Simple maths (excluding 2020):
Average of whites shot: 408
Average of blacks shot: 222

408/197: 2.07
222/37: 6

6/2: 3.

If you use percentages (this is a bit more maths) you would still arrive at 0.0006/0.0002: 3

This means that from 2017 to 2019, you are 3 times more likely to be shot as a blackman or woman.

Simple as ABC.
