Politics / 13% Derivation: Oil-producing States Receive N7trn In 18 Years by Rukygbas1(f): 3:49pm On Aug 22, 2017
Despite claims of neglect and abandonment, investigation has revealed that governments of oil-producing states in Nigeria had over the years, failed to utilize the resources provided them to develop their states and the region.

Oil-pipeline Data obtained from a series of reports from the Central Bank of Nigeria, CBN, revealed that oil-producing states in Nigeria received N7.006 trillion as payments under the 13 per cent Derivation principle over the last 18 years, from 1999 to 2016. The oil producing states are Akwa-Ibom, Rivers, Delta, Cross River, Edo, Bayelsa, Abia, Ondo, Imo, Anambra, and of recent, Lagos State. Analysis of the payments showed that from 1999 to 2003, N360.4 billion was paid to oil-producing states; N1.338 trillion were paid to the states between from 2004 and 2007; 2008 to 2011 saw the states receiving N2.36 trillion, while from 2012 to 2016, the states received N2.947 trillion. Ironically, the 2017 budget of all the states, inclusive of Lagos, stood at N3.165 trillion, about half of the amount received by the states from the Federation Account under the 13 per cent derivation principle.

The huge sum notwithstanding, the Niger Delta region is still suffering from massive infrastructure decay, widespread poverty and environmental degradation, among numerous others. The 13 per cent derivation fund has been a subject of controversy between the oil-producing communities and their various states government, with the former asking the Federal Government to stop paying the money directly to the communities and not into the coffers of the state.

Alarmed at the lack of development in oil-producing states despite the huge amount pumped into the states over the years, Minister of State for Petroleum Resources, Mr. Ibe Kachikwu, disclosed that the Federal Government is considering stripping states of the proceeds of the 13 per cent derivation funds, making sure that the funds are used for the development of oil-producing communities.

He bemoaned the fact that the fund has become a budgeting tool for most of the states, instead of using the funds for the actual purpose they were meant for. He said, “The biggest problem in the Niger Delta is that as you go from point to point, you really cannot see any infrastructural investment. The Presidency is also reviewing a proposal that we have given him to look at how the 13 per cent derivation is applied. “Right now it is a budgeting tool for state governments. We are going to be appealing to them to begin to put quite a bit of that into the core areas of the oil-producing communities, and not just to see it as a budgeting number.” Also commenting on the issue, Facilitator of the Niger Delta Democratic Union, NDDU, Mr. Akpo Mudiaga-Odje, declared that it would be counter-productive if the region are claiming for an increase in the 13 per cent derivation, whilst states of the Niger Delta are unable to show what they have so far done with the funds hitherto received as derivation from December 2000 till date.

According to him, it is on this note that we call for the establishment of State Oil Commissions by all States in the Region, to enable us channel a substantial percentage of the 13per cent derivation and/or its increase, to the oil producing communities for their development and well being, since they are the primary producers of the oil and gas resources upon which derivation is being paid. He said, “Such Oil Commissions should be duly supervised by the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) as well as the Ministry of the Niger Delta in partnership with Transparency International, International Oil Companies (IOC), Nigerian Content Development Monitoring Board and the Nigeria Extractive Industries Transparency Initiative, NEITI, to ensure service delivery and that derivation funds are not misappropriated or diverted by those who administer these said oil commissions.

” Also, Host Communities Producing Oil and Gas in Nigeria, HOSCON, representing the interest of oil producing communities, had also stated that the governments of oil producing states had been mismanaging the 13 per cent Derivation allocation over the last 16 states. President of HOSCON, Mr. Mike Emuh, in an interview with Vanguard, had also called on the Federal Government to stop remitting the 13 per cent derivation allocation to the states. According to him, the law, as amended in the 1999 Constitution, Section 162, Sub-section 2, states that 13 percent derivation should be given to the host communities, adding that there is no law in Nigeria that stated that the fund should be given to a state governor or to a local government. He said, “It was a gross misplacement of priority that the13 per cent derivation funds were given to governors who lavished the money for the past 16 years without any development – human capital development and infrastructural development. “Over 10 trillion naira had gone down the drain by those that claimed the money by then and this wrong act is still in practice till now.

Politics / How Patience Aided Buhari's Victory In 2015 Poll by Rukygbas1(f): 6:46am On Apr 29, 2017
New book chronicles her many fights, gaffes, troubles that alienated the North, made her husband look weak and ill-suited for the office of President.

IF all the people who worked for President Goodluck Jonathan were to be assessed for the roles they played prior to and during the last presidential election in 2015, his wife, Dame Patience, would certainly get a top prize for campaigning rigorously for her husband to emerge victorious. She did not only criss-cross the length and breadth of Nigeria mobilising women and men to vote for Jonathan, but also spoke aggressively to win their hearts to do the needful. However, a new book, “Against the Run of Play: How an incumbent President was defeated in Nigeria”, written by Segun Adeniyi, Editorial Board Chairman of Thisday Newspaper, which was unveiled in Lagos on Friday, faults the strident and deft roles played by the former First Lady, blaming her for unconsciously arming the opposition to defeat her husband.

Dame Patience Jonathan and Gen. Muhammadu Buhari According to Adeniyi, the President was hardly one year in office when the First Lady had an explosive encounter with the Speaker at the time, Aminu Waziri Tambuwal, and the then Rivers State Governor, Rotimi Amaechi. On a simmering note, Dame also had altercations with the then Senate President, David Mark and the Deputy Speaker of the House of Representatives, Emeka Ihedioha among others, over suspicion they were eyeing the Presidency.

Adeniyi quotes Dame Jonathan as telling Tambuwal: “You this Hausa boy, you want to bring down the government of my husband; you want to disgrace him out of power? Una no fit! God no go allow you.” As confirmed by David Mark, “Tambuwal and Ihedioha, who were actually working with him to promote the Jonathan Presidency, were seen as political enemies and in the war of attrition that ensued, the presidency unwittingly sowed the seeds of opposition in the National Assembly. Since the PDP was pushing Tambuwal away, the opposition began to embrace him”. “The problem arose because the first lady kept alleging that Tambuwal had presidential ambitions and for that reason, could not be relied upon to support her husband. “I guess she had the same fear about me even when she never said it to my face. She once accosted Senator Joy Emordi to say, ‘Joy, I hear you are the manager of David Mark Presidential Campaign Organisation’, which was a baseless accusation “I had to meet the President to clarify issues with him, So, I would say it was President Jonathan and his wife, who radicalised Tambuwal and turned him into a political foe,” Mark pointed out in the book. Recalling another potential political ally, which Dame Jonathan drove into the hands of the opposition and unconsciously helped to work against Jonathan, Adeniyi captured how the former first lady started attacking the then Rivers State Governor, Rotimi Amaechi, over land matters in Okrika, where she hails from, embarrassing the governor before her natives.

This was barely six months in August 2010 after Jonathan had been sworn in as President following the death of YarÁdua in February of that year. The author says, “In the course of a two-day visit to Rivers State, Dame Patience Jonathan engaged then Governor Amaechi in an open altercation in Okrika, her home town. The governor was explaining why there would be some demolitions in the town to make way for new schools proposed by the state Government when Dame snatched the microphone from him and shouted, “Listen, you must listen to me! “A clearly embarrassed Amaechi stood still while Dame Patience Jonathan railed at him, “I want you to get me clear.

NYSC / 10 NYSC Terms You Must Know Before Going To Camp by Rukygbas1(f): 5:53am On Apr 26, 2017
10 Important NYSC Terms You Must Know Before Going To Camp

There are thousands of these terms everywhere. This list is in fact endless. But I am just giving you 10 of the important ones.

1. NYSC
I don’t want to assume you already know this. It’s National Youth Service Corps. That’s the name of the scheme you found yourself right now. That’s the full meaning. So that Pulse TV did not find you funny one day.
It brings together youths from Universities, Polytechnics and Colleges every year to serve their father land. Usually in non-indigenous states. You will be posted to a far place.

2. ORIENTATION CAMP
That is the first arm of NYSC.
It is the camping of the prospective corpers for 3 weeks of great training, rehabilitation and preparation for the task ahead of them. Its always somehow at first, but as time goes on, it will turn out to be the best.

3. PPA
This means Place of Primary Assignment. That is the exact place u will be posted, to serve after camp. That is the place you will spend the whole of your service year immediately you eave camp. It may be School, Ministry, Bank, Industry e.t.c depending on your discipline and luck.

But mind you, as at 2015, 70% of the corp members are now being posted to schools. School is always fun. You have your weekends, holidays and close by 2pm. So much time for yourself.

4. CDS
Community Development Service
When you leave camp, you will be posted to join one of the CDS groups in your local government. That is where you will perform your duty to humanity, by meeting other corpers there to develop the community to which you are posted.

Politics / How Jega Disappointed Me In 2015 - Goodluck Jonathan by Rukygbas1(f): 11:05am On Apr 25, 2017
The immediate past President, Dr. Goodluck Jonathan, despite conceding defeat after the 2015 Presidential election ha expressed disappointment with how the then Chairman of the Independent National Electoral Commission, INEC, Attahiru Jega, conducted the election.

This revelation was contained in a book written by the Chairman of THISDAY editorial board, Segun Adeniyi.

In the book which will be launched on Friday, Adeniyi quoted the former President as saying Jega disappointed him.

How Ex-INEC Chair Jega Disappointed Me In 2015 Says Jonathan

The former President also said he had a meeting with Jega to express his reservations about the preparedness of INEC for the exercise, but the ex-INEC Chairman maintained that the election would go ahead as scheduled.

According to Jonathan, “I was disappointed by Jega because I still cannot understand what was propelling him to act the way he did in the weeks preceding the election.

“As at the first week in February 2015 when about 40 percent of Nigerians had not collected their PVCs, Jega said INEC was ready to conduct an election in which millions of people would be disenfranchised.

“Of course, the Americans were encouraging him to go ahead yet they would never do such a thing in their own country. How could we have cynically disenfranchised about a third of our registered voters for no fault of theirs and still call that a credible election?”

“The interesting thing was that the opposition also supported the idea of going on with the election that was bound to end in confusion,” the former president said.

The book which was seen by TheCable quoted the former President as saying security reasons was responsible for the postponement of the election.

“When the military and security chiefs demanded for more time to deal with the insurgency, the reasons were genuine.

“As at February 2015, it would have been very difficult to vote in Gombe, Adamawa, Borno and Yobe states.

“But the moment all the arms and ammunition that had been ordered finally arrived, the military was able to use them to degrade the capacity of Boko Haram to the level in which they posed the threat to the election,” he said.
