Last three years Tax Clearance does not necessarily reflect your wealth. It's possible all Jet hire, accommodation, lifestyle are paid for directly by his businesses and not from his personal pockets.

He can declare he currently earns Zero naira from all these businesses he owns(ploughing back dividends to the companies instead of withdrawing the dividends) and thus 60m naira might be income or interests he is accessing in the past three years while his lifestyle and donations are from his companies. Company tax is different from Personal income Tax.
