The minister of state is more like a commissioner for FCT just like every other state has commissioners for all economic area . So the minister of state is incharge of the FCT area. While d main minister is d coordinator for all d commissioners under the ministry across the 36 states plus FCT.

well I think the former president (obj) should be in better position to tell us. In my opinion, there's absolutely no difference.
