An HIV-positive person who takes anti-retroviral drugs after diagnosis, rather than when their health declines, can cut the risk of spreading the virus to uninfected partners by 96%, according to a study. The United States National Institutes of Health sampled 1,763 couples in which one partner was infected by HIV. It was abandoned four years early as the trial was so successful. The World Health Organization said it was a "crucial development". The study began in 2005 at 13 sites across across Africa, Asia and the Americas. HIV-positive patients were split into two groups. In one, individuals were immediately given a course of anti-retroviral drugs. The other group only received the treatment when their white blood cell count fell. Both were given counselling on safe sex practices, free condoms and treatment for sexually transmitted infections. Among those immediately starting anti-retroviral therapy there was only one case of transmission between partners. In the other group there were 27 HIV transmissions. 'Renewed commitment' "This breakthrough is a serious game changer and will drive the prevention revolution forward. It makes HIV treatment a new priority prevention option," said Michel Sidibe, executive director of the Joint United Nations Programme on HIV/Aids (UNAIDS). The World Health Organization says sexual transmission accounts for 80% of all new HIV infections. Its director general, Dr Margaret Chan, described the announcement as a "crucial development". She added: "The findings from this study will further strengthen and support the new guidance that WHO is releasing in July to help people living with HIV protect their partners." The value of anti-retrovirals, in preventing transmission, had been speculated for some time after observational studies, but researchers say this is the first time it has been proven in clinical trials. Keith Alcorn, from the NAM, an HIV/AIDS charity, said: "This study resoundingly confirms what lots of smaller studies have been telling us for several years. "International donors cannot ignore the evidence any longer: HIV treatment is a very powerful form of HIV prevention, and could have a major effect on the HIV epidemic in the worst-affected countries. "What we need now is a renewed commitment to HIV treatment, and studies to show how to get the maximum benefit out of this breakthrough at country level." http://www.bbc.co.uk/news/health-13381292 |

A British woman who stalked Manchester United star Rio Ferdinand and his family has been jailed for 10 weeks and handed a restraining order for 10 years. Susanne Ibru, 38, was sentenced at Crewe Magistrates' Court, in northwestern England, following her conviction for harassing the Man United and England star in April. The defendant was living in south London when she made a 400-mile round trip to Ferdinand's home in Alderley Edge, Cheshire, on February 21 last year. She turned up again on June 16 and 18, her trial heard. The 32-year-old defender told the court that Ibru left him fearing for his family's safety by turning up at his home and demanding to speak to him. As she was led away after sentencing, Ibru told the judge, "I stick two fingers up at you." Judge Nicholas Sanders told her he was "concerned" by her behaviour since she had been in custody. http://www.foxsports.com.au/football/premier-league/susanne-ibru-jailed-for-10-weeks-for-stalking-manchester-united-and-england-defender-rio-ferdinand/story-e6frf4a3-1226053011546?from=public_rss |

From June 2012, individuals that make cash withdrawal or deposit above N150,000 would pay a fine of N100 per extra N1,000, while corporate organisations that make cash withdrawal or deposit above N1 million would pay fine of N200 per extra N1,000. These limits for free cash withdrawal and deposits were part of a new policy aimed at reducing the high usage of cash in the economy announced by the Central Bank of Nigeria, CBN, yesterday. The policy, which would be enforced in Lagos State, Abuja, Port Harcourt, Kano and Aba in the first instance also banned encashment of third party cheques above N150,000 across the counter The policy was contained in a circular signed by Mr Muhammad Nda, Director, Currency Operations Department and addressed to all banks, Cash In Transit (CIT) companies and electronic payment providers. The circular entitled: “Industry policy on retail cash collection and lodgement” stated: “In view of increasing dominance of cash in the economy with its implication for cost of cash management to the banking industry, security, money laundering, etc., the Central Bank of Nigeria, in collaboration with the Bankers Committee, is adopting policies to reduce the high usage of cash, moderate the cost of cash management and encourage the use of electronic payment channels. Consequently, the Central Bank of Nigeria hereby directs as follows: The limits “Commencing from June 1, 2012, a daily cumulative limit of N150,000 and N1,000,000 on free cash withdrawals and lodgments by individual and corporate customers respectively with Deposit Money Banks (DMBs) shall be imposed. To this end, individuals and corporate organisations that make cash transactions above the limits will be charged a penal fee of N100/thousand and N200/thousand respectively for amounts above the cumulative limits. “Contravention of this policy shall attract a fine of five (5) times the amount that the bank waives as a first offender. Subsequently, the bank shall pay ten (10) times the charges waived. “Furthermore, 3rd party cheques above N150,000 shall not be eligible for encashment over the counter. Value for such cheques shall be received through the clearing house. Penalties “If a bank allows 3rd party cheque encashment, it shall be liable to a sanction of 10% of the face value of the cheque or N100,000 whichever is higher. “Banks will cease cash in transit lodgment services rendered to merchant_customers from June 1, 2012. In this regard, customers could engage the services of the CBN licensed cash-in-transit (CIT) companies to aid cash movement to and from their banks at mutually agreed terms and conditions. Contravention of this policy shall attract a fine of N1.0 million per specie movement. “This arrangement shall be in force in Lagos State, FCT, Port Harcourt, Kano and Aba in the first instance. The arrangement shall be extended to other parts of the country at a date to be determined by the Bankers Committee.” “To achieve interoperability of local currency POS transactions, no card scheme, foreign or local, shall operate exclusive acquirer agreement or contract in Nigeria with effect from June 1, 2011. Any payments scheme, processor, switching company, service provider or bank that contravenes this policy may be suspended for a minimum of one (1) month by the CBN as a processor, switching company, service provider etc in the first instance. The license may be withdrawn by the CBN if the contravention is repeated. “This policy shall apply to both private and public sector transactions. All financial institutions including Deposit Money Banks, Savings and Loans, Mortgage and Microfinance Banks shall comply accordingly. “Compliance with the policy shall be monitored by the Banking Supervision Department and the Other Financial Institutions Supervision Department with appropriate sanction applied to erring institutions. “While the Central Bank of Nigeria will make general announcements and carry out public awareness programmes individual banks are expected to do same. The affected customers of banks should be informed in good time by the banks with clear advice on alternative electronic payment channels available to them.” http://www.vanguardngr.com/2011/04/cbn-imposes-limits-penalty-on-cash-transactions/ |

YouTube videos have led to a number of footballers getting signed by clubs around the world, but this might be the first time it's worked for an 18-month-old. It's very much a publicity stunt, but the popular YouTube clip of young Baerke van der Meij kicking balls into his toy chest caught the attention of relegation-threatened Dutch top flight club VVV-Venlo and prompted the club to sign him to a 10-year professional contract. Though, it is made clear that the contract is a "symbolic" one. http://sports.yahoo.com/soccer/blog/dirty-tackle/post/Dutch-club-VVV-Venlo-sign-1-year-old-child?urn=sow-wp1216

London -Fifty-two Nigerians will be deported, today, by the UK government, a Nigerian official at the High Commission in London has said. Mr Mohammed Isa, the Head of the Immigration Section in the Nigerian High Commission in the UK, speaking with the News Agency of Nigeria, NAN, said that the would-be deportees would arrive at the Murtala Mohammed International Airport in a chartered flight. He said that they included those who had either completed their prison terms, failed-asylum seekers or those who overstayed their authorised permit. Mohammed further also said that those to be deported would be accompanied by British law enforcement agents and two Nigerian officials. “This is the first time a chartered flight conveying Nigerian deportees would be accompanied by Nigerian officials,” Isa said. He added: “Though, it is also in line with the global best practices, it is our responsibility to ensure that the deportees are treated in the most humane and dignified manner.” He pointed out that the mission had never recorded any `ugly incidents’ on the UK route since the exercise began following the conclusion in 2005, of a Memorandum of Understanding(MOU) on migration returns between the two countries. http://www.vanguardngr.com/2011/04/uk-govt-deports-52-nigerianstoday/ |

One of Nigeria's most influential and wealthy politicians, James Ibori, has been charged in London with 25 offences relating to money laundering and fraud. The former governor of oil-rich Delta state was extradited from Dubai to the UK to face the charges. He was arrested in Dubai last May and lost an appeal against his extradition. He denies allegations of corruption. Mr Ibori is a senior figure in Nigeria's governing People's Democratic Party (PDP). He was due to appear at a London court on Saturday, Scotland Yard said. Mr Ibori played a key role in the 2007 presidential election victory of Umaru Yar'Adua, who died last year. Under Nigeria's federal system, state governors enjoy wide powers. Those running oil-rich states have budgets larger than those of some African countries. They enjoy immunity from prosecution while in power, but several have faced corruption charges since leaving office after the last election in 2007. Nigerians are going to the polls on Saturday for presidential elections. http://www.bbc.co.uk/news/world-africa-13100426 |

By EMMANUEL AZIKEN, Political Editor & DAPO AKINREFON LAGOS - HIGH level political jostling for the Presidency last night reached a climax with northern presidential candidates getting nearer to a consensus on the Congress for Progressive Change, CPC, Presidential Candidate, Maj Gen. Muhammadu Buhari. The consensus on Buhari followed the intervention of two former heads of state and a former vice president who met with a delegation of the Action Congress of Nigeria, ACN, on the adoption of a consensus presidential ticket against the Peoples Democratic Party, PDP. The meeting was believed to have agreed on presenting Buhari as the common candidate of the CPC and ACN for weekend’s presidential poll. President Goodluck Jonathan, the PDP’s presidential candidate was himself not resting on his oars and was equally making efforts to break the resolve of the northern political leaders. The outcome of a meeting between President Jonathan and Ibrahim Babangida scheduled for yesterday was yet to be known at press time. Jonathan, according to close associates, was also not seriously perturbed on the perceived gang_up and was presenting his unique achievements and the bandwagon of the party in last weekend’s National Assembly polls in pushing him to a conclusive victory. Meeting between former heads of state Vanguard gathered that the consensus on Buhari followed a meeting between the former heads of state and a delegation of the ACN that was said to include Asiwaju Bola Ahmed Tinubu, Governor Adams Oshiomhole among others. The meeting which took place mid afternoon in Abuja followed the decision of the ACN national caucus to engage Buhari in a dialogue on presenting a common front against the PDP in this weekend’s presidential contest. ACN national caucus’ decision to engage Buhari was reached at an all night meeting that ended in the wee hours of yesterday. Vanguard learnt that ACN national leader, Tinubu, had notified the caucus meeting that Buhari had sent two former heads of state and a former vice president (names withheld) to him on the adoption of a common platform against the PDP. Tinubu had, according to some of his associates, rebuffed the emissaries as he noted that the decision was not for him. The former governor was indeed quoted as telling the delegation that everything must be placed on the table, to the intent that there must be full negotiations. He was said to have conveyed the request of the northern leaders to the ACN caucus meeting. Vanguard further learnt that the request was immediately opposed by majority of the senior party officials present at the meeting. A stalwart of the ACN was also said to have recounted several efforts made by the ACN and the former Action Congress, AC, at establishing a working alliance with Buhari which he claimed were frustrated by the latter. Asiwaju Tinubu it was learnt, however, pleaded repeatedly for a second chance for Buhari. Following the pleas, the party officials, however, resolved that Buhari must come along with the delegation of the former leaders to state his terms. That meeting took place mid afternoon and a breakthrough on a consensus was reportedly reached. The ACN delegation was making its report known to the party’s national caucus which was meeting for the second time at press time yesterday. Original proposals One of the original proposals offered at the first meeting with Tinubu, according to informed sources, was the offer of ministerial and ambassadorial positions to the ACN. That offer it was learnt was roundly shot down at the first ACN national caucus that ended yesterday. It was learnt that one of the conditions being canvassed by some ACN national officers was the position of vice president in the proposed Buhari presidency. That condition it was learnt would require a pre-dated letter of resignation from the CPC’s presidential running mate, Pastor Tunde Bakare. Pastor Bakare’s willingness to go along with that plan was as at press time uncertain. http://www.vanguardngr.com/2011/04/presidential-election-acn-nears-accord-with-buhari/ |

Source: http://www.vanguardngr.com Modified BUHARI/BAKARE TICKET: YES! AND NO! For one who was already a practicing physician during the glorious Buhari-Idiagbon era, I felt proud to be a Nigerian during my vacations. I felt safe on Nigerian roads. I felt happy at seeing people queue up for their turns in public places. I felt confident that the police check-point ahead of me on the highway would not turn out to be an extortionist toll gate or even a daylight gang of uniformed official robbers. I felt confident about the sincerity of the Nigerian leadership irrespective of their religion or place of origin. I practiced my profession with happiness and dignity realizing that at least there was a government in existence that would protect me, a government that would hold any misbehaving citizens accountable for their sins against the state or against fellow citizens or other residents of the geographical unit called Nigeria. But then, Bang! Buhari and his no-nonsense deputy Idiagbon, were booted out. Nigerians had no say in either situation. And the darkness fell. And new anti-people and anti-civilization decrees were churned out. And the incarcerated looters were released from the cells where the unsmiling duo had safely held them; (granted a few relatively innocent politicians were also incarcerated). And hell was let loose on the nation as official corruption and sleaze were raised to unenviable heights. And the word “settlement” got introduced into our political lexicon. And our leadership began to wear corruption and unaccountability as badges of honor. And we have never recovered till this day. (Google the book: “Nation of Dead Patriots”. Google also the book: “Konganoga Mauling the Polity”). The results of the Bang occasioned by the overthrow of the Buhari-Idiagbon duo, are what we have, still plaguing the Nigerian political landscape till today. The argument for a Buhari/Bakare ticket may be quite plausible. Many of us have our fears about a perpetuation of the ills of our society by a PDP victory which is almost as good as assured in the light of what we know. There is bound to be a recycling of the same political and economic vampires who have for decades brought shame and destruction to the Nigerian polity. We have seen them back on the stage doing the same weird and naked dances that are characteristic of them. (See the book “Comedy of Naked Vampires”. Much as I greatly respect our President Goodluck Jonathan, I have my doubts as to whether he would have the political and moral will to indiscriminately pick up these same vampires of the Nigerian society and place them where they belong, the same way as Buhari would do, (…perhaps less forcefully without Idiagbon of blessed memory). When these same vampires are relentlessly campaigning for President Jonathan now, will he have the courage to move against them when he finally ascends ‘the throne’ this time on his own merit? There lies the fear of many people including my humble self. And without a decisive move against the same fingers of the leprous hand (a.l.a Bola Ige of blessed memory), we will merely be back to the status quo, or even turn out worse! But again, we must not forget that President Jonathan has not really had the full opportunity to manifest his full potentials considering the circumstances under which he came to the number one position. We all are aware of the stiff opposition that he faced and is still facing from the cabal. He certainly needs a place to stand before he can be expected to move the world. For now he may appear to be fairly slow in moving against the rot in the Nigerian society. But again we must remember the big constraints which he faced and may still be facing considering the circumstances of his ascension to power and the powerful forces that consistently impeded his ascension. If after the first six months of his possible coming to power on his own merit he still manifests the presumed tardiness, then there would have been no good excuses. For now he certainly needs all hands on deck in his party to be able to win the elections. Hence, perhaps he still needs the ‘vampires’, the good the bad and the ugly within the PDP. The free hand given to the INEC so far is a veritable departure of the ‘do or die” policy of the past and the high-handedness that characterized the political cum military juggernauts that we knew. It may not be very fair to judge President Jonathan fully now for the failure of full scale war against corruption because of his current precarious position, even when we all would have appreciated a more aggressive action against the vampires many of who currently support and campaign for him. As opposed to President Jonathan’s present position as a President and Head of State in a democratic set up, General Buhari was a military Head of State who ruled by decrees. His word during his era was law. Thus he could peremptorily order the incarceration of any offender or perceived offender. The courts had very little powers under those regimes. A President in a democracy could have his orders ousted by the law courts. There lies the difference. General Buhari may be a necessary panacea for the battle against corruption in Nigeria but I also have my fears about the effect that his military background in a civilian setting may have on him in a democratic Nigeria after he had ruled by decrees. We have witnessed the effect that this had on OBJ. Can we afford another of the same?, Military Heads of State coming into civilian governance after they had previously ruled by decrees! Again we saw OBJ and we saw Mubarak of Egypt. Can we therefore take that risk with Buhari? Again even with Rev. Bakare by his side, and even in spite of one being very open-minded about the private religious rights of individuals, can we fully take a chance with one who was alleged to have made certain religiously-divisive and inflammatory statements in the past? Those were allegations and to a good extent General Buhari has doused those fears by choice of a reverend minister as his running mate. It was certainly a very wise move. Again, from the point of view of moral courage to rout corruption Ribadu would have been another very good candidate, the high profile support that he appeared to have been receiving of late from certain ‘unholy’ quarters notwithstanding. A ‘clean slate’ in the candidacy of Professor Pat Utomi, unfortunately is reported to have withdrawn from the race. Finally, from point of view of equity, I believe it is only right that the people of the South-South Geo-political zone, just like the people of the South-East zone deserve a shot at the presidency. What is good for the goose is good for the gander. We must not forget that the goose that lays the golden egg must be petted, not killed. Again, we should not easily forget that Nigeria started as a tripod at independence: the North, the East and the West with the Mid West at a latter stage. At that time we practiced true federalism. The North thrived on ground-nuts and cotton, the East on Palm oil and the West on cocoa. We had the Commodity Boards. And we essentially thrived on the ‘Principle of Derivation’ as the basis of the Regions’ economic survival. Today oil that comes mainly from the South-South is the mainstay of our economic survival. Then suddenly the groundnut pyramids disappeared. The palm trees and palm plantations have been allowed to go wild. And Cocoa-House has been dwarfed with hardly any more appreciable cocoa within its precincts. And so it has suited us to create many more states in one of the former three regions enough to dwarf the other former original two regions combined. And we know now that the ‘Principle of Derivation’ and ‘Resource Control’ have suddenly become taboos and anybody who preaches them until recently could face the Saro Wiwa experience. Would a Buhari/Bakare presidency have the moral will to correct these military-induced aberrations which suddenly became rubber-stamped Acts of Parliament? With time the oil reserves will dwindle or even run out. And the solid mineral reserves and agricultural potentials of other regions will soar. And it may once again suit us to revert to the principle of Resource Control and Derivation. The above are some of the issues which people should remember and think about as they make their decision on this April’s presidential elections and the candidates that they will vote for as President whether it be the incumbent, Dr Goodluck Jonathan, or General Buhari, or Rev. Chris Okotie, or Mr. Ribadu or any of the other presidential candidates in no particular order of prominence. This is assuming that the old foxes will not once again ‘fix’ the elections. Nigeria is a thoroughly blessed country. Her attaining true greatness and remaining strong and therefore progressive is almost entirely dependent on the ability of her citizens to hoist a credible and impeccable leadership; a leadership that will care more for the legacy that it will bequeath rather than the weight of the fleeting local and offshore bank accounts which he or she will have to his or her name. We can make it if we really try. May the same good God who has seen us this far continue to guide our people and give Nigeria the selfless leadership that will place the country well above self.
