Integrity tests on already erected structures are done using the non-destructive compressive strength test. To do that you have to be very sure of the true positions of the beams and columns that make up the frame structure. If the building is abandoned, then I guess it's pretty old ,so there will be the need for the structural drawing to be examined (and even at that, you have to be sure that it was built according to design). That's as far as integrity test on the building goes. However, note that the foundation of the existing structure was designed to carry a specified load value, hence if you don't have the structural drawing and you're not sure if it was built to that spec, then no need to start wracking your brains on how to reinforce the structural frame. My advice is either you just renovate the structure to give it a face lift or if it's a must that you have more floors, please get a excavator to pull down the existing structure and a new one with as many floors as you want can be designed for you |

ABUJA – AS the Boko Haram insurgents continue to have upper hand in the North East, the Chief of Defence Staff, Air Marshal Alex Badeh has revealed that for the country to win the war against terrorism, there was the need for diplomatic lobbying for foreign assistance in areas of equipment. But the Senator representing Kaduna Central, Senator Mohammed Saleh said it was impossible for the military to win the terrorism war with the present obsolete equipment and the alleged fraud in Ministry of Defence and the Military Service. Meanwhile, Senator Saleh has said that after the Gideon Okar coup of 1990 during the regime of General Ibrahim Babangida, the military was systematically and comprehensively disarmed which now makes it impossible for the army to effectively confront any external aggression.Soldier Speaking at the National Assembly Joint Committee on Defence Thursday, the Chief of Defence Staff said that since the declaration of state of emergency in the three North East states of Borno, Adamawa and Yobe, the Armed Forces had been engaged in a sustained operations against the terrorists. According to Air Marshal Badeh, “In the last one month, troops have sustained on-going offensive operations both in and outside seven division areas of operation to shape the theatre, establish fighting positions and limiting Boko Haram freedom of movement within the area of operation. “Significantly, troupes are currently carrying out unlimited offensive operations aimed at denying Boko haram freedom of action and from achieving its aim to isolate and control areas around Maiduguri. “Additionally, the involvement of the international community which led to the establishment of the joint planning committee on the 12 of May, 2014, the initial mandate of the joint coordination and planning committee which is championed by America and Britain was the fusion of intelligence for the rescue of abducted Chibok girls. “But this gradually is being extended to other aspects of the operations. I want to state here that the military is highly engaged in operations in view of achieving favourable outcomes. “Moreover, the continued attacks by the terrorists justify the imposition and extension of state of emergency because there is no alternative. Let me just say that Nigerians need not lose hope in the military but continue to support her in a bid to defeat the terrorists. “Secondly, all other elements of national power should contribute more in support of military operations. Right now, the element of national power we are using is the military. Other elements of national power are not being engaged sufficiently. “There is also the need for diplomatic lobbying for our foreign partners to provide more assistance in areas of equipment and whatever they can give us.” Security situation is deteriorating—Sen. Saleh But a member of the Senate Joint National Assembly Committee on Defence and an All Progressives Congress Senator from Kaduna Central, Senator Ahmed Saleh appeared to have dashed the hope of the military winning the war against terrorism even as he said that the situation was getting worse on daily basis. Senators Saleh, a retired army general said, “What I am going to say is based on my experience as an insider. Our duty here as senators of the federal republic transcends the extension of state of emergency. Our duty of oversight should ensure that high standards must be maintained in addition to acquiring all necessary equipment required to maintain a strong force. “When the Chief of Defense Staff was appointed in January this year, the service chiefs made a categorical statement that within three months they will crush Boko haram. But unfortunately, what we are seeing is a complete deterioration of the situation, so it is incumbent on us to find out why that deterioration. We have heard about our soldiers’ mutiny, it is also our responsibility to find out why that is happening. “For us to understand why that is happening, we need to go back to the Babangida (Gen. Ibrahim Babangida) era. After the 1990 Okar coup, the Federal Government of Nigeria systematically and comprehensively disarmed the military. “All the tanks, all the artillery guns were disarmed and locked up. All the aircraft were parked in Ilorin and other places, flying stopped, training stopped to ensure regime security not national security. “All the good officers of the Nigerian army were hounded out of the military. And there was over concentration of power at the centre which was the army headquarters. Prior to that, General Officers Commanding used to have training and maneuver grants. “They had the power and responsibility to train their troops and battalions and to ensure an efficient logistics and service support system. All that stopped. Everything was from Army headquarters, everything was from Air Force headquarters, everything was from Naval headquarters. “The attendant result was decay. Training was no longer going on at the battalion level, soldiers lost their skills and since then, no additional military equipment was purchased for the Nigerian Army. Even things as little as machine guns were in short supply, ammunition was in short supply. “An individual soldier’s professional skill was to be a matchman, to shoot and hit his target but can he do that if he has no ammunition? We have a duty to rebuild this army, to rebuild this armed forces, and unless we understand these basic facts, we are not going anywhere. “Also, after some time the fighting doctrine of the Nigerian Army was changed. We were essentially British brought up. That means we knew how much materials we had, the tasks before us and so on. But along the line during the Obasanjo (Chief Olusegun Obasanjo) regime, General Obasanjo brought Americans here and our doctrine approach was change to warfare. “I make bold to tell you that up till today nobody understands that. I know it is a strategic concept of warfare but in Nigeria we are applying it to the operational and tactical level. It has created a lot of confusion within our army. “Apart from that, our involvement in foreign operations and the kind of training we give to our soldiers for operations was a kind of defensive posture. You don’t kill until you are killed, you don’t attack until you are attacked. “That also helped to change the orientation of some of our soldiers. Then again, I must mention here fraud within the ministry of defense, fraud within the military service systems themselves has contributed a lot to diminishing our fighting capability. “Further to that again, we have the issue of our combat service support. Because of fraudulent activities, we monetized everything. Out supply services, our medical services are completely inefficient and are unable to support the fighting in the North East now. Right now I stand to question how our soldiers are being fed.” Speaking earlier, Chairman Senate Committee on Defence, Senator George Thompson Sekibo said that the essence of the meeting was to know why the issue of insurgence persists in the country and the conflicting reports on the fight against Boko Haram in Borno, Adamawa and Yobe states. Senator Sekibo said, “Nigerians are worried over the security station. Rather than abate its worsening. The spokesperson of the military and the press are contradicting each other. We want to find out the true situation of the attacks. “You will observe that the joint committee of the National Assembly on Defence met here with the Chief of Defence staff and other security chiefs from 10am to 3pm to get situation reports on insurgency problem in the three affected north eastern states as part of follow up to the approval of state of emergency in the affected state in May this year. “We have heard several stories from the media on alleged upper hand of the insurgents against the military and the military telling us here that such stories were speculative, making it difficult for us to know which of the stories to believe. “The military In fact debunked stories of major cities being taken over by the insurgents in the three states , though admitted that the insurgents had one of the towns as stronghold which according to them would be taken over from them in a matter of time from now. “We have also been informed by them that presidency is doing more for them in terms of procurement of new war ammunition and improve in welfare packages and other things being done to boost the morale of those at the war front. “But the committee has resolved to reach out to Mr President for direct interaction on the national problem with a view to knowing what and what are being done to fight the war to its logical conclusion which will definitely afford us the opportunity to put in our own pieces of advice. “We also resolved to submit all our findings at this meeting today to the respective chambers on resumption about 12 days to come”. Senator Sekibo said the Joint Committee wanted to know, “Who has captured where. We are worried about the contradictions. We want to know, is the military still equipped or not, what is the state of our equipment, are you having difficulties accessing funds, if there are funds to buy the equipment the moral of the soldiers will raise. “State of emergency is in the third stage and things are worse. Do we evacuate people there and go for full scale war, were the funds released to you? We should know the problem. We at National Assembly will not rest on our oars. Some of our people at the National Assembly can’t go back to our states,” he stated http://www.vanguardngr.com/2014/09/boko-haram-ibb-disarmed-military/#sthash.x905t2Hp.dpuf |

Personally I doubt the Camerounian story,in any case,I'm waiting for either side to supply incontrovertible proof that they killed shekau, that aside the Nigerian troops should sustain the tempo of the attack, not only in Konduga but everywhere on that axis and the Camerounian troops should equally sustain their heavy fire on the book boys fleeing from the Nigerian troops bombardment and killing and trying to flee into safety in Cameroun God bless our troops and God bless Nigeria |
ABUJA—Nigeria and Cameroon were, yesterday, locked in an argument over who killed Boko Haram leader Abubakar Shekau and where he was killed. In a rare public show by the Cameroonian army (Armee Camerounaise), photos of Shekau were made public alongside a statement claiming he was killed during a cross-border raid deep inside Nigeria by its military. A Cameroon military source, according to Cameroon Concord, said on Sunday night that Shekau was killed following an aerial bombardment of his hideout inside Nigeria. Purported photo released by Armee Camerounaise (Cameroon Army) of the Shekau it claimed died from Cameroonian fire, from the portal of Cameroon Concord. On the other hand, the Nigerian Army is also laying claim to the same feat but without photographic evidence yet. The Nigerian Army said its soldiers might have killed Shekau in Konduga, a town some kilometres away from Maiduguri, the Borno State capital. According to a report posted on its twitter handle, DHQ said yesterday that, “there was no raid whatsoever in any part of Nigeria’s territory in pursuit of terrorists as claimed in some reports allegedly quoting Cameroon military authorities. “All operations on-going in the environs of Konduga and all associated border locations within the country are completely being undertaken by Nigerian troops.” Reportedly, the Cameroon armed forces since Sunday have been in serious combat against thousands of Boko Haram fighters trying to enter Cameroon via Fotokol from Gamboru Ngala in Nigeria. This came amid confusion over Shekau’s identity as military experts are trying to ascertain whether the dead ‘Shekau’ was Isa Damsaka or Bashir Mohammed, who are both top commanders believed to be posing as Shekau. Meanwhile, efforts to exchange some of the abducted Chibok school girls with Boko Haram prisoners have flopped again. The Nigerian military claimed that its troops might have killed Shekau on September 17 during a desperate attempt by the sect to capture Konduga as part of their plot to eventually march on and capture Maiduguri. “It is getting more certain that the terrorist commander who has been mimicking Shekau in those videos is the one killed in Konduga on September 17, 2014, the military revealed. The military, however, cautioned that “the process of confirming the dead body we have is the same as that character who has been posing as Shekau is ongoing. He is definitely a prominent terrorist commander. I don’t want to say anything about this yet, please.” The military source insisted that the resemblance between Shekau and the corpse in their custody is too striking to be a coincidence. They cited his facial marks, beard and teeth in addition to the recovery by Nigerian troops of some of the armoured vehicles and Hilux SUVs that had featured in previous videos of the prime suspect. The source assured that the Defence Headquarters will soon address the nation after full investigation of their latest discovery. The counter-claims by both countries have raised some posers: Who actually killed Shekau and where was he killed and how authentic are the claims? Confusion over Shekau’s identity Indeed, confusion reigns supreme over Shekau’s identity. Strident efforts by the Nigerian military high command to establish the true identity of the top Boko Haram leader who was shot dead last week, continued in earnest yesterday, even as the video of the slain man was obtained exclusively by Vanguard. The military, it was learnt, had been cautious in making a formal announcement that Shekau had been killed as a similar declaration last year, was instantly countered by the sect, following the emergence of another ‘Shekau’ in several video posts on the Internet. Vanguard gathered from top security sources that although a bearded man, who resembled Shekau in several material details, was shot dead in Konduga last week, the military was not sure whether the slain man was Isa Damsaka or Bashir Mohammed, who the security agencies claim had been mimicking the real Abubakar Shekau, said to have been killed since June 2013. The apparent fear over the death of Shekau, in the battle for Konduga, it was also learnt, has caused some disquiet in the Boko Haram camp, especially as the video of the dead commander surfaced on the internet yesterday. In the six-second video, the critically wounded ‘Shekau’ was seen lying on the ground writhing in pains as men in military uniform and civilians surround him with some voices saying, “Waste that man! Waste that man!” However, the Australian negotiator, Dr. Stephen Davis, who claims to have worked closely with Abubakar Shekau, said yesterday that he was convinced that the real Shekau was killed since June 2013 by the Nigerian security agencies. Shekau killed June 2013 — Davis Davis, in a mail to Vanguard, said that Abubakar Shekau was killed around June 19, 2013 while they were close to concluding a peace deal on the Boko Haram insurgency. Davis said: “I continue to hold to the position that Shekau was killed on or about June 19, 2013 when we were close to concluding a peace deal. Videos immediately prior to that time were produced using a “fake” Shekau. The fake Skekau is Isa Damsaka. It was confirmed to me by Boko Haram that he was killed in the recent military engagement at Konduga. “Most members of Boko Haram have never seen Shekau. They believe what they have been told that Shekau is their leader. The real Shekau is dead. The Shekau the world has been seeing in videos is a “fake” and Boko Haram fighters have been fooled. They have followed blindly. “The message of Boko Haram purifying Islam is also fake. When the Boko Haram leaders broke the news of Shekau’s death in June last year, they said he had diverted from the Holy Qu’ran through the kidnappings, rapes and beheadings. The fake Shekau continued these atrocities under the patronage of the sponsors and escalated their terrorist activities. Shekau is dead but they will try to find another to perpetuate the lie. “This is the time for Boko Haram commanders to come forward and release the captive girls. There are Chibok girls and many other girls who have been kidnapped. Let commanders come forward and release a large number of girls as a first step towards a peace dialogue. “I have no doubt the sponsors will try to prevent any commander releasing the girls as part of a peace deal. The pressure must therefore be put on the sponsors so the commanders can come forward. “Shekau was killed on or about June 19, 2013 as we were concluding a peace deal. I have spoken at length to several senior people who were present. The Shekau impersonator recently killed was Isa Damsaka. Boko Haram leaders have been using him for quite some time to make their propaganda videos. The script is written for him by another commander which he then reads as he delivers his message on-camera.” How Shekau was killed Details of how Abubakar Shekau, the impostor and leader of the Boko Haram terrorist group was killed in a shoot-out with Nigerian troops in Konduga on Wednesday, September 17 emerged, yesterday, with military sources disclosing that he met his waterloo in an ambush reminiscent of the type the sect had been using to hack down Nigerian troops. Vanguard gathered that during the first attack on Konduga, where hundreds of insurgents were taken unawares and killed after over seven hours of fighting with several of their colleagues, arms and ammunition captured, the military commanders strategically urged his captured members to send a message to Shekau that they (insurgents) have killed the troops. Before the captured insurgents were urged to make the contact and deliver the message, the military commanders had promised them that their co-operation would play a role in the level of punishment to be meted to them after the battle, hence they felt reassured. Also, the captured insurgents had disclosed that Shekau usually moved in a convoy of cars painted in military colours while he sits in a MOWAG Armoured tank with Boko Haram inscription on its front. When Shekau was contacted, his captured men spoke to him in Arabic, assuring him that they had taken over Konduga, thereby giving him the positive signal to proceed from Sambisa Forest. To convince him further, some of his men that were captured were asked to sing the victory song in Kanuri language they normally sing at the background. Having convinced himself that the messenger was his chief courier in such situation and the message was authentic, he and his followers made for Konduga, heavily armed with anti-aircraft weapons, general purpose machine guns, several AK-47 rifles and other IEDS’. However, on entering Konduga town, he and his followers were encircled by strategically placed and heavily armed Nigerian soldiers. Immediately he contacted the messenger and discovered that something was amiss, he ordered his followers to start shooting in all directions. This spurred the Army Commanders to give the directive to open fire. When he discovered that the fire power of the Nigerian Army who used both infantry and artillery weaponry was overwhelming, he jumped out of the MOWAG and made to escape. But Nigerian soldiers spotted him and opened fire on him, inflicting serious injuries on his legs. It was learnt that he also received bullet wounds in other parts of his body as he was said to have bled to death. Military sources had on Sunday night disclosed that Nigerian troops scored a strategic victory in the current battle against terrorists operating in the North-East on September 17. Swap of Chibok girls with Boko Haram prisoners flops again Meanwhile, it has also emerged that efforts of the security agencies to free the 219 Chibok girls from their Boko Haram captors has failed again. Vanguard learnt from top security agents that the deal to free the girls, who have spent 162 days with their abductors, had broken down almost irretrievably as a result of the inexplicable decision by the Boko Haram side to ask for impossible conditions. One of the conditions put down by Boko Haram at the last minute was that the Federal Government must account for and produce 18 of its top commanders said to have been captured and detained in several detention facilities across the country. Although the government was willing to free some of the Boko Haram detainees in exchange for the girls, a top government source, who was privy to the discussions, said that many of the Boko Haram commanders could not be traced. The top government official said: “Boko Haram commanders suddenly demanded an equal man-to-man exchange instead of the agreed total girls for 16 Boko Haram prisoners. Also, of the 16 prisoners, not all of them could be traced by the government side. “The exchange of the Chibok girls with the Boko Haram prisoners was to take place at an agreed location in Yola, the Adamawa State capital. But the true position of things as of today is that the talks have broken down.” Answering a question, the government official said that Nigeria opted to bring in the International Committee of the Red Cross as a facilitator because of its neutrality and competence in facilitating such exchange of prisoners in many parts of the world. http://www.vanguardngr.com/2014/09/killed-shekau-nigeria-cameroon/#sthash.vRMBiwi6.dpuf |
