Enugu and the South East in general is made up mostly of small businesses, than farmers and farms. So your argument holds no water because you haven't even considered bad roads, modes of transportation, and other factors between Benue and Enugu. This is why Abuja has the advantage because it has several major agric centered states nearby not just one but about four all around.
