguration ceremony; arranging invitation and accommodation of local and foreign dignitaries; drawing up budget for the programme of activities; organising the approved programme of activities; and co-opting into subcommittees persons that may be necessary to assist the committees.

A former governor of Borno State, Ali Modu Sheriff, is expected to appear before anti-graft agency, the Economic and Financial Crimes Commission, on Thursday.

PREMIUM TIMES learnt Tuesday that he has been summoned by the Commission and is expected to report at the agency’s Abuja head office to respond to questions bordering on allegations of “misappropriation, embezzlement of funds and abuse of office while he was governor”.

Multiple sources at the anti-graft agency told this newspaper that should Mr. Sheriff fail to show up as directed, he would be declared wanted and then arrested.

The Nigerian military will reclaim the expansive Sambisa forest reserve which has become a notorious Boko Haram stronghold, before President Goodluck Jonathan hands over power in less than two months, National Security Adviser Sambo Dasuki said Tuesday.

Mr. Jonathan will on May 29 surrender power after losing the March 28 presidential election to Muhammadu Buhari.

After widespread criticisms over its inability to contain Boko Haram, the Nigerian military in the last few months has retaken several territories occupied by the group, dislodging the militants from key towns like Baga, Bama and Gwoza.

Former President, Olusegun Obasanjo, on Monday said he was ready to do everything possible to bring Africa
​’​​s​ growing insecurity to a halt.

He made this known shortly after meeting with the President of Sudan, Omar al-Bashir, in Khartoum, where he expressed his concern over the continent’s growing insecurity.

Mr. Obasanjo was in the North African country to discuss insecurity and instability in Africa, especially the crisis in Libya which has adversely affected other parts of Africa.

He told journalists that the session provided both leaders the opportunity to examine peace and security issues in Africa, particularly the situation in North Africa.

Politics / Supreme Court Affirms Fayose’s Election, Dismisses Apc’s Suit by Ptimes: 1:36pm On Apr 14, 2015
The Supreme Court has affirmed the election of Ayo Fayose as the governor of Ekiti State, dismissing a suit that sought to nullify the 2014 polls.

Mr. Fayose’s election was challenged by the All Progressives Congress, APC, whose candidate in the election, Kayode Fayemi, lost to Mr. Fayose.

The governor is currently facing an attempt by state lawmakers to impeach him.

Ahead of the Supreme Court ruling, Mr. Fayose, in a state-wide broadcast on Monday asked the people of the state to maintain the peace and pursue their businesses and lawful duties normally.

He credited the success of his Peoples Democratic Party in Saturday’s House of Assembly election to Ekiti residents and thanked them accordingly.

The Independent National Electoral Commission has said it will not cancel the results of the governorship and House of Assembly election in Rivers and Akwa Ibom State because it does not have the power to do so.

The European Union Election Observation Mission to Nigeria had called for a probe into the “severe problems” that characterised the polls in the two South- South states, where the governorship election were won by the Peoples Democratic Party.

But the Chief Press Secretary to the INEC chairman, Kayode Idowu, stated that the call to cancel the results after formal declaration was misdirected.

Mr. Idowu said the Nigerian law does not allow the electoral body cancel results.
