According to Thomas Hobbes, political philosopher in his work "Theory of State" , The reason a state was found was to evolve from the state of nature, where life was brute , violent n short, and individuals were to submit their rights to the Sovereignty of a State , the state sole responsibility is to provide SECURITY for such individuals. This is where social contract n sovereignty comes from.
