The governor spoke during the maiden engineering day commemoration at the institution, where he inaugurated the newly constructed School of Engineering Complex sponsored by Prince Arthur Eze and laid foundation for the construction of Prof. Julius Onah School of Management Technology.

Gov. Ugwuanyi explained that 20 indigent students in each of the 17 L.G.As will benefit from the scholarship scheme.

The event also witnessed the foundation laying ceremony of School of General Studies by the deputy governor, Hon. Mrs. Cecilia Ezeilo and conferment of Merit Awards to notable engineers and other dignitaries, such as the deputy president of the Senate, Prof. Ike Ekweremadu; former president of the Senate, Senator Ken Nnamani; member representing Udi/Ezeagu federal constituency, Hon. Dennis Oguerinwa Amadi; Prof. Barth Nnaji; Sir Chief Emeka Offor; HRH Igwe Augustine Otiji and Engr. Vita Abba, among others.

Also speaking, Governor Ugwuanyi disclosed that the cardinal principle of the educational policy of his administration was “the provision of access to qualitative education at all levels to all classes and strata of the society”.

He stated that the event afforded his administration the opportunity to take a major step forward in the advancement of technology in the state “especially at this time when technology has not only turned the world into a global village but has become the major income earner for many nations”.
Gov Ugwuanyi inaugurated the newly constructed School of Engineering Complex sponsored by Prince Arthur Eze.

The governor said that his administration in the light of the above, implemented “firm measures towards repositioning and revamping this institution” to make it a prominent centre for engineering and agricultural studies and innovations in the country.

“These measures included the revalidation of old programmes and accreditation of new ones by the National Board for Technical Education (NBTE) as well as the provision of critical infrastructure and necessary equipment," the governor added.

The governor described the School of Engineering Complex as a watershed in the history of the institution.

Govenor Ugwuanyi, therefore, expressed delight that the efforts of the government towards the institution have been manifesting “as the institution has developed at an amazing pace and has been attracting positive attention and reviews from regulatory authorities in the country as well as stakeholders in the nation’s education sector”.

Describing the School of Engineering Complex as “a watershed in the history of the institution” that would enhance its growth as a citadel of qualitative engineering and technological education, the governor commended Engr. Arthur Eze for “his kind sponsorship of the project”.

He added that the Enugu State Polytechnic, Iwollo desires “to become an institution of choice for Engineering and Technology development” and “to use the commemoration of Engineering Day to attract the attention of students as well as would-be students to this great field of study and practice”.

The Rector of the Institution, Prof C.J.C Akubuilo, in his address announced that the school in keeping with the repositioning agenda of the governor, in 2017/2018 academic year, has joined other Tertiary Institutions in Nigeria to key into the Joint Admission and Matriculation Board (JAMB) Central Admissions Processing System (CAPS).

According to him, “we are now recognized by other national regulatory bodies and agencies such as the Industrial Training Fund (ITF) and the National Youth Service Corps (NYSC). The Polytechnic has between September 2017 and March 2018, mobilized the first two sets of students for their one year National Youth Service."

Buhari said this at the final day of the 2017 convocation of the University of Lagos.

The ceremony was for the award of postgraduates and honorary degrees.

Buhari’s speech was delivered by the Executive Secretary, National Universities Commission (NUC), Prof. Abubakar Rasheed.
The President said that it was worrisome that some Nigerian universities were still not demonstrating adequate capacities in their mandate of teaching, research and community service.

According to him, education is a key factor in the economic development of any nation in the 21st century
He added that, with the advent of knowledge- based economy, educational competencies rather than natural resources would drives national development.

“In Nigeria, the importance of education in national development has been enunciated in the national policy on education and adequately captured in the Ministerial Strategic Plan for Education.

“Human capital development is essential to the attainment of international goals, and universities have critical roles to play in the development of the critical mass of manpower that drives national economies,’’ he said.

According to the president, Nigeria currently has 164 universities comprising of 42 federal, 47 state and 75 private universities including a few others approved on Wednesday.

He said that, with the number, it had become increasingly imperative to reposition the country’s university system to meet the goals and aspirations behind their existence.

According to him, both developed and developing countries strive to mobilise education as the key engine of growth and development.
“But in Nigeria, it is worrisome that some Nigerian universities are not demonstrating adequate capacity for fund utilisation despite the need and justified clamours to increase funding of higher education.

“I am made to understand that some universities still find it difficult to access funds from the Tertiary Education Trustfund (TETfund) because they have not shown commitment to meeting the requirement for the release of such funds.

“In the same vein, there are hiccups to the actualisation of the NEED Assessment funds for the revitalisation of our universities because some universities have not been able to meet the requirement for further release of such funds.

“I therefore implore pro-chancellors and vice chancellors of universities in Nigeria, especially public universities to take advantage of the initiative to enable Nigeria universities to efficiently and effectively meet up with their teaching, research and community development mandates.

“Nevertheless, government will continue to make efforts to provide the needed funds to run our universities effectively,’’ he said.
Buhari noted that funding was not only about making funds available to universities, but also involved judicious management of available funds.

According to him, as public officers charged with the responsibility of managing higher education institutions, there is need for the officials to be accountable to Nigerians who reposed confidence in them to execute such task.

“All what the public requires from our universities, whether public or private, is probity, accountability and transparency, and this must occupy the front burner in the management of our university system,’’ he said.

Earlier, the Chancellor of the institution, Alhaji Abubakar Garbai, the Shehu of Borno, assured the university of his support and pleaded with the president to pay adequate attention to the financial needs of the institution.

According to him, the university has financial constraints to accomplish its vision in many areas of development toward achieving more academic excellence and providing the much required needs of the country.

“It is on this backdrop that I crave on your excellency’s indulgence to give special attention to this university which is the pride of the nation.
“Similarly, the issues of frequent non-academic staff strikes is also taking its toll on the university programmes and should not be allowed to degenerate,’’ he said.

The federal executive council has reportedly condemned the paying of school fees in federal universities describing it as illegal.

Anthony Anwuka who is the minister of state for education revealed this on Wednesday, May 9, after the FEC meeting chaired by vice president, Professor Yemi Osinbajo.

The minister said they were investigating payment of school fees by federal universities "and noted that as of law, no federal university should charge tuition fees." He said some universities were charging by course unit and promised that this would be stopped.

“We understand some universities now charge fees per course unit and we are going to make sure that we investigate that properly and make it stop.

"Students can pay other auxiliary fees, but not in excess. Various university councils and management should be able to fix what fees students should pay that is affordable and acceptable to the students. That is the position.

Ibrahim Sheme, NOUN’s director, media and publicity, in statement on Wednesday, April 24, in Abuja, said the questionnaire did not emanate from the institution and urged the public to disregard it.

"The attention of NOUN has been drawn to a publication in the social media in which a purported examination questionnaire titled “School of Education Course Code GST 103” was circulated as a document emanating from the University.

“In the fake exam sheet, four questions were posed, built around President Muhammadu Buhari’s recent statement on the Nigerian youth. Each question was said to attract 30 marks if answered correctly.

“The so-called examination questionnaire issued by “Henry Osas” had nothing to do with NOUN as all our exams were concluded long before His Excellency, the president’s visit to the United Kingdom where he delivered the speech Osas quoted.

“Even though some might consider the document invented and circulated by “Henry Osas” and his co-travellers as a mere social media joke, we believe that the use of the hallowed name of the National Open University of Nigeria and its official logo to transmit the joke was done with mischief," Sheme said.

He said that the institution took serious exception to the use of its well-respected identity for such unpatriotic and unbecoming behaviour.

Sheme added that NOUN had filed a formal complaint with the security agencies with a plea to fish out the culprit(s) behind this mischief with the view to taking the appropriate legal action against them

Addressing final year students of the Faculty of Management Sciences in the institution, Prof Amalu said the University took the tough stance after observing with dismay the laxity shown towards prompt payment of charges.

He told the students who had clustered round the gate leading to the Vice Chancellor’s block that they will not be admitted into the examination hall until a definite and bold step towards payment of school charges has been complied with.

He admitted that though the Vice Chancellor is aware that some students come from humble backgrounds, it will not, however, deter management from enforcing its decision owing to the long period of grace observed and the non-nonchalant attitude of many students.
Prof Amalu said that the Prof Zana Akpagu administration will be failing in its duty of providing basic necessities to students if it trifles with payment of school charges.

On the plea by the students of being offered another opportunity to take part in examinations that they have missed, the Deputy Vice Chancellor said their case will be given attention by the Vice Chancellor after payment of relevant school charges.

Allegations of certificate forgery and its related act have continued to unsettle Federal College of Education Asaba, Delta State as one of the Senior lecturers, Mr. Fedilis Eliche Azubuike was on Monday caught in the web of certificate forgery.

Competent sources said the lecturer now at the centre of the certificate scandal, graduated from the Edo State University, Ekpoma where he allegedly made a pass, and was employed as instructor at the college; a place he had remained over the years before the bubble burst.
It was gathered that the instructor turned lecturer, is a native of Asaba who married an Esan woman before he got the job.
Trouble started for him seven years after he was employed at the college, and was not promoted because of his poor result; a situation he allegedly approached a friend at the Edo State university where he earlier claimed to have graduated from to help upgrade his certificate to second class upper.
He was alleged to have offered the sum of N100, 000 to his friend, a Senior Staff of the University who assisted him in upgrading the certificate to a Second Class upper; a certificate he later presented to the Rector of the college, and upgraded to the position of a Senior Lecturer 1.
But insider said that his friend instead of accepting the N100, 000, allegedly demanded for extra N200, 000, or he will expose him, a threat that was said to have led to their disagreement, and counter threats to lives.
A Senior lecturer of the college who did not want his name in print told our reporter that: “The friend who forged the certificate for him after series of threats, secretly wrote to our Rector, in the deal he has with him, this was how he was exposed”.
Investigation revealed that allegations of certificate forgery and its related act had been brewing crisis at the college headed by a seasoned Educationist, and Administrator in the last two years been top discussion among some of the lecturers who allegedly “smelt a pit” some among them were employed with fake certificate, especially some of the old lecturers who claimed they bagged Masters’ Degree abroad.
The Rector of the college, Dr. Ignatus Ezeaum said: “It is true we have caught one of lecturers with forged certificate, he was employed as instructor because he had a low qualification, and I urged him to go and upgrade it, only for him to resurfaced with second class upper from Ambrose Ali University, Ekpoma, the man who did it for him wrote to us, and we confronted him, he opened up, we have asked him to take a sack letter, or return to his former position as an instructor”, since the news of a glaring certificate forgery at the college, there has been panic among the lecturers including non-academic staff over the steps reached by the school management for fresh screening of all staff.
A clerical officer at the college who did not want her name in the print said: “so many of our staff came with Toronto certificates, very bogus certificates they cannot defend, that is why there is trouble now”.
In his response to the allegation, the lecturer popular known as Uncle Eliche said, “It is unfortunate that I am now a victim. I have been asked by the school management to resign or step back as an instructor. I was lured into upgrading my certificate and I didn’t know it will backfire. Here I am today. Even though I have entered for a masters degree program at the Nnamdi Azikwe University, it is very unfortunate that I’m now a victim, it is a lesson to others.” source www.informant247.com

The Academic Staff Union of Universities (ASUU) has warned that the stifling of education funding under the Muhammadu Buhari government is preparing the country for a greater future doom.
It stated that the nonchalant attitude of the Buhari-led government to education appears to be the worst in the history of Nigeria with about 7 percent allocation to Education.
Chairman, University of Ibadan branch of ASUU, Dr. Deji Omole, who stated this on Monday in an interview with journalists, noted that the failure to vote enough money to public varsity education is already causing gradual crisis of confrontation between University administration and students in some parts of the country.
Omole said, “It will be difficult to have a citizen that will love the country in the future if the current trend of abandoning the poor while taking care of the rich continues. While each senators is paid N13.5million as running cost per month the same Senate appropriated a paltry sum of N66million for capital projects for University of Ibadan with students population of about 30,000.
“This can only happen where the ruling class lacks vision like Nigeria. This same government refuses to drop a kobo for the revitalization of public universities. Now many children of the masses are denied access because universities cannot admit beyond what the dilapidated infrastructure can take. Yet their parents cannot afford private university. the federal government is owing about N800billion revitalization funds to public varsities as contained in the agreements with ASUU.”
The ASUU, who vowed that the union will oppose any plan to force children of the masses out of school by imposing on them dues that are the duties of federal government, asserted that the ruling APC has performed poorly in Education.
According to him, the United States of America that members of the elite takes their children to funds her public varsities because the USA is interested in bridging the gap between the rich and the poor, and knows the negative implication of having a growing pool of illiterates as we have in Nigeria.
Omole maintained that the Buhari government has paid lip service to public education but prefers to pacify militants and terrorists.
The ASUU chairman stated that while the masses are groaning in hardship, the political class have increased their number and stored enough money taken from the collective patrimony in preparation for the 2019 general elections.

Onyido, who was keynote speaker at the 55th meeting of the committee of Deans of Post Graduate Schools in Nigerian Universities, described internet professors as professors who simply log onto the internet to copy works of other scholars and present same as theirs.
Speaking on the theme ‘the knowledge paradigm in the age of sustainable development: the relevance of the Nigerian post graduate school’, Onyido said such lecturers plagiarised their way to professorship, while adding that such practice was the bane of research and development in the country.
He said, “A reasonable number of the thesis that pass through our schools contain plagiarised materials. These are the reasons we have ‘internet professors’ who plagiarise their way up, copying materials they know nothing about.
“I borrowed Prof Jeffrey Sachs’ phrase in the above(precious reference), and the difference between my borrowing Sachs’ title and what my colleagues do these days to become professors overnight is that while I acknowledge my source, these dubious, crooked colleagues of ours do not.
“In fact, a reasonable proportion of theses that pass through some of our post graduate schools contain massively plagiarised materials, just as some of our latter day professors in the Nigerian university system are internet professors.
“They plagiarize their way up the promotion ladder by downloading materials from the internet and claiming authorship of articles they know nothing about.”
He said that a certain university in the South-East now produces professors described as ‘China professors’ who were tested and found not worthy to be lecturer 11.
Earlier, the Vice Chancellor of Nnamdi Azikiwe University, Prof Joseph Ahaneku who was the chief host stated that research was one thing that stood university system out, but regretted that the number, quality and originality of research in the university system was now poor.
He said TETFUND once observed that universities were not assessing funds meant for research. He urged universities to articulate their proposals and go for grants as organisations such as World Bank was making funds available but universities were are not accessing them.
He urged universities to articulate their proposal and access funds for research instead of going on the internet and copying works that had not impacted on the society.
“If we fail to address the critical role of research, we have failed,” he said.
Proffering solutions, Onyido called for increased funding by government for universities.
He urged senior scholars to cultivate the habit of mentoring younger ones.
The conference attracted Deans of post graduate schools from universities across the country.
