So there's no existence of consular card? One can just find his way after getting the yellow card.

How does one get the yellow card?

Hello,
I have a friend who wants to travel to Dakar for hustling. He knows no one over there and has little information about the country. He was processing it with one guy who is already based over there but just recently the guy backed off because my friend said he wouldn't be able to join their gang.. Meanwhile he had already collected 26k for consular card from my friend. Now, my friend has no information about the consular paper and has already booked his flight but he's scared that he might be bounced back at Senegalese airport if his papers aren't complete. Please, apart from his valid passport, what other papers does he need in order not to be refused entry to Senegal? And how does one get the consular documents ? Thanks.
