The dream of visa-free Africa for Africa citizens is becoming a reality as African leaders gathered at Rwanda's capital Kigali for their biannual meeting with the launch of the continent's first-ever African e-passport. The Chairperson of the African Union Commission (AUC) Nkosazana Dlamini Zuma announced the launch and presented the first two e-passports to rotating AU chairperson Idriss Deby, President of the Republic of Chad, and President of Rwanda Paul Kagame at the opening ceremony of the 27th ordinary session of the AU Heads of States. A statement by AU before the commencement of ongoing summit stated that, “ the flagship project, first agreed upon in 2014, falls squarely within the framework of Africa’s Agenda 2063 and has the specific aim of facilitating free movement of persons, goods and services around the continent - in order to foster intra-Africa trade, integration and socio-economic development.” According to AU, the first group of beneficiaries of the e-passport will include AU heads of state and government; ministers of foreign affairs; and permanent representatives of AU member states based at the AU Headquarters in Addis Ababa.

Federal government has now declared Wednesday 6th and Thursday 7th July, 2016 as Public Holiday”. The Federal Government had earlier declared Tuesday, July 5 and Wednesday, July 6, 2016 as public holiday to mark the Eid-el Fitri celebrations. In order to achieve the dream of free movement, goods and service within the African continent to its citizens by 2020, the African Union Commission is planning to launch e-passport to this effect. According to a press release from African Union Commission’s Headquarters, “The African Union (AU) is prepared to launch the electronic passport (e-Passport) at the next AU Summit tabled to take place in Kigali, Rwanda, in July 2016. This flagship project, first agreed upon in 2014, falls squarely within the framework of Africa’s Agenda 2063 and has the specific aim of facilitating free movement of persons, goods and services around the continent - in order to foster intra-Africa trade, integration and socio-economic development.” The Chairperson of the African Union Commission (AUC), Dr. Nkosazana Dlamini Zuma, has described this initiative as both symbolic and significant, calling it a “steady step toward the objective of creating a strong, prosperous and integrated Africa, driven by its own citizens and capable of taking its rightful place on the world stage.” Aspirations 2 and 7 of Agenda 2063, respectively, envision an Africa that is ‘integrated’ and ‘united’, and the introduction of the Common African Passport as an effort towards realizing integration and unity on the continent. The first group of beneficiaries will include: AU Heads of State and Government; Ministers of Foreign Affairs; and the Permanent Representatives of AU Member States based at the AU Headquarters in Addis Ababa, Ethiopia. The AU e-Passports will be issued to them in July 2016, at the 27th AU Summit in Kigali, Rwanda. In order for all the recipients to acquire the passports, they are strongly encouraged to comply with the needed paper work required to accelerate the processing lead time. The concept of unrestricted movement of persons, goods and services across regions and the continent is not new; it has been outlined in documents like the Lagos Plan of Action and the Abuja Treaty - an indication that the unhampered movement of citizens is critical for Africa’s development. Countries such as Seychelles, Mauritius, Rwanda, and Ghana have taken the lead in ensuring easier intra-Africa travel by relaxing visa restrictions and in some cases lifting visa requirements altogether. The scene seems to be set to realize the dream of visa-free travel for African citizens within their own continent by 2020. Issuance of the AU e-Passport, is expected to pave the way for the Member States to adopt and ratify the necessary Protocols and Legislation with the view to begin issuing the much expected African passport. |

The ‘ insider threat ’ is emerging as one of airport security ’s greatest nemeses , just as the Federal Airports Authority of Nigeria ( FAAN ) said that the agency has made significant efforts to fortify security at the airports. The Managing Director of FAAN , Saleh Dunoma said with the efforts of the federal government, FAAN has developed efficient security system in response to new challenges . “ Security is already in place , the only thing , is that once things happen you need to beef it up to a certain level above what we already have on ground. Such measures have been put in place . All the airports have been advised through a circular that they should improve security intelligence in all the airports, especially on the landside,” he said. Dunoma said FAAN is developing intelligence , which has become effective tool in result -oriented security apparatus , noting that intelligence has been part of the security system together with hi -tech and ever advancing security equipment , adding that the agency has ensured effective security coverage of the airports over the years . “ Intelligence has always been there and hi -tech is a thing that is very dynamic ; there are always changes; there are always new technologies that we need to adapt, but I want to assure you that we already have some technologies we have deployed and these are being used by our security personnel at the airports to make sure that as you move around they are there watching you. “ From time to time we improve on what we have as technology gets updated. Intelligence gathering is a normal thing; we have personnel doing that and analysis is also very important . Once it is analysed we share this intelligence with security agencies around the airports to make sure they take necessary actions as dictated by the analysis .” Dunoma said. He said security personnel in FAAN and support security operatives undergo continuous training to ensure that they are fit and updated to effectively carry out their responsibilities . Dunoma also spoke on the fears of insider threat and disclosed that the agency profiles workers who have access to the sensitive areas of the airport, including the airside and said that every six months the on-duty cards (ODC ) is renewed and before the renewal the agency carries out background checks of its personnel and that of other workers to ensure that every person with the card passes security screening. “ There are a lot of efforts that have been put in by various security agencies and the federal government to make sure that our airports are secured. We have never disputed the possibility of insider threat . As people working for you, you cannot rule out the issue , but what we do in order to forestall that is that anybody that comes and wants to access any part of the airports, whether staff , personnel from government agencies or workers of our concessionaires , must go through some checks before we access them on- duty cards . Dunoma assured that the agency would continue to ensure that the airports are protected and that the lives of passengers and other airport users are secured. Your preschooler may not be ready to use manners flawlessly, but starting small now can really pay off later. Start with the basics. Saying "please" and "thank you" are fairly new skills to your preschooler, and they take time to learn and become habit. Begin with this as a first step towards politeness, and move on from there. Secondly, practice what you preach. As you probably know by now, your child is always watching, listening and learning from you - especially when you least expect it. The best way to encourage your preschooler to be polite is to demonstrate good manners yourself. Make sure you say "please" when asking something of your child and thank him when he does nice things for you. Use a polite tone of voice and make eye contact so that your child will learn that there’s more to good manners than using the right words. Thirdly, emphasise the positive. Rather than telling him off when he forgets his manners, pour on the praise when he's behaving the way you want him to. Tell him that he seems so grown up when he says "please" and "thank you", and that people appreciate it. While it's disappointing when your child is rude to others, getting angry about it could cause him to resist your efforts to teach considerate behaviour. You want your preschooler to exert his independence by showing off his good manners, not by refusing to use them. Finally, be consistent. As soon as he is saying "please" and "thank you" at home, prompt him to do so with others too. Preschoolers like consistency, and a rule that applies only to certain situations will be confusing and become difficult to enforce.
