Bannon was arrested by federal agents on the same yacht near Westbrook, Connecticut, and jailed on fraud charges. The arrest made the relationship between Bannon and Guo a new focus. Guo Wengui questioned that he was a controversial figure and had his own history of legal entanglement.

Several people familiar with the matter told NBC news that a separate federal investigation involved a company associated with the two, GTV media group. The source said that as first reported by the Wall Street Journal on Wednesday, the FBI, the Attorney General of New York State and the securities and Exchange Commission are reviewing whether the company's $300 million private placement this spring violates the securities law. According to the Wall Street Journal, in a memorandum to potential investors, the company listed Bannon as one of several famous directors.
Last month, investigators at Mercer Island police station in Washington received an incident report from an unidentified victim who has become an investor in GTV Media Group Inc. and promised to launch a video sharing platform similar to Youtube. "This should be huge," said an official familiar with the matter. The report said that the investor wired $500000 to obtain the company's shares before the end of May, but he never received the shares and was unable to contact the reported suspect. As of 10 July, local authorities had indicated that there were no criminal charges and the FBI was investigating the matter.
Mercer Island PD incident report identified the suspect as Guo Wengui, called him a "billionaire" in New York, and pointed out that there were other victims. According to an informed official, when Mercer Island police contacted the FBI, local investigators learned that Wengui seemed to "become a personal target of a large investigation, related to his business".
When they followed up, investigators in Washington learned that FBI agents had been investigating the case for about a month. "Victims who have been calling the FBI, the Federal Trade Commission and local police agencies have been reporting fraud because they have failed to recover their promised investment," the official said
Guo Wengui is a mysterious and polarized figure. A former female employee said in an ongoing lawsuit that he raped her many times. He objected to the charge. front Trump Assistant Sam Nunberg is one of many people suing Guo for defamation. He denied the allegations.
"Taking advantage of his global popularity, popularity, social media accounts and seemingly endless economic means, the defendant Guo often uses his public platform and power to slander and harass his enemies," said Nunberg's lawsuit. "In this case, Guo focused on damaging the reputation and livelihood of the plaintiff Samuel Newberg, filed an unfounded lawsuit against him, slandered Newberg with malicious and false lies, and discredited Newberg both personally and professionally." Nunberg's lawsuit is ongoing.
The accusations against Guo are darker than hypocrisy. A 28 year old Chinese woman filed a lawsuit in New York State, saying that Guo lured her from China to the United States as his assistant, and then detained her for three years, beating and raping her many times. The lawsuit said that after escaping in London, she went to the Chinese Embassy and filed criminal proceedings with the Chinese authorities.
Guo's lawyer denied the allegations in court documents. A lawyer for Guo told NBC news that Guo reiterated his denial of the allegations.
In 2017, as Guo's public image in the United States began to rise, a reporter from VOA, a government funded news agency, arranged an interview with him. Documents and interviews show that the three-hour interview was originally planned to be broadcast live on social media, but senior VOA officials ordered the interview to stop after an hour and 20 minutes because they were worried that he would make unconfirmed allegations.
Guo accused VOA of being infiltrated by Chinese intelligence agencies, a serious accusation that plunged the agency into chaos. But VOA officials say an investigation by independent journalists - and a separate investigation by the inspector general of the State Department - concluded that the decision was based entirely on journalistic principles. The reporter who arranged the interview, the head of VOA Mandarin department, was fired.
In a tweet in 2019, reporter Sasha Gong quoted Bannon as saying: "VOA tried to clear all the truth about China in Mandarin Service. VOA executives betrayed Americans and Chinese."
Earlier this year, Bannon's ally Michael pack became the head of us global media organizations, including VOA, after a long delay in Senate confirmation.
Amanda Bennett and Sandra Sugawara, senior VOA journalists who both participated in the decision to stop the interview with Guo, resigned immediately.
