Details have emerged regarding the diversion of N5.2 billion in public funds by Delta State Governor Ifeanyi Okowa and the CEO of ULO Consultants Limited, Uche Okpunor. The money was originally loaned out for the renovation of the Asaba International Airport because the Nigerian Civil Aviation Authority (NCAA) recently downgraded the airport due to poor maintenance of runways and taxiways. After the NCAA’s downgrade of the airport, Governor Okowa immediately submitted a request for a loan of N5 billion to the Delta State House Assembly. The funds were intended to be allocated to ULO Consultants Limited, the contracting firm handling the renovations of the airport. SaharaReporters was informed that during the negotiation stages of the loan, Mr. Okpunor, a close ally of former Senate President David Mark, sold the contract to the Chinese firm China Civil Engineering Construction Corporation (CCECC). Speaking on the condition of anonymity a member of CCECC’s senior management staff explained to SaharaRerporters that the rehabilitation of the Asaba airport has been delayed due to the pilfering of billions of Naira by both the Governor and ULO Consultants. According to the source the new contract was originally negotiated for N2.5 billion, less than half of the original amount issued out. The CCECC executive explained that they had learned that the other half “went into the Governor's tribunal case, possibly to buy judges, although we [CCECC] did not care.” However, CCECC did not even receive the N2.5 billion immediately after the release of the funds Governor Okowa collected N500 million. Another N1.5 billion was pilfered by USO Consultants, leaving only N500 million for CCECC. Because of this diversion of funds, the CCECC has refused to begin work on rehabilitating the Asaba International Airport. Speaking to SaharaReporters the CCECC senior manager said, “we will not go to site unless the full money is released to CCECC.” ULO Consultants is known for abandoning contacts, it has yet to complete construction of Mariam Babandiga Way or section A of the Asaba-Ughelli dualisation. The company has also been accused of completing projects with substandard materials. Mr. Okpunor has not returned the several calls and messages SaharaReporters has made to his mobile number. However, an anonymous staff member of ULO Consultants did confirm CCECC’s account of the deal. http://saharareporters.com/2015/11/04/governor-okowa-and-contracting-company-accused-stealing-n52-billion-intended-asaba |

Leaders of the pan-Yoruba socio-political group, Afenifere, are currently in a secret meeting at Mr. Pa Reuben Fasoranti’s residence in Akure, Ondo State. Mr. Pa Reuben Fasoranti is the current leader of Afenifere. However, it will be recalled that yesterday SaharaReporters published a story detailing the decision by Afenifere to choose a new leader, as well as address other issues affecting the group. A reliable source informed SaharaReporters that Governor Olusegun Mimiko is currently present at the meeting. "The Governor of Ondo State is currently here, and we are discussing the way forward for the group," the source stated. It was learned that the meeting is strictly for core leaders of the group. Security around and inside the compound has been significantly increased. Sources inside the compound informed our correspondent that core leaders from Lagos, Ogun, and Abuja are in attendance. "I can see some vehicles from Lagos, Ogun, and Abuja who strictly came for the meeting," the source explained. Afenifere’s leadership are expected to address journalists after a decision is made. http://saharareporters.com/2015/11/04/afenifere-leaders-secret-meeting-governor-mimiko

ABUJA—For the second time since he left office on May 29, former president Goodluck Jonathan yesterday visited his successor, President Muhammadu Buhari at the Presidential Villa in Abuja. The meeting which held behind closed doors at the New Banquet Hall of the State House lasted barely ten minutes. Jonathan arrived at about 2.00pm and left at 2.13pm after the meeting. Though the reason for his visit was not disclosed. While it is believed that Jonathan came to brief the president on the outcome of the Tanzania election in which he played a role as the leader of Commonwealth Election Observer Group to observe the conduct of the election, there are, however, feelers that the former president came to seek an understanding with the present government to halt the criticism against his government. This is predicated on the fact that the former president’s visit came on a day President Buhari insisted that he would not stop talking about the “evils” of the Jonathan and Peoples Democratic Party, PDP government. It will also be recalled that Jonathan paid a similar visit to the villa recently when criticism against his government heightened. Following enquiries made to the presidency on the agenda of the meeting between Jonathan and Buhari, presidential spokesperson, Mr. Femi Adesina told Vanguard on phone that Jonathan could call at the villa at will. “He has the right to visit the villa anytime as a former president,” Adesina said. http:// www.vanguardngr.com/2015/11/jonathan-has-right-to-visit-the-villa-anytime-presidency/
