HAPPY NEW YEAR, KWARANS Dear people of Kwara State: I, Abdulrahman Abdulrazaq, the Governorship candidate of the All Progressives Congress (APC) wishes the wonderful and ever progressive people of our State a very Happy New Year 2019. Looking at the quality and quantum of human, natural, and financial resources with which the Almighty God has blessed us, Kwara State has no reason to be as poor and underdeveloped as it presently is. Across the three Senatorial Districts, our people have been forced to endure enormous infrastructure deficit and decay; it is a case of needless suffering in the midst of plenty. I believe the New Year 2019 is an appropriate time for us to say ‘Enough is Enough’ (O to gee) and put an end to such anomalies using the progressive platform of our great party, APC. That, in a nutshell, is part of the reasons I am seeking your full support and looking forward to the privilege of serving you as the next Governor of our State. 2019 is the appointed year for the total liberation of Kwara State and the enthronement of Participatory Governance where the people and their government will plan, work and achieve the central goal of a better society together. 2019 is the year when we in Kwara State must join hands with President Muhammadu Buhari to eradicate corruption and all forms of political and economic enslavement from our society. 2019 is the year that we must use our votes to rescue Kwara from the vice grip of a parasitic clique that treats our State as their private patrimony. Therefore, as we begin the New Year, let us join hands for the success of our great party, the All Progressives Congress (APC), at the forthcoming governorship election in Kwara State by imbibing the spirit of political stake holding. Let us all take interest and actively participate in door-to-door mobilization and sensitization at our various polling units so that total victory will be ours. Let us use our votes to say ‘Enough is Enough’ (O to gee) to years of serial oppression, economic exploitation, arrogant discriminations, deceit, underdevelopment and state-sponsored repression. Let us all in unison lend our support and votes and say ‘Enough is Enough’ (O to gee) to every blot on the fortunes of our State so that a better Kwara can start on May 29, 2019. Let us cast our votes for APC in order to ensure vigorous and patriotic implementation of programmes that will uplift our standards of living regardless of where we live across the State. Let us join hands and be part of the impending important milestone in our corporate existence as a State. And I assure you that with effect from May 29, 2019, I will lead a government that will place people’s welfare above ‘private pockets’ and urgently address the numerous challenges that many Kwarans are currently enduring. However, we must resist every temptation posed by increasing provocations from the anti democratic forces by ensuring that our activities are within the confines of extant laws and electoral regulations throughout the season of elections. Eye witness account confirmed that prior to the event date, the ruling Peoples Democratic Party, (PDP) in the state had mobilized some youth groups to be present at the event and paid them handsomely in order to humiliate the APC guber candidate. This, according to sources is to swiftly react to the slogan of "O' toge" making rounds in the state and also mislead members of the public ahead of the forthcoming general election. According to a source, "Saraki knows that his days are numbered in Ilorin and Kwara politics. There is no doubt that APC and Abdulrahman Addulrazaq is the choice of the people in the forthcoming poll. "When the APC governorship candidate was invited to the rostrum to announce his donation, PDP supporters were intimidated by the wide acceptance of the APC candidate into the ancient palace of the Emir of Ilorin and couldn't withstand the amount he might announce as his support for the event. "They quickly heeded to the instruction and plans of their paymaster to disrupt the event and embarrass the APC candidate. "I can confirm to you that the people of Ilorin are now wise. Contrary to the notion that the Nigerian National Petroleum Corporation’s (NNPC) recent withdrawals from the Nigerian Liquefied Natural Gas (NLNG) Dividend Account was politically motivated, the national oil company has said the fund will be used to better the life of Nigerians by providing requisite infrastructure. The corporation had said the sum withdrawn was channelled to three strategic projects – the Manbilla Hydro Power project, the second Niger Bridge and the Lagos-Ibadan Expressway, despite subsidizing petroleum products.The corporation insisted that there was nothing illegitimate about the withdrawals made from the account so far. The corporation’s Chief Financial Officer, Isiaka Abdulrazaq, in an interview, explained that the withdrawals were in the interest of the country, as they will drive economic development and empower a lot of Nigerians. There are indications that 22 withdrawals totalling $3.2 billion had been made from the NLNG Dividend Account with the Central Bank of Nigeria (CBN) since 2015.But the alleged $1.05 billion, which was withdrawn from the account recently by the NNPC, stirred a round of controversy, even in the National Assembly. The Chairman of the Senate Committee on Gas, Senator Bassey Albert, said the ongoing investigation of the application of $1.05billion NLNG dividend to support the importation of petroleum products into the country has nothing to do with any missing funds since no such money was missing in the first place. Albert, who doubles as the Chairman of the Senate Committee on the Application of the NLNG Dividend, explained that the clarification became necessary due to sensational and misleading reports in some sections of the media.He said the mandate of the Committee was to determine the instrument under which NNPC relied upon to affect the said withdrawal and subsequent application of the NLNG dividend to meet pressing national concerns, noting that the Committee relies on NNPC to provide informed perspective on the issues. The NNPC had clarified that the Senate probe was not about missing money as was being insinuated in some quarters, but rather an investigation into whether NNPC acted legally in withdrawing the sum of $1.05bn from the NLNG Dividend Account to support fuel importation. While confirming the statutory right of the legislators to carryout oversight functions, the NNPC CFO said that relevant extant laws such as the Appropriation Act 2018 defines revenue from NNPC as net of cost, indicating that NNPC has the right to defray the cost of its operations from earnings.He also cited the NNPC Act section 7, which he explained, provided that NNPC could defray its cost from the dividends, as one of the legal grounds relied upon for the expenditure without recourse to appropriation by the National Assembly. Abdulrazaq cited the case instituted by some state governments in 1999 seeking the interpretation of revenue on account of their contention that all accruals from oil and gas operations amount to revenue and should be swept into the Federation Account.The ruling on that case by the Supreme Court in 2002, according to him, was in tandem with NNPC’s position that revenue is accruals net of cost. “We have provided the legal authority on which we rely to use funds from the NLNG Dividend Account to the Senate. We believe they will reason with us. But if need be, we will seek legal opinion on it”, the CFO stated. The Senate Committee on Gas Resources and the Nigeria National Petroleum Corporation (NNPC) on Thursday says no 1.05 billion dollars is missing from the Nigerian Liquefied Natural Gas (NLNG) dividend account. Bassey Akpan Chairman of the committee, Sen. Bassey Akpan, and the Chief Financial Officer (CFO) of NNPC, Mr Isiaka Abdulrazaq, stated this at a meeting between members of the committee and NNPC officials in Abuja. Akpan and Abdulrazaq noted that contrary to media reports, the issue at stake is on the legality of the utilisation of the 1.05 billion dollars by the NNPC for importation of fuel, and not on whether or not the money is missing. The meeting was in continuation of investigation by the committee into the utilisation of the 1.05 billion dollars by the NNPC from the NLNG dividend fund to “augment under-recoveries” in fuel importation. Mr. Maikanti Kacalla Baru The Group Managing Director of the NNPC, Mr Maikanti Baru, confirmed the spending at a Senate hearing recently. Baru had said the NNPC took the action following the removal of fuel subsidy in 2016, and the resultant withdrawal of independent oil companies from importation of the product. He had said the withdrawal was in line with the NNPC Act which empowers the company to fund its operations from its revenue. But the lawmakers believe the NLNG dividend fund is revenue meant for the three tiers of government and thus the NNPC lacks powers to unilaterally draw from it. At Thursday’s meeting, Akpan said documents made available to the committee by the NNPC showed that another 1.05 billion dollars was transferred from the NLNG account. He asked why the NNPC vide a letter dated Nov. 30, 2016, authorised the CBN to transfer the money and for what purpose. Rescind decision to sell NNPC Atiku told Responding, Abdulrazaq said the transaction was an internal entry of the CBN regarding the movement of the fund from one NLNG dividend account to another, and not payment to a third party. Throwing more light on the transaction, the Group Managing Director, Treasury, of the corporation, Mr Dapo Segun, said there are two NLNG dividend accounts. Segun identified the accounts as the NLNG Bank of International Settlement (BIS) Account and the NLNG Standard Chartered Bank Account. He said that following the adoption of the Treasury Single Account policy of the Federation Government, deposit money banks holding the NLNG dividend funds were directed to transfer them to the CBN. The CBN, according to him, told the NNPC that it had deposited the funds in the NLNG BIS Account, which he said was not operational. NNPC seeks investors for 10bn barrels untapped deepwater assets Segun said the Nov. 30, 2016 memo cited by the Akpan simply asked the CBN to transfer the money from the BIS Account to the NLNG Standard Chartered Bank that was operational. “So, CBN did move the money pursuant to our instruction, and then subsequently, CBN reversed that transaction which was still between NLNG accounts. “So, the money never left the NLNG dividend account; it moved from one NLNG dividend account to another NLNG dividend account,” he said. After Segun’s clarification, Abdulrazaq told the senators that the CBN was in the right position to explain why it reversed the transfer from NLNG Standard Chartered Account to the BIS Account. He noted that the issues being discussed at the hearing bordered on the legality of the utilisation of the 1.05 billion dollars on fuel importation, and not on whether or not the money was missing. The NNPC CFO said the clarification became necessary following misleading reports in the media that the money was missing. Abdulrazaq said the reports were sending wrong signals about the government to its foreign partners and potential investors. At this point, the committee chairman pleaded with newsmen around to refrain from misrepresentation of facts and report the proceeding verbatim. The Nigerian National Petroleum Corporation (NNPC) has again justified the withdrawal of $2.201 billion from the Nigerian Liquefied Natural Gas (NLNG) fund, saying the corporation has the power and the legal backing to carry out such withdrawal. It also emerged Saturday that oil marketers under the aegis of Major Oil Marketers Association of Nigeria (MOMAN) and the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN), who have been owed about by N348 billion by the federal government as outstanding payment on petrol subsidy claims, would be paid N236 billion on Friday. That was as DAPPMAN yesterday denied reaching an agreement with the Federal Ministry of Finance on the payment of the N800 billion subsidy arrears. Chief Financial Officer of NNPC, Mr. Isiaka Abdulrazaq, spoke in defence of the corporation yesterday in Lagos at an interactive session between it and business editors/energy correspondents. Abdulrazaq argued that the controversy arising from the withdrawal was whether the NNPC had the power to withdraw and not that the fund was misappropriated. He said, “These are all legal issues. NNPC is the shareholder of record representing the interest of the Nigerian people in the joint venture business. The issue around legality is to deal with why or how the NNPC used those funds. “There are two reasons. First one is, the 2018 Appropriation Act is very clear on this. The second is the Nigeria NLNG Appropriation Act Section 7, sub-section 4(b) makes it very clear. And what the National Assembly is saying is that we don’t have the legal authority to use this fund. We have provided them with those legal authorities and, basically, we will be meeting the committee again sometime next week.” Abdulrazaq said neither the legislature nor the executive had the power to interpret the constitution when there was confusion arising from legal matters, arguing that section 6 of the Constitution was very clear on that. “That power is not vested in the executive neither is it vested in the legislature. We have provided this information to them and will soon see them to clarify some of those issues. We just want people to know that this issue has absolutely nothing to do with whether the money is misappropriated, it is just whether we have the authority to withdraw the fund and we have provided the authority. We are hundred per cent confident that the fund used from the national coffers is under the law and it is legal,” he stated. According to the CFO, “The interesting thing about democracy is that we need strong institutions and we need to also respect the law and the constitution. The constitution of Nigeria is the grundnorm.” He explained that part of the money was being used for under-recovery and funding of some infrastructure projects, like the Second Niger Bridge, which is being managed by the Nigerian Sovereign Investment Authority (NSIA). Besides, Abdulrazaq tried to allay fears about a looming fuel scarcity, saying, “There is 2.6 billion litres premium motor spirit (PMS) in stock to serve Nigerians throughout the Yuletide.” Briefing journalists on the current cash-calls status, the Chief Operating Officer, Upstream, NNPC, Mallam Bello Rabiu, said a balance of $5 billion was left to be paid. Rabiu said the cash call payment was brought down to $5 billion after the offsetting of $8 billion of the debt owed the joint venture partners. He noted that up till 2016, NNPC was not paying the cash call, but that same year, it agreed to start paying the outstanding for five years. Rabiu revealed that the corporation was saving about N305 billion every year by exchanging petroleum products for crude oil. He stated, “What has happened before is that every litre of fuel consumed in this country was either imported by NNPC or the private sector. And when they bring the products in, you calculate what they bring or they don’t bring and the documentation would be used by the marketers to collect subsidies and that was how we arrived at that subsidy scam. Trillions of naira were claimed by the marketers as subsidies. In fact, we inherited about N2.2 trillion and now it has been reduced to about N800 billion. “One way we thought the upstream sector could support the downstream sector is to use the crude oil itself, which has value, more to our advantage in solving the problems of PMS importation. When we came in, the cost at which we were importing metric tonnes of PMS in this country was international price plus $86 per metric ton and we were consuming at least one million metric tonnes of PMS every month. But we said we can actually give you the crude and collect the product and we can give you the price plus or minus 2. With that arrangement alone we were able to save $88 million per month from importation of PMS. Why do we have to continue the subsidy regime? With $88 million per month, we are saving N305 billion every year. The next thing is for us to ensure that our refineries are working so that we can produce in this country and don’t import.” Meanwhile, oil marketers under the aegis of MOMAN and DAPPMAN, who have been owed about by N348 billion by the federal government as outstanding payment on petrol subsidy claims, would be paid N236 billion next Friday. Chief Operating Officer (COO), Downstream, NNPC, Mr. Henry Ikem-Obih, disclosed this yesterday. Ikem-Obih said after this first tranche, the balance of the subsidy debt will be cleared by the government in 2019 and 2020. Speaking after a meeting with officials of petroleum product marketers in Abuja, Ikem-Obih, said, “We agreed that after the first tranche is paid, the marketers would form a committee to work on details of how the next tranche will be paid in 2019 and the last tranche in 2020. “Government is fully committed to pay the first tranche as promised and it will be paid through promissory note that would be issued by the Debt Management Office (DMO).” He said the decision to pay through promissory notes was based on the need to manage cash injection into the economy, explaining that injecting cash of that magnitude into the economy may affect the country negatively. Ikem-Obih said this mode of settlement had been agreed between the government and the oil marketers since 2017, and it was not a new development. He noted that the government decided to pay the money to the oil marketers in full and had directed that there would be no deductions from the marketers’ account to settle debts owed government. “Some oil marketing companies, DAPPMAN and MOMAN members, are indebted to federal government agencies, like the Federal Inland Revenue Service (FIRS). But the government had directed that the debts should not be deducted from the payments. This is because if we do, most of the marketers would be left without a dime,” Ikem-Obih added. NNPC Justifies Withdrawal of $2.201bn from NLNG Account While explaining the disparity between the N800 billion claimed by the oil marketers and the N348 billion approved by the National Assembly, he said the debt position of all the marketers to the government was considered and agreed upon as at June 30, 2018 and presented to the National Assembly for approval, which after consideration of the debts, approved the sum of N348 billion. He assured Nigerians that the NNPC was ready to ensure stable supply of petroleum products during the Yuletide and beyond, stating that presently, the corporation has over 2.8 billion litres of petrol in stock which would last 55 days. Ikem-Obih further stated that 90,000 metric tonnes of diesel, imported by the Petroleum Products Marketing Company (PPMC) and NNPC Retail, would arrive the country in the next couple of days. He said MOMAN, DAPPMAN and IPMAN had assured the government that their facilities would be available throughout the festive period, while all the NNPC depots across the country and its 618 retail outlets would also be dispensing the products. In addition to the imported fuel stock, he stated that the country’s refineries would also be contributing to fuel supply, with the Warri Refinery reportedly returning to production last Thursday, while Port Harcourt refinery would soon resume production. Speaking at the meeting, the Chief Executive Officer of A.A. Rano Limited, Mr. Aliyu Sa’id, said his company would not be part of any operations shutdown by DAPPMAN and MOMAN. He said the timing was wrong, and oil marketers should not be seen to be sabotaging the efforts of government in ensuring stable fuel supply during the Yuletide season and beyond. In a similar vein, Managing Director of A.Y.M. Shafa, Mr. Ahmad Abdullahi, stated that at this time that the country was going through series of challenges, which included security and financial problems, any plan by the oil marketers to stop operations could make things worse. Abdullahi urged other oil marketers to support the government and trust its decisions as it concerns settlement of the outstanding claims. Prince Akinfemiwa Akinruntan, who is Group Managing Director of Obat Oil and Gas, said the company was ready to support the government by loading products on a 24 hours basis. Akinruntan noted that NNPC had been supportive of oil marketers over the years, and that national interest superseded his personal interest, hence, his decision to keep his facilities open. Meanwhile, DAPPMAN yesterday denied reaching an agreement with the Federal Ministry of Finance on the payment of the N800 billion subsidy arrears, insisting that its seven days ultimatum stands. DAPPMAN, in a statement signed by its Executive Secretary, Mr Olufemi Adewole, said there was no agreement with the union, noting that offers made by ministry failed to meet the legitimate demands of the association. According to him, “We refer to the press release from the Federal Ministry of Finance on December 6 following the meeting with marketers under the aegis of Major Oil Marketers Association of Nigeria (MOMAN), and DAPPMAN, and Independent Petroleum Marketers Association of Nigeria (IPMAN), which said the marketers had agreed to resume operations. “We did not sign the purported document with government as claimed. We still stand by our ultimatum. We cannot continue to borrow money to pay staff salaries.” A coalition of petroleum products marketers had on December 2 given the federal government a seven-day ultimatum to settle outstanding N800 billion subsidy payment in cash, threatening to cease their depot operations across the country should the federal government fail to meet their demands. Tourism professionals in Nigeria have risen to oppose the proposed Tourism bill by the National Assembly set for Public hearing on the 15th of June. The National Association of Nigerian Travel Agents NANTA, the Nigerian Association for Tour Operators NATOP, The Association of Tourism Practitioners of Nigeria ATPN and many other associations have all declared their distaste for the bill tagged the Nihotours Bill. “Nihotour and its team are commended for this work (Proposed bill)but going through it critically, the motive and objective for the provisions need to be examined, said the the Tourism Journalists Association ANJET. “Nihotour has completely gone beyond its brief and what is expected of it. If it is a training institute then it should restrict itself to that regardless of the NOC/NOS/NBTE provisions. What it is seeking to be with the full provisions of this bill is to become omnibus body and ombudsman of tourism, which shouldn’t be. If allowed all the powers and functions that it has arrogated to itself what then becomes the function of NTDC and other bodies and agencies within the country and value chain of tourism and other training institutions in the country. If this bill goes then we have signed the death knell of hospitality and tourism in the country with everyone under the mercies and dictates of Nihotour and who knows what will become even if international hotel brands and experts. In our opinion, this bill should be totally discarded and fought against in a more organised and concerted manner. Nihotour is operating in a different planet and not this planet or country.
