@op, if its an enterprise, then you approach the state internal revenue fr tax registration. If a limited liability coy, then you approach firs fr registration. PS: you must file for VAT monthly with firs whether or not you make monthly sales. But I advise you solicit the services of an accountant to assist in d fillings of ur returns

In CASE 1, the fact of it is that armed robbers snatched the money on the bank's counter. Note that all banks are mandated to insure their asset(including cash) against theft(robbery),fire,transit and nature causes(flood) hence Your friend can write to reclaim that money from the bank with no issues, since the bank's insurance will ensure the insurance broker indemnify the bank of their total loss during that operation.

In CASE 2, it is a matter of personal integrity and ethics for you to hand over to cash to the bank explaining how it got to you irrespective of your friends reaction. How are you sure that a playback of their CCTV has not captured this action or the whole action of robbery was the bank's drill in case of a robbery attack.
