Ikeja is a good zone for frequent rides but wherever you are you'll definitely get rides.
Uber has your account details so even if the rider pays cash they will collect it from your account.

They have most likely not activated you yet that's why. Is there any mall close you? Uber representatives will be at the malls today so you can come there for your complaints.
