It might also interest you to know that there's something called "benchmark" in our budgeting, that means its not all the monies that come in from oil sales that is used to finance the budget. We can peg our benchmark at $79 per barrel, this means that by law even if we sell oil at an international price of say $150 per barrel, only the agreed benchmark must be used for budget financing while the excess ($150 -$79 = $71 ) is deposited in the "excess crude account". I am no budget expert but from my layman understanding, Sanusi knows exactly what he is saying.bla bla bla.
