Solution:
Build gas turbines in each state targeting 3x of their power needs. Transport liquefied gas through roads and rail to power the stations. You don't need to wait to pipe gas all over the country to put gas into immediate use.

You can also explore other means of power generation in each state that is best suited to the state. Do these and the so called grid collapse will be a thing of the past.
