Just read a thread where the INEC chairman Prof Amupitan talks about them not having financial independent.
Without mincing words, everything the Prof said is the truth and nothing but the truth.
The financial autonomy/independent doesn't fall on INEC alone.
Almost 100% of our institutions depends on govt of the day to function.
Like the popular saying goes: He who pays the piper, dictate the tune.
There's no how as a president I appoint you to head an agency that you will not always do my biddings. That's impossible, it only takes a snap of finger from me and you're out of that office.
But can INEC and other agencies truly have their financial and autonomous independent without govt interference.
Here are my personal opinion takes on how to achieve that.

1. APPOINTMENT.
Since I knew myself in this country over 4 decades ago, it has been well known that NEC to INEC chairmen has always been appointed from University Prof/Dons.
That's why we have had Prof Maurice Iwu, Prof Atahiru Jega, Prof Mahmoud Yakubu and now Prof Joash Amupitan.
Since it's the exclusive rights of top senior professors. Then President or any arm of the govt should stop appointing one for us.
Rather, let these professors have their association where they'll be holding meetings as at when due and also hold elections within themselves on who will be the next INEC chairman after every 4yrs.
Govt shouldn't interfere at all.
As per funding, I will come to that shortly while reeling out other opinions.

2. FUNDING.
Each political party will be mandated to register their party with money not in millions but in billions. Say 1,2,3,4 or even 5 billion. It can even be more.
With this, we will know the serious party and not some jesters and mushroom parties.
After the registration fee, each party are mandated to pay monthly fee of any amount INEC suggested.

3. PARTY ASPIRANTS.
Each party aspirants from local government level to federal are expected to pay their nomination form or is it expression of interest form to INEC only. Irrespective of how many they're from one party. Any other payment their respective parties sorts from them is their cup of tea.
With all this money which I believe should be running to hundreds of billions if not trillions. Should be enough without soliciting from the govt to run their affairs from the Professors meetings and election, and to national election.
All these should take place without any interference or influence from the govt of the day nor opposition parties.

4. ELECTION.
On the election proper, INEC should be mandated to conduct both party primaries join with the main election.
They should be a constitution banning concessor candidate. That's no party should avoid doing primaries for every of their legitimate candidate who has paid his or her nomination forms fees.
The party leaders will only supervise while INEC handle the most important aspect. To avoid any candidate from being disenfranchised.

Then lastly and most important aspect of the general election.
After all said and done and getting to where I am. The biggest obstacle to a free and fair election is the political thugs and ballot snatchers.
Here comes another suggestion which I know will be very hard to implement just like others I stated above.
Why don't we set aside a full month, that's 30 or 31days for the general elections.
In this case, instead of polling units or booths.
Something like Automated Teller Machine ATM install in every polling unit/booths.

Within that 30 days, voters have the chance to stroll in and thumb print the party they wanted to vote for after confirming their eligibility.
While this is going on, there should be a general computer collecting centre in Abuja where all parties leaders and 2 other top officials of each party will all stationed for that 30 days with more than enough INEC top officials. If they like they can be doing shift but it shouldn't be more three person per party at a time.
Wherever anybody voted or thumbprint from the country, it will always signal in that general collation centre.
Each day till the expiry 30days. Each party knows how many votes they got per day, and by the end of the month, their total votes will be known by both the party chiefs and INEC officials.
So that when INEC announced the final results, nobody will cry rigging.

Now back to how to protect voters and the ATM. Each ATM mounted in any polling unit/booths should be manned by 2 or 3 gun wielding soldiers.
No sets of soldiers manning any of the ATM should remain in one place for 2days.
They must always be movement and shift to and fro polling booths.
And the soldiers should be mandated to shoot aside anybody that wants to forment trouble. Not forgetting they should be cameras in and out every polling booths.

On a second thoughts, I think this my last suggestion will cost a whole lot of money to implement due to the machinery that's going to be used. Since it's a 30days window, then two or three of the machines should be stationed at each local govt of the federation.
Within that 30days, as a voter anytime you feel like whether middle of the night provided securities are there, go and vote.
But once the 30 days expired, no more voting.
I think this my latest suggestion will cut a lot of cost than placing the machine in almost every nook and cranny.

So guys, these are my personal opinion and suggestion on how INEC can be truly autonomous and independent. And also how we can have free and fair elections.

Reason: Political parties should not, in any way, have any relationship involving the funding of INEC. That is like inviting a pedophile to spend time alone with your young daughter while you're away. It's an unnecessary and dangerous risk.

Once political parties are given any avenue to fund the electoral body, it opens the door to backdoor influence, lobbying, and undue pressure. Considering the nature of Nigerian politics, politicians will always find ways to exploit such access.

Thanks man, and I didn't mention before any party exist. They must pay registration fee. This registration fee shouldn't be in millions but in billions. Either 1,2,3 or 4 billion each from parties.
With this we will or they INEC will separate the serious parties from the unnecessary overbloated parties.

Atleast hijab is moderation and fair enough for a child not full niqab like an adult. It is just the parents overdoing things and such should be discouraged. Children should be allowed to enjoy childhood.

I don't know if you are a Muslims or otherwise but hear these two things straight:

(1) Niqaab:. I'm defending this particular girl and any other girls who are on the public spotlight and face backlash because of their religious identity (something that's their choice). This reason for this is because I am a Muslim too and love all teaching and identities brought by Islam

On the other side, Igot sisters (7 of them) who, whenever one of them is going to public place, on their own, would preferred to go with that Niqaab. Not a single person in our family has ever recommended it for them. They use the little money from saving to buy that Niqaab themselves. Down in my mind, i would say , something that's not compulsory onto you, why the worry. But they chose to do it that way. I have no choice to but to keep mum.
In essence, the notion that they were forced is a Western stereotyping that has eaten deep into minds of their kinds. They said the same to common hijab and caps that men wears


(2) Veil in general: Saying that children should be allowed to enjoy their childhood without the veils. You think a child that's never been used to the veil would automatically be using the veils at adulthood? If you think it's yes, then you are day dreaming.
At childhood, they're enjoyed to dress accordingly, with or without the veil, to some extent, there could be free mixing, so far it's childhood. Nothing wrong with that. But encouraging them at young age will be the stepping stones for them to dress modestly when they grow up. Veil must not necessarily be the Hijab or Niqaab. Any dressing that covers woman's body appropriately, without showing her body's figure is also a veil. It should no lt be transparent as well.

With this INEC can have a lot of money without expecting from the govt.

Lastly! About appointment as INEC chairman, that shouldn't be done by the president or anybody. Since it's already known that it's University professors/Dons that are designated the job. Then let them have association of University Dons that will be voting for who will become the chairman of INEC devoid of the government influence.
And the tenure of each INEC chairman shouldn't last more than 4yrs.
