Because they are not named Aba East, Aba West and Aba Central doesn't make them not to be part of the city. Owerri is not like Aba in spread and historically those towns developed independently from Owerri and this includes Orji, Egbu and Irete which are even closer to Owerri than Ihiagwa. If you include Owerri West and Owerri North as part of Owerri then the city is about same size as Port Harcourt. There is no doubt that in very near future there will be a merger of these different towns as witnessed in Port-Harcourt which has merged some independent towns into one city but until then they remain independent towns.
