Step 2: Buyer Bank Issues Pre-Advice

Within five banking days of lodging the SPA, the Buyer’s bank must issue Pre-Advice via MT799 swift transmission to the Seller. This Pre-Advice signifies the Buyer’s bank’s readiness to issue an SBLC (Standby Letter of Credit) that covers the cost of 2,000,000 barrels of Nigerian light crude oil. The Seller’s bank must authenticate this Pre-Advice, ensuring that it aligns with the SPA terms.

Step 3: Seller’s Bank Issues Readiness to Receive SBLC

Once the Buyer’s bank has issued the Pre-Advice, the Seller’s Financing bank must respond within 3-5 banking days by issuing a Readiness to Receive SBLC via MT199 transmission. This step confirms that the Seller’s bank is prepared to receive the SBLC and post a 2% Performance Guarantee Bond, as per the Buyer’s acceptable verbiage.

Step 4: Buyer’s Bank Swifts SBLC

Upon receiving the Readiness to Receive SBLC from the Seller’s Financing bank, the Buyer’s bank must swift the SBLC via MT760 transmission to the Seller’s Financing bank. The SBLC should cover the cost of 2,000,000 barrels of Nigerian Light crude oil and align with the SPA terms. The Seller’s Financing bank will authenticate the SBLC and issue a 2% Performance Bond, providing a telex copy to the Buyer’s bank.

Step 5: Nominating a Vessel and Payment

Within 15-20 banking days after the SBLC and Performance Bond are in place, the Seller proceeds to nominate a vessel and pays for a single voyage/one-way charter. Details of the chartered vessel are sent to the N.N.P.C.L (Nigerian National Petroleum Corporation Limited) for acceptance and programming of a Loading Window. The Seller also pays mandatory cargo deposits and raises a bank draft as vessel indemnity to N.N.P.C.L. The Seller clears the vessel into the loading terminal/berth for cargo loading, pays all relevant port charges, and secures necessary permits.

Step 6: Loading and Shipping

The loaded vessel will issue a Notice of Readiness (NOR) to the Buyer’s discharge port and shipping agent. The vessel is cleared out of the loading terminal/berth and provides Estimated Time of Arrival (ETA) updates to the Buyer’s port of discharge. Upon arrival at the Buyer’s port, the vessel announces its arrival to Port Control Towers, and the Buyer’s shipping agency takes over the clearance process.

Step 7: Q&Q Inspection

Quantitative and Qualitative (Q&Q) inspections are conducted by an internationally recognized inspection agency, such as SGS, INTERTEK, SAYBOLT, or CIQ, at the Buyer’s expense. The final Q&Q report is shared with both Buyer and Seller.

Step 8: Final Commercial Invoice and Payment

Upon receipt of the satisfactory Q&Q report, the Seller issues the Final Commercial Invoice based on the inspection results. Buyer confirms the shipping documents and issues an MT103 covering the total cost of the cargo to the Seller’s account.

Step 9: Delivery and Cargo Document Transfer

Seller confirms the MT103 payment and sends original copies of all shipping documents, titles, and discharge certificates to the Buyer via bonded courier. The vessel discharges the cargo into the Buyer’s storage facility.

Step 10: Confirmation and Payment

Buyer confirms the receipt of cargo and original shipping documents, including title, and releases the MT103 payment within three banking days.

Step 11: The Next Delivery

With the successful completion of the transaction, the cycle can continue for the next delivery.
