Politics / Nigeria Mistakes Laissez-passer Passport To Stateless For UN Passport. See Diff by Sabasi: 4:59am On Feb 26, 2017
Sani Zorro, Chairman, House of Representatives Committee on Internally Displaced Persons (IDPs), says the Nigerian government plans to issue United Nations passport to people at risk of being stateless. Mr. Zorro made this known during an interview with the News Agency of Nigeria (NAN), on Saturday, in Abuja, marking the second anniversary of Nigeria ratifying the Abidjan Declaration to end statelessness.

He said that the National Commission for Refugees, Migrants and IDPs and the National Immigration Department are engaged in a process called refugee status determination. He explained that this process would help to ascertain stateless persons that are eligible for the UN passport, a document they can hold on to before their respective cases are resolved. Mr. Zorro noted that it is important for Nigeria to speedily domesticate and implement the Abidjan Declaration on statelessness as it contains the strategies and recommendations of dealing with statelessness. He pointed out that there was a looming stateless situation in Nigeria which could arise from the high level of displacement in the North-east.

“As a result of the North East Crises, quite a number of refugees who find themselves in neighbouring countries of Chad, Niger and Cameroon may not be able to return to Nigeria again. The longer they live and reproduce in those countries, they would face the risk of statelessness because in future when the host countries ask of their nationality, they would not be able to show evidence. The other situation could be as a result of the over 800 Turkish nationals living and running different businesses in Nigeria whose nationalities were recently nullified by their country’s President. Another situation is of some Nigerians who fled from the Central Africa Republic (CAR) to Nigeria three years ago during the political crises and settled in Kano, Jigawa and other North-western states. These groups of persons are currently stateless because as a result of loss of documents. The younger ones who were born in CAR do not have any papers to prove themselves as Nigerians,” he said.

A United Nations Laissez-Passer (UNLP), also known as a UN passport, is a travel document that accredits the identity and the affiliation of the individual bearer to one of the UNLP-issuing United Nations organizations United Nations, World Bank Group, International Monetary Fund, World Health Organization, International Fund for Agricultural Development, International Telecommunication Union, World Intellectual Property Organization, Food and Agriculture Organization of the United Nations, UNESCO, International Labour Organization, United Nations Industrial Development Organization, International Civil Aviation Organization, International Maritime Organization, World Meteorological Organization, Universal Postal Union, and the World Tourism Organization. The UNLP is used much like a normal passport would, except that it is designed to be used on official UN business and missions only.

A national laissez-passer (from the French let pass) is a travel document issued by a national government or certain international organizations, such as the United Nations, European Union and the International Committee of the Red Cross (ICRC). A laissez-passer is often for one-way travel to the issuing country for humanitarian reasons only such as Restoring Family Links.

Some national governments issue laissez-passers to their own nationals as emergency passports. Others issue them to people who are stateless, or who are unable to obtain a passport from their own government, or whose government is not recognized by the issuing country.
One such example is the People's Republic of China, which issues the non-passport Chinese Travel Document to its nationals under certain circumstances. One such circumstance stems from a reported loss of passport while traveling or living abroad. China issues a temporary two-year validity Travel Document in lieu of a passport to allow said citizen to complete their travels and return to China to apply for a replacement Chinese passport. Under other circumstances such as a Chinese citizen studying or working abroad, the Chinese embassies or consulates will issue passports if requested. This Travel Document is a blue-covered passport-sized booklet clearly denoted "TRAVEL DOCUMENT" as opposed to the usual red-covered passport.

Historically, laissez-passers were commonly issued during wartime and at other periods, literally acting as a pass to allow travel to specific areas, or out of war zones or countries for various officials, diplomatic agents, other representatives or citizens of third countries. In these contexts, a laissez-passer would frequently include quite specific and limited freedom of movement. The form and issuing authority would be more or less standardized, depending on the circumstances.

An example is when in the early 1950s, the Iraqi government granted permission to its 120,000 Jewish citizens to leave (Operation Ezra and Nehemiah), conditional on their renouncing their citizenship and leaving behind all their properties and assets. The travel document that was issued was the laissez-passer, since an Iraqi passport was no longer possible.
Laissez-passer documents may also be issued to goods or other non-living objects to facilitate their transport across international borders. For instance, the Agreement on the Transfer of Corpses sets out rules whereby human corpses may be issued laissez-passer documents in order for a body to be buried or cremated in a country different from the one in which the person died.

A "love parcel" scam syndicate has been smashed with the arrest of five suspects. Three Malaysian women colluded with their Nigerian lovers in a parcel scam syndicate to cheat women to the tune of RM5.9mil (1.4 Million USD). They were among five people, aged between 20 and 37, arrested in Kuala Lumpur when police raided an apartment in Kajang on Wednesday.

The women were in relationships with the men, Dang Wangi OCPD Asst Comm Mohd Sukri Kaman said.

“A number of ATM cards, handphones and laptops were seized as well,” he told a press conference yesterday.

ACP Mohd Sukri said the syndicate, which operated nationwide, focused on single women, single mothers and professionals including doctors and lawyers.

“This syndicate is crafty. The men would use Malaysian bank accounts of their lovers as the receiving account for their scam,” he said.

As for the victims, he said: “They were influenced by the scammers’ sweet words. They were willing to sacrifice just for love.”

So far, 18 cases have been linked to this syndicate but police believe that there are more. ACP Mohd Sukri said Dang Wangi police investigated 35 cases of this nature last year.

He said there were four cases this year. Losses from these cases from last year till now were estimated at RM5.9mil.

Crime / 26 Yr Old Female Nurse Sexual Battery Of 100 Yr Old Male Patient. Shocking Video by Sabasi: 5:38am On Feb 24, 2017
Shocking video footage allegedly shows a care worker giving a 100-year-old dementia patient a lap dance in his nursing home. In the video, Brittany Fultz can be seen grinding on the man, twerking towards him and exposing her butt. The 26-year-old also says, “I can show you new things,” and “I won’t tell if you won’t. I’m a girl, you know what that means.”

Fultz, of Marblehead, Ohio, has been charged with gross sexual imposition in relation to the video, filmed at The Commons of Providence in Sandusky, Ohio, in December.

And the Sandusky Police Department said she could still face additional charges relating to the case. Sandusky Police Detective Anthony Bath said the nursing home resident indicated he did not consent to the dance.

He said, "She is basically harassing him. It’s disturbing. She is touching him. This was not something he wanted."


The man in the video is a dementia sufferer. The nursing home is still investigating the clip, which was filmed by another woman who works there and is not believed to have been posted on social media. It came to light on February 12 when the other worker came forward and informed a supervisor about the incident.

In a statement, Staci Lehmkuhl, executive director of The Commons of Providence, said,

"The employee was placed on administrative leave and has since been terminated. We are cooperating with local police who are handling the investigation and we will not comment further about the ongoing investigation. The worker who filmed the act was also fired."

Ms Lehmkuhl added Providence Care Centers reported the incident to police and the Ohio Department of Health as soon as they were made aware of the video. Fultz was initially placed on administrative leave prior to being fired. She was released on bond and is due to appear in court.

Anti Narcotics Force (ANF) has seized 6.9 ton narcotics worth Rs 8 billion in countrywide operations. According to ANF here on Thursday, the seized drugs included 6.625 ton hashish, 94 kg heroin, 227 kg opium, 9.2 kg morphine, 760 gram cocaine and 80 psychotropic tablets. The force also arrested 14 people including a Nigerian involved in drug smuggling. It also seized 148.2 kg suspected chemical during operations.

Among those arrested, The ANF Lahore Airport team intercepted a Nigerian national only identified as Obi while he was boarding for Dubai. On interrogation, the accused confessed of having ingested cocaine filled capsules. He later on excreted 760 gram cocaine which he had swallowed.

The ANF police station is carrying out further investigations.

The police in Tamale are hunting for a group of attackers suspected to have strangled to death a 12-year-old class five schoolchild of a Nigerian couple after gang raping her on Tuesday at Ggblo-Kpalsi – a waterlogged suburb of the Northern regional capital.

According to the police, the victim was going to her parents’ store after closing from school when she was murdered after a suffocating sexual assault. The attackers reportedly intercepted the victim and dragged her to an abandoned structure where they committed the atrocity and fled.

Outgoing Police Public Relations Officer ASP Ebenezer Tetteh said residents heard loud screams and called the police to report a robbery incident. He added that the police arrived later and discovered lifeless body of the minor after locals led them to the incident scene. A colorful scarf was found tightly clutched around her neck and it is suspected the object was used in the murder.

“The information first came as a robbery incident so police quickly dispatched a team to Ggblo Kpalsi. Police arrived at the scene timeously and we met some eye witnesses at the said suburb of Tamale but it turned out to be a homicide scene; because a 12-year-old girl was gang raped and later strangled to death,” the police spokesperson told the media.

The body was conveyed to the Tamale Teaching Hospital where she was pronounced dead and a quick postmortem checks revealed stains of blood and semen on the private part of the victim.
Samples of the exhibits were taken by investigators who have begun a full scale probe into the mysterious incident.

The police suspect a contract killing, according to ASP Tetteh, or the attackers killed the victim to conceal their identity and crime after thinking of being exposed.
“So far we have not arrested any suspect but we are suspecting that is either a contract killing or the parents of this particular young lady might had problems with somebody and the person wanted to extend their anger on this young innocent girl or the third scenario could be that during the act she might have identified some of these suspects and just to cover up they decided to strangle her to death,” ASP Tetteh suggested.

The Swiss government is funding a Nigerian television show in the hope of discouraging Nigerians from attempting to emigrate to Switzerland. The 13-episode series is being filmed by a Nigerian film crew in Switzerland with the alpine country picking up the $450,000 price tag, news agencies reported on Monday.
 The series, called Missing Steps, is the idea of the Nigerian authorities and came out of a 2011 migration agreement between the two countries which saw Nigeria pledge to help citizens who want to voluntarily return to the African nation.
 
Speaking to Swiss broadcaster SRF on Monday, SEM spokesman Lukas Rieder said it wasn’t about dissuading Nigerians but giving them objective information.
 
“We have seen that a lack of information or false information is one of the main problems that leads to illegal migration,” he said. Using the Nigerian film industry – known as ‘Nollywood’ – is an effective way of reaching as many people as possible, he added.
 
However the plan hasn’t convinced the Swiss Refugee Council, which told the media that awareness campaigns like these were not enough by themselves. It would be better to treat the causes of migration, such as the human rights situation and economic issues, said a spokesman.
 
In 2009, the UN said Nollywood had surpassed Hollywood to become the second largest film producer behind India’s Bollywood. It produces some 2,000 films a year, most of them on a shoestring budget.
 
Its latest success is comedy The Wedding Party which has broken box office records in the country and was shown at international film festivals including Toronto.

A disturbing story in the Green Bay , Wisconsin area that happened over the weekend. A horse owner discovered her horse was abused and possibly molested by someone who broke into the barn. The barn is located on the far east side of town off Highway 29.
Jackie Miller keeps her quarterhorse Gringo there, which is also a boarding facility for horses. Friday night it was the barn owner who saw a man run off, leaving Gringo in his stall.
They later made the gruesome discovery and called authorities right away.
“Definitely one of those things you see it all over Facebook in the horse world, people share it all the time, they’re like ‘Oh my gosh he’s out, or my horse was molested,’ and you see it all over Facebook, but you don’t really think it’s going to happen to you,” said Miller.
After getting the alert from the barn owner where she keeps her horse, Miller came in as quick as she could to check on Gringo.
“It was probably 9:30 at night and we were getting ready for bed and so we threw on our barn clothes quickly and we came out here and I gave him a 360 check,” said Miller.
That’s when she saw it. Miller said, “I noticed that his rectum was bleeding, and then right as I said that the barn owner ran inside and called the police.”
The Brown County Sheriff’s Office confirms it’s investigating this case of animal abuse but they have not identified a suspect.
The owner of the barn, Jerry Maske said he has since improved his security.
“The best thing was I put in motion detectors and everything that beep in my house so I know when someone is here when I know people aren’t supposed to be here,” said Maske
Miller said she has put a lock on Gringo’s stall and recommends other horse owners do the same.
“I would definitely start taking the extra precautions before it happens, like if you have to lock your horse’s stall at night and if that’s not an option, maybe the barn can lock itself somehow, maybe they can have a security alarm system or something to have a key code where you have to type it in,” said Miller. Miller said her horse is recovering.

The Dubai Police, in coordination with the UAE Ministry of Interior and Oman authorities, have arrested a gang of 10 Africans who robbed Dh3.6 million from a money exchange on Wednesday, February 15. The police also recovered the money within 46 hours.
Lt-General Dhahi Khalfan Tamim, Deputy Chairman of Police and General Security in Dubai, has called on the public to abide by security measures while transporting money. He urged the public to approach specialised companies when transporting money. He praised the efforts and professionalism of Dubai Police officials in arresting the gang members in less than 48 hours.
While explaining the details of the case, Major General Khalil Ibrahim Al Mansouri said the African gang met an Arab broker and told him that they have dollars to exchange. The broker went to an exchange office in Diera and came back with three exchange officials to the hotel. After some time the gang members assaulted the broker and the money transport security officials. They tied up their arms and put plaster on their mouth before fleeing the scene. A cleaner who came to the room found the men and he informed the police.
The Dubai Police formed a team for investigation and they arrested seven of the gang members within 48 hours. However three gang members had fled to Oman.
The police via the Ministry of interior coordinated with the Omani officials and arrested rest of the members and recovered the money.

Hyderabad: Cyberabad police have arrested a 37-year-old Nigerian national for allegedly cheating a woman with a job offer and collecting Rs 6.5 lakh from her in the name of `visa processing fee'. Chidiebere Vincent, the accused, was arrested by officers of cyber crime police station in the national capital.

The victim, who works in the pharma industry here, got a job offer through email in November last year. The sender claimed to be a leading international drilling and engineering company, police said.

She then got a call asking her to contact ‘Tony More Travelling Ltd' for VISA processing. She was informed that her job offer documents were at present stuck with Customs in Delhi, and she would need to pay Rs 6.5 lakh for "VISA Processing Fee" and similar formalities.

She borrowed money from her colleagues and also from a gold loan firm, police said based on the complaint, and deposited it in various bank accounts as instructed by the accused.

Later she realised that she had been duped. The accused allegedly told the police during the questioning that six others were involved in the crime. Probe is on.

Police have announced the arrest of a Nigerian national who had a stash of methamphetamine for sale hidden in some model boats. John Effenyi, 33, had been under police surveillance in the Samrong Neua area of Samut Prakarn.

Yesterday cops stopped him outside his condo and found 260 grams of the Class 1 drug in a pouch in his underpants. Back in his room they discovered a lot more – nearly three kilos hidden in the model boats.

Police understand that Effenyi is part of a bigger gang of Nigerians operating in the drug trade in the Sri Nakharin area. Effenyi said that he was paid 100,000 baht for each delivery he made and he had already done this five of six times before he was caught.

He was charged with possession of a Class 1 drug with intent to sell and detained for prosecution.

The Indian government is all set to AGAIN deport a Nigerian, who allegedly managed to re-enter the country by changing his name and date of birth after he was deported once following conviction in a drug case.

The government got to know that the Nigerian was allegedly the same person who was deported in 2010 when they had carried out investigation in a drug smuggling case.

Following this, he was detained last month at the Lampur camp at Narela in Northwest Delhi.

The government's finding was based on photographic records of 2010 and the current pictures of the detained Nigerian.

The man's wife moved the high court pleading for his release from detention, saying he was not the person who was deported in 2010.

When the court asked the Ministry of Home Affairs and Foreigner Regional Registration Office (FRRO) how were they sure that it was the same person, they had said the photographs on the file were the same.

The court was however not satisfied and ordered comparison of biometrics like fingerprints, which were taken back in 2010 with the biometric of the Nigerian in detention.

The FRRO carried out the biometric analysis and submitted a report saying that the Nigerian was the same person who was deported.

In its affidavit, FRRO has said "the biometric were compared from the finger print bureau, crime branch, Delhi Police. The expert opinion has authenticated that Mark Lucky alias Mark Lucky Luke (arrested in FIR lodged in 2010 and later deported) and Mark Lucky Okwuada (petitioner's husband) are one and the same person, as their biometric (finger prints) have matched.

"In view of the above the petitioner husband is not entitled for any relief. FRRO proposes to deport him to his country."

The Nigerian's wife opposed the contention saying her husband already had a visa which was valid from April 19, 2016 to April 18, 2017 and he was sent to the detention centre at Lampur camp "without any reason" on December 19 last.

The court will hear the matter again on Wednesday.

He said this at a special interactive session with the youths organized by Citizens Support for Good Governance in Nigeria (SGGN) in Abuja during the weekend.

“No country will develop when you have to import virtually everything, including tooth pick and tissue paper. All the food we eat in this country was being imported. So, all of the money earned was just going to buy food. But as I speak to you now, Nigeria just achieved the record of the second largest producer of rice in the world. The rice revolution just started a year ago. Some of you from Nasarawa know the kind of things going on there. A newspaper did an investigation in Kebbi and they found out that there were 48,000 new millionaires in Kebbi state alone last year for growing rice. This over-reliance on oil has killed this country and we cannot continue like this. So, the diversification of the economy means more money will be in the hands of ordinary Nigerians. And there will be widespread prosperity all over the country.”

A new version of a Trump administration travel ban will not stop green card residency holders or travelers already on planes from entering the United States, U.S. Secretary for Homeland Security John Kelly said on Saturday according to Reuters.

U.S. President Donald Trump's initial attempt to clamp down for security reasons on immigration from seven Muslim-majority countries and on refugees snarled to a halt amid a judicial backlash and chaos at airports.

"The president is contemplating releasing a tighter, more streamlined version of the first (order). And I will have opportunity to work (on) a rollout plan, in particular to make sure that there's no one in a sense caught in the system of moving from overseas to our airports," Kelly said at the Munich Security Conference.

Asked whether green card residency permit holders would be allowed in, Kelly said: "It's a good assumption and, as far as the visas go, ... if they're in motion from some distant land to the United States, when they arrive they will be allowed in."

He promised "a short phase-in period to make sure that people on the other end don't get on airplanes. But if they're on an airplane and inbound, they'll be allowed to enter the country."

Trump's original order, which he said was meant to head off attacks by Islamist militants, barred people from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen from entering for 90 days and excluded all refugees for 120 days, except those from Syria, who were banned indefinitely.

The abrupt implementation of the order last month plunged the immigration system into chaos, sparking a wave of criticism from the countries affected, and from Western allies and some of America's leading corporations, especially technology firms.

Twenty-one-year-old Islamic terrorist captured by security forces has admitted killing hundreds of people and raping “more than 200 women.” The militant had described how he moved from home to home, raping terrified women.

He also told of how he slaughtered around 500 victims — either by beheading them or by putting a blindfold on them and firing a bullet into their skull. He said his actions were considered “normal” among the terror group’s ranks.

“We shot whoever we needed to shoot and beheaded whoever we needed to beheaded,” the captured militant said.

The 21-year-old described how he and fellow fighters would take their victims into the desert, where they would sit them down and blindfold them.

“Seven, eight, 10 at a time. Thirty or 40 people. We would take them in desert and kill them,” he claimed.

“I would sit them down, put a blindfold on them and fire a bullet into their heads.”

He also reportedly told of how he raped hundreds of women, after being given permission by his emirs to attack as many as he wanted. Amar Hussein spoke to journalists from behind bars after his capture. Counter-terrorism agents said he was troubled when he first arrived in jail.

“He was so strong he snapped the plastic handcuffs off his wrists,” said one.

During the interview, Amar also reportedly revealed how he joined the terror group aged 14 and went on to join al-Qaeda. He even claimed he is a victim of poverty in Mosul, where he apparently grew up in a broken home and had no-one to give him advice.

Bengaluru: Two Nigerians and one Ghanaian were arrested by the Central Crime Branch (CCB) police on drug peddling charges in two separate cases in the city.

In the first incident, two persons identified as Ernest Ugah, 38, a Ghana national, and Fernand Ubah, 36, a Nigerian, were arrested while trying to sell cocaine in Hennur in East Bengaluru. The police seized 20 grams of cocaine, three mobiles, a two-wheeler worth Rs 1.5 lakh from them.

Police said the duo, residents in Hennur area, had come to India on a business visa and began peddling drugs. A case has been registered against them at Hennur police station.

In the second incident, a Nigerian national identified as Madu Abukwu Ubaka, 28, a resident of Hennur, was held along with 180 LSD papers and 19 MDMA tablets. Police also seized a laptop, tablet, two mobile phones, his two-wheeler.

Police said that Ubaka had come to India on a business visa.

We wish to observe that while Ernest Ugah is listed as a Ghanaian as he must apparently have entered India with a Ghanaian passport, his name would seem to suggest he is also a Nigerian. WHAT DO YOU THINK?.

Nigerian parents, Oluwafeyi Faniyi, 30, and Olufemi Faniyi, 32, both of Roosevelt, were arrested on monday, accused of endangering their child while disciplining him. They have been charged with second-degree felony assault and endangering welfare of a child.

According to the Nassau County Police Department, while at their residence, they disciplined their son, 8, for misbehaving by whipping him with an extension cord of some kind.
A teacher at the child’s school noticed cuts on his back and arms. The victim was taken to a hospital where he was treated and released to a family member.

Assault in the second degree in New York is a class D felony. The maximum possible sentence is 7 years in prison. N.Y. Pen. Law § 70.02. Because assault in the second degree is also classified as a violent felony, the judge is required to impose a mandatory minimum sentence of 2 years in prison. The court will not have the option of sentencing you to no prison time.

For an assault in the second degree conviction in addition to being sentenced to at least 2 years in prison you may also be required to pay a fine of up to $5,000. Furthermore, you will be required to pay certain fees including a fee that is called a "mandatory surcharge" of $300 as well as a victim assistance fee of $25. N.Y. Pen. Law § 60.35. You may also be required to pay probation or parole supervision fees of $30 per month.

Another financial consequence of an assault in the second degree conviction is that you may be ordered to pay restitution to your victim. Generally, the maximum amount of restitution is $15,000. However, the court may increase the amount to more than $15,000 to cover the amount of the victim's medical expenses. Furthermore, you will also have to pay a fee to the company charged with collecting the restitution from you.

The defendants will also lose parantal rights to the child if convicted.

Both defendants were scheduled for arraignment Saturday in Hempstead.

Reports from local media in Spain on Sunday February 12, indicate that Spanish police announced the arrest of 17 members of an international robbery gang, which exports its stolen items outside Europe using a network of mules.

A network of seventeen persons has been arrested by the Guardia Civil in the 2nd phase of the operation "Bijouterie".
The seventeen arrested are between 23 and 58 years old, and the police confirmed that it included Spanish, Algerian, Bolivian, Moroccan, Ukrainian, Bulgarian, Nigerian, Salvadorian and Paraguayan nationalities. There is no information however on the number of Nigerians arrested as no further details have been released at the time of writing.

It is reported that stolen items like latest generation mobile phones, expensive jewelry, computers and tablets, valued at about 100.000 Euros have been recovered by Spanish police in Alicante.
The Guardia Civil, which is the local police also recovered thousands of euros in cash.

Besides, two mobile phone repair facilities owned by the robbery gang have also been raided and seized. The gang used sophisticated tools for weighing jewels, acids, reagents and sandpaper to test the gold, as well as laser devices and meters to determine a purity type of precious stones, the source explained. All the stolen goods are usually transferred by a network of "mules" to locations outside Europe for resale.

New Delhi Police claim to have busted a heroin and cocaine drug trafficking cartel following the arrest of its leader, a Nigerian only identified as Uchenna. The cops had been monitoring his movements for sometime.

As part of a sting operation, information was received from an informant, that Uchenna will be coming near Dwarka Mor between 2 pm and 3 pm. Acting on the tip-off, a Nigerian national, Uchenna (28) was arrested.

He was arrested by a team of Crime Branch from near taxi stand, Dwarka Mor on February 9, said Ravindra Yadav, joint commissioner of police (Crime).

Uchenna came to India from Nigeria in February, 2015 on a business class visa but got involved in drug trafficking after coming into contact with some men in Punjab. He started drug trafficking and supplying the consignment in Delhi. This time also, he had come to supply the consignment in Delhi but was caught.

”Our team recovered 330 gm of fine quality heroin and 170 gm of fine quality cocaine from his possession. The recovered contraband is worth Rs 1.5 crore (approximately) in the international market,” said the officer.

A Nigerian-Spanish man, Samuel Odinaka Onyekwere Okoye, 38, who swallowed 100 packages of cocaine in an attempt to smuggle them into the UK through Stansted Airport was sentenced to four years and four months imprisonment at Isleworth Crown Court on Thursday (February 9).

Okoye, of Abbey Street, in Hockley, was stopped by Border Force officers shortly after 10.30pm on December 15 last year when he arrived at Stansted on a flight from Amsterdam.

Swabs of his shoes gave a strong positive reading for traces of cocaine. Border Force officers use hi-tech search equipment to combat immigration crime and detect banned and restricted goods that smugglers attempt to bring into the country. They use various techniques including sniffer dogs, carbon dioxide detectors, heartbeat monitors, scanners and visual searches to find well-hidden stowaways, illegal drugs and firearms.

He was arrested and taken into Border Force detention where he excreted 100 wraps of cocaine, with an estimated street value of £100,000. He confessed to attempting to import cocaine, a Class A drug at an earlier hearing.

Taylor Wilson, Border Force Assistant Director at Stansted Airport, said: "This case shows the extreme lengths smugglers will go to in their attempts to bring Class A drugs into the UK.

"Okoye was risking his life by swallowing these packages. If just one had split it could have been fatal.

"While Okoye has escaped with his life, the sentence handed out means the consequences for him are still severe. It also sends a strong deterrent message to anyone thinking of smuggling drugs into the UK. We will catch you and you will pay with your liberty.

"Finally, the case serves as a grim reminder to people who would abuse illegal substances that this is often how the goods reach them, hidden inside desperate drugs mules."

A Nigerian national, Babatunde Rasaki, based in Georgetown, Guyana, appeared before Magistrate Judy Latchman on Friday to answer to fraud related charges. Georgetown is the capital city of Guyana. His request for bail was denied. The man was remanded to prison.

The Prosecutor alleged that on January 9 and 13, at Georgetown and with intent to defraud, he obtained from the Lucky Dollar store one washing machine, a television set and other articles valued at $582,495, by virtue of an American Express credit card, in the name of Ann Clara Angelino, knowing same to be forged.

The second charge read that the accused, on January 10 at Wellington Street, Georgetown, and with intent to defraud, obtained from Gizmos, Gadgets valued at $550,000, by virtue of an American Express credit card in the name of Ann Clara Angelino, knowing same to be forged.

Rasaki, who was unrepresented, told the court that on the days in question, he had accompanied Angelino, who is of Brazilian descent and does not speak English, to the business enterprises and made the purchases on her behalf.

Bail was refused on the grounds that he does not have family in Guyana or a local address in the jurisdiction. Police are also currently conducting an investigation with regards to the other documents found in his possession.

He is scheduled to appear before Chief Magistrate Ann McLennan on February 16.

The streets of South Mumbai are a bit safer following the dismantling of the Nigerian cocaine cartel long operating in the notorious Wadi Bunder area. In a major crackdown which began on January 17, the local police unit, the ANC, has nabbed 12 of 24 suspected Nigerian drug peddlers. Their latest feat is the arrest of four operatives on February 7.
Previous attempts by the police to crack down on the Nigerian drug peddling cartel in the area had met with little success, with the Nigerian peddlers proving smart and agile.

ANC officials say credit for the turn of events must go to Lande, the new police chief.

“Following the arrest of these 12 peddlers with highly addictive substances, we have busted a module involving mostly foreign nationals who have been operating in South Mumbai,” said one officer requesting anonymity.

Another officer from the ANC said,

“On taking charge, he visited all five ANC units across the city and met up with officers. He also ordered that the network of informers be activated to gather information from all possible sources. While studying the city’s prominent drug peddling areas, he found that Wadi Bunder near Sandhurst Road station was worst hit. When officials raided the spot, the peddlers got violent.”

A modest Lande, meanwhile, refuses to take credit. “It is team work that yields positive results. The officials of the department have been doing a great job.”

Following the successful arrest of seven peddlers on January 29 including Peter Gwedima (30), Basel Udwaka (28), Naunso Siba (32), Lawson Gwede (29), Chinedu Okechukwu (29), Chinedu Okonkwo (30) and Francis Noed (40), 104 gm of Meow Meow and 38 gm of cocaine worth R3.98 lakh was seized from them. This also led the team to their next arrest — Chukwudi Frankin (24), who was nabbed with 25 grams of cocaine valued at R1.25 lakh on his person.
However, unaware that their gang members has been nabbed, on the morning of February 7, four members of the cartel reached the same spot to conduct business, unaware that the police had received a tip-off from an informant.

The officials swung into action, and this time, nabbed all four with no one managing to get away.

“On reaching the Wadi Bunder bridge, we saw that they were having a discussion. We halted the vehicle and quickly got hold of all four, giving them no time to figure what was going on,” said an ANC official from the Azad Maidan unit.

The arrested were identified as Uzoigwe Viset (28), Basil Oniakboso (26), Juber Giwa (41) and Daniel Emenike (33). A manhunt is on for 12 more members of the Nigerian Cocaine Cartel and the ANC is asking the public for help with information.

All twelve suspects in custody will be arraigned on February 18.

A woman was so high on painkillers after giving birth to her son that she thought her newborn baby came out of her bellybutton. Tisha Heffron was dazed after being given painkillers at the hospital post-birth on Monday morning, and her husband documented her confusion in a hysterical video.

In the footage, which James Heffron filmed from San Diego, California, Tisha appeared oblivious to the fact that she just gave birth to her second child and asked James if he was her mother.

In the beginning of the video, Tisha wakes up from a nap and completely forgets the fact that she just gave birth to her second son.

James remains calm and assures his wife she just had a baby, and she responds with utter confusion.
After he assures he is not her mother, she asks him if he is her brother, and he tells her “that’d be weird” because they just had a child together.

Referring to the “surprise” baby, Tisha asked James if she pushed her newborn child out of her bellybutton.

He responds, Not quite… different hole.

To clear up her confusion, James breaks the news that her baby came out of her vagina. She quickly becomes horrified and asks her husband where her vagina is in a state of minor panic.

In fact, she’s so concerned that she lifts her hospital gown up to check if her vagina is still there, and then asks James if he has a vagina, too.

He politely says, “no,” and informs her he has a penis.

At the end of the video, the new mother-of-two grows concerned about the baby moving in the corner and asks James whose child it is.

He says, Yours! That’s why we’re here.

Although he found her obliviousness hilarious, he was definitely relieved when she woke up from the drug-induced dreamland.

Wide-eyed and concerned, she says, “To who?!,” and her husband points to their new baby, Clay.

Crime / UK - Family Of Nigerian Man Found Dead At Tube Station Seek Answers by Sabasi: 3:45pm On Feb 10, 2017
A man who died at a Tube station lay undiscovered for seven hours. Bernard Ovu, 35, who worked as an IT expert at the Bar Council, is believed to have become trapped in an emergency stairwell at Canning Town station after mistakenly going through a staff-only door that then closed behind him.

According to the Standard, he reportedly tried to find a way out for around an hour before falling and hitting his head on a concrete step. He was then discovered around seven hours later, at 9.30am on 22 January.

Bernard's family are now seeking answers as to how it all happened. He was born in Aberdeen to Nigerian parents, and moved to London in 2001 to live with his aunt and uncle, who thought of him as a son. He was the eldest of three brothers, and his family said they were 'paralysed' by his loss.

It is believed that an alarm went off when he went through the emergency door, so questions are being raised as to why nobody apparently followed this up.

An inquest was opened at Walthamstow Coroners' Court this week.

A Nigerian National, Benson David (22), has been apprehended and held without bail in Malabe, for befriending a married woman in Sri Lanka over Facebook and later scamming her into giving him Rs 4.3 million. Malabe is a suburb of Colombo in the Colombo District of Sri Lanka.

Our sources revealed that the married woman, who was from Badulla which is 204km from Malabe, had been seduced by the suspect over Facebook. As is typical with "yahoo boys" that perpetuate the advance fee fraud scam commonly known as 419 scam, he had allegedly promised to give her valuable presents after showing her photos of gold jewelry and other valuables (worth millions of dollars) and had won her heart. The suspect had then informed the gullible woman that in order to release the parcels containing these valuables, a customs duty amounting to Rs4,360, 000 needed to be deposited to three accounts. The woman had readily agreed and deposited the money.

The suspect is a student at a reputed private institute of higher studies in Malabe. The complainant woman (38) is the mother of one and her husband is employed abroad. Her husband had been remitting about Rs 100,000 every month to her while he was abroad. She had practically emptied her family finances without the knowledge of her husband before she realized she had been scammed and reported to authorities. At the time of the arrest the suspect had a total of Rs1.8 million in his bank account. He was produced before the Passara Magistrate Court yesterday, Feb 9th, and is being held without bail on the orders of Magistrate Rasanjana Jayasekera.

Building on the success of the pilot programme for the cashless policy introduced by the Central Bank of Nigeria (CBN), the Nigerian Bankers’ Committee has concluded plans for a nationwide rollout. The Bankers’ Committee consists of all the CEOs of all the deposit money banks (DMBs) in the country.

This was confirmed, at the Committee’s inaugural meeting by the Head Shared Services Office of the CBN, Chidi Umeano.

According to Umeano:

“We have very interesting statistics to show that there has been a lot of shift really from cash to other forms of payment, we have figures to show that a lot of those activities have gone up trillions of Naira on yearly basis so we think it’s now time to review and restart. We have 30 states to go. By the first of May we will take on the first 10 states, by first of August, we take the next 10 states and by first of October, we take the last 10 states making it the 30 states for a nationwide rollout.In taking these decisions, the committee has taken care to make sure that the vulnerable amongst us are well protected. We do know that transactions that happen in the banking sector today in terms of cash withdrawals and deposits are less than 10 per cent nobody is really affected by this we are trying to shift emphasis from cash to other forms of electronic payments and the industry has since expanded and gone out of its way to implement all kinds of channels.”

Crime / INDIA: Nigerian Arrested On Arrival With 1.3 KG Cocaine Capsules In His Stomach by Sabasi: 6:33pm On Feb 09, 2017
A Nigerian man, Okonkwoh M. Tony has been apprehended after he landed at the Indira Gandhi International Airport (IGIA) from Ethiopia’s capital Addis Ababa, for allegedly trying to smuggle into the country 90 cocaine capsules which he swallowed.

He was admitted to a hospital by the Delhi Zonal unit of the Narcotics Control Bureau (NCB). Officials said he has ejected 90 cocaine-filled capsules weighing 1.3kg in two days.

They said Tony had initially said he had come to India for business purpose while carrying a tourist visa.

“He was admitted to a hospital and after medical intervention, he ejected the drug-filled capsules. He told investigators that he had swallowed these at a guest house in Lagos and then reached Addis Ababa via Lome, Togo. He was apprehended as soon as he landed here from the Ethiopian capital,” an official said.

The officials claimed Tony was supposed to hand over the drug capsules to another Nigerian national in Delhi , whom the agency has been trailing. Tony is been held under provisions of India’s Narcotic Drugs and Psychotropic Substances (NDPS) Act. Officials said the method of smuggling after swallowing the drug is not easy to detect as it is hard to identify any concealment inside the body.
