with experience of about 8yrs now, i wil advice to let ur help u to do a financial appraisal for ur old layer project.
1.Pls never invested of capital project at start.
2.start with just 500 old layers, even if u can avoid 50,000 old layers other wise u ve finacial margin contraint.
3. The cost of feeds is about 65% per od revenue.
