Manchester United striker Wayne Rooney has been named the new England captain by manager Roy Hodgson. The Minister made the call during the 6th Mandatory Continuing Professional Development, MCPD, workshop, organised by ICCON in Abuja, with the theme: ‘Nigeria’s Industrial and Economic Boom: Impact of Local Raw Materials.’ According to him, ICCON has the potential of employment generation, wealth creation and raising citizens’ quality of life through research and manufacturing of finished goods. He noted that the economic development of any nation increased in geometrical proportion with growth in manufacturing from raw materials to finished products. The Central Bank of Nigeria (CBN) yesterday put the cumulative amount of funds disbursed under the Commercial Agriculture Credit Scheme (CACS) since inception at N236.969 billion. The CBN stated this in its Development Finance Department (DFD) report on the activities of the business unit as at July. According to the banking sector regulator, the amount was in respect of 313 projects. The CACS was established to finance large ticket projects along the agricultural value chain. The scheme is being administered at a single digit rate of nine per cent to beneficiaries for a period of seven years, which has been extended to 2025. The balance on CACS fund as at end of July was N0.169 billion, while balance on CACS repayment account as at end July, 2014 was N3.662 billion. "No bank was sanctioned for infraction on the CACS guidelines during the month. However, the total penalty charged for infractions, stood at N1.242 billion from inception in 2009 to July, 2014," it added. The central bank stated that the fund disbursed through 20 banks made up of N199.831 billion from CACS receivable account for 273 projects and N37.138 billion from CACS repayment account. The report also put funds disbursed under the Nigeria Incentive-based Risk Sharing System for Agricultural Lending (NIRSAL) as at July 2014 at N29.064 billion. This, the central bank explained in respect of 158 projects. The NIRSAL is a mechanism designed to provide farmers with affordable financial products and reduce the risk of exposure of financial institutions that lend to the sector. It is also expected to build the capacities of banks to lend to agriculture as well as provide incentives for those that are financing the sector. According to the report, no Credit Risk Guarantee (CRG) was issued during the month. Furthermore, it stated that cumulatively, 46 CRG cover valued N16.280 billion were issued from inception to date. In addition, it showed that the central bank organised a stakeholders' meeting between Bankers, Cocoa Farmers Association of Nigeria (CFAN) and off- takers (Armajaro, Yero International, Olam, etc) at Akure in the month under review, to anchor financing relationship between the lenders, borrowers and off- takers. Commenting on the challenges faced during the period, report noted the validity of information provided by counter parties for credit risk guarantee, low public awareness and poor perception of NIRSAL, amongst others. Chairman of the Economic and Financial Crimes Commission, Mr Ibrahim Lamorde, said on Monday that women’s involvement in organised financial crime in the country had been statistically low, the News Agency of Nigeria reports. Lamorde said this in Abuja when he declared open a one-day “Anti- corruption Sensitisation Workshop for Women Civil Society and Community- Based Groups’’ in the North Central zone. Represented by the EFCC’s Director, Planning and Statistics, Dr. David Tukura, the chairman also said that research had shown that fewer women than men were involved in corrupt practices in the country. He said, “We have done a gender analysis on crimes; in the area of advanced fee fraud, economic governance, money laundry, and all the others. “When we did the gender analysis, we found out that men were tops. The index showed ninety something per cent, while women’s participation is as low as less than five per cent. “So, we find that the number of women who are actually involved in economic and financial crimes are low and we can prove that statistically from our own work.’’ Lamorde, therefore, urged women to key into the fight against corruption and financial crimes in the country. He said, “We all agreed that corruption undermines human development and democracy, corruption reduces public revenue, often resulting in lower levels of spending on education, healthcare and other social services. “Women are more vulnerable to the impact of corruption than men.’’ Lamorde said participants drawn from the conclusion of the various zonal workshops were expected to form a core platform known as “Women Anti- corruption Network’’. He said that through such platform the commission and other stakeholders could interface with the public on the issue of gender and corruption. AUGUST 13, 2014 BY ADEYEMI ADETUNJI It has become the norm, never to expect military intervention in Nigeria again. Thankfully, therefore, politics and politicians become serious issues for all to ponder over. What exactly does politics mean? More narrowly, it refers to achieving and exercising positions of governance — organised control over a human community, particularly a state. Furthermore, politics is the study or practice of the distribution of power and resources within a given community (a hierarchically organised population) as well as the interrelationship(s) between communities. (Source, Wikipedia). The phrase, “politics is too serious to be left to politicians” comes to play, (Charles De Gaulle, Dwight Eisenhower at different times uttered these words). However, can this phrase be true in Nigeria? Can Nigeria be an exception to this oft-quoted and proven phrase? We, citizens of this great land, cannot all be politicians. Since pre-independence days, a class of people…politicians have emerged. Unfortunately, their development, in terms of maturity, knowhow, rigour of thought, has for reasons of our collective history been truncated several times. The longest period of civilian rule is what we are experiencing presently. 1999 to date; 15 years and counting. To several democracies, this is a child’s play, to us in Nigeria, it’s phenomenal. Thus, it is time to examine the political class and see if they are going to take us to the Promised Land. This Promised Land scenario being where Nigeria ought to be. The challenge? For as many Nigerians as there are, this concept of Promised Land is as many and varied. Maybe, all politicians should sign up to a common idea of the Promised Land, routes to it would differ based on political persuasions, but we would all know where we are heading for. Unfortunately, it seems this concept of the Promised Land is what is missing in our political journey. What do we, as Nigerians want? A few examples that have been a cause for discourse in the recent past would be used. Free education? Certainly not, as many Nigerians do not think this is necessary. Freedom of association? This certainly seems to be one point that we all agree with. Freedom of religion? This we do not seem to agree with, though we pay lip service to it. Evidence? Several of us, would not countenance the existence of a place of worship of another religion/ faith in our communities and or towns. That we have not thought about it this way, shows our disdain for facts. Electricity, we do not all consider this to be a required tool for existence in the 21st century. Evidence? We have put up with lack of, absence of and inability to provide electric power to all, that it would seem to be a favour when electricity is available. Nigerians to reside anywhere they wish to within Nigeria. It would seem that this concept is alien to us. Evidence? The news is replete with stories of certain citizens, maybe based on religion or origins (within Nigeria, unfortunately) being asked to leave where they are domicilled for “home” wherever that is! Health, we do not all believe access to health is a necessity for all Nigerians. Evidence? Lack of health care facilities in every nook and cranny of this land. Access to nutritious food year round, we pay lip service to this, or else, why do we perennially have absence of staple food at certain times during the year? This shows up in our lack of food security, a prime concern to this writer. Respect for the Nigerian citizen? This, is the most important and on which the challenges of lack of development to date hinge. Evidence? A concept rightly or wrongly of a master servant relationship between office holders and the governed. Indeed, in the view of this writer, the major challenge of Nigeria and democracy is the view of the office holders being BOSSES, and the ruled being EMPLOYEES! I refrain from using MASTER and SERVANT because of a few office holders who are truly humble, but, by and large most, office holders regard themselves as RULERS. Is it the existence of royalty in Nigeria that has given rise to this? Or, the long incursion of the military in our leadership positions? An Indian friend tells this writer, that right after independence in 1947 in India, it was decided to do away with the Raj system. Raj system is equivalent to our royalty – Obas, Obis, Amanyenabos and Emirs. All positions of rulership in India have since been by election, not birthright. Should the office holder who is not by birthright, royalty, emulate royalty? Will we ever see in Nigeria a phenomenon like in the USA, where the President addresses citizens as Sir/Ma? Will we ever see in Nigeria where law enforcement agents address citizens as Sir/Ma? Respect is one item we do not earn as Nigerians from our government officials. Instead, it is an attitude of lords and serfs that we have as the governed from the office holders. Is it then time for an attitudinal change? Might this affect all forms of governance in Nigeria? Would it usher in peace and plenty or chaos and want? Do we have the courage to try? What would be the benefit to us as a people for this paradigm shift? It is this writer’s contention that the reason for our lack of development, when considered against where Nigeria ought to be, given our God given resources- human and non human, is the lack of respect for the Nigerian citizen by political office holders and seekers. It is when we the people insist that both office holders and seekers realise they are not, and can never be royalty that the required paradigm shift to make respect for the citizens front and centre of all office holders/seekers thoughts and actions that positive change will happen. Disdain for the citizen results in the lack of provision of amenities- social, education, health and other life enhancing ones. This also permits (in the 21st century ) use of anomalies of tribe, state of origin etc. to obstruct collective efforts in improving the lot of the Nigerian citizen. Or, how do we position the origin and not the capability of an office holder/seeker as the prime determinant of if s/he can even offer to serve? Once respect for the citizen is enshrined in both our conscious and unconscious thoughts and actions, a wholesome approach to making Nigeria a better place to live in becomes the norm. Can we trust our political class to appreciate this? Is indeed politics too serious a business to leave to politicians? The answer from this writer’s perspective is no, if in this day and age, after 100 years of the formation of Nigeria, we are still saddled with “teething problems of nationhood”. If we are still grappling with mundane issues of religious plurality, tribal persuasions, settler/indigene issues, entry into institutions of learning on basis of origin and not merit, still looking at options of making life more abundant for the citizens from the perspective of poverty alleviation, and not wealth creation. AUGUST 13, 2014 BY ADELANI ADEPEGBA, ABUJA As part of measures to curb the proliferation of small arms, light weapons and other explosive materials in the country, the Acting Inspector- General of Police, Suleiman Abba, has ordered immediate establishment of Tactical Operation Points in select states of the North-East and North-West. The points which would be manned by police officers who have received adequate training in tactical operation and counter-terrorism, will be established in strategic locations, including highways in Kano, Jigawa, Sokoto, Kebbi, Zamfara, Bauchi, Gombe and Taraba states. A statement by the Force Public Relations Officer, Frank Mba, in Abuja on Wednesday, said the IG had charged all Assistant Inspectors-General of Police in charge of the zones and Commissioners of Police in charge of the affected states to ensure close supervision and constant “re-skilling” of the personnel performing the special operation. It said, “As part of strategic measures lined up to contain the illegal movement of small arms and light weapons and other explosive materials, the Acting Inspector-General of Police, Suleiman Abba, has ordered immediate establishment of Tactical Operation Points in select states of the North East and North West. “These points which will be manned by Policemen who have received adequate training in tactical operation and counter-terrorism will be established in various strategic locations, including highways in Kano, Jigawa, Sokoto, Kebbi, Zamfara, Bauchi, Gombe and Taraba states.” It said the IG was optimistic that the latest measure would enable the Police to halt further spread of violence in the land and frustrate the activities of insurgents and other criminals, adding that the Force remained determined to track and stop illegal arms trade and arrest the unchallenged movement of explosive materials by hoodlums and other unpatriotic elements. By EVELYN USMAN LAGOS — The Lagos State Police Command has arrested a 46-year-old man who masquerades as an Assistant Commissioner of Police. He was arrested in connection with the recovery of two stolen cars found in his possession. The suspect, a father of five, identified as Alexander Abiodun was arrested in Ijoko area of Ogun State following a confessional statement of an arrested robbery suspect. The robbery suspect identified as Gabriel Asaolu, who was discovered to be a pastor of an undisclosed church in Ogun State, was alleged to have stolen exotic cars from Ogun and Lagos states. During interrogation, Asaolu reportedly mentioned Abiodun as one of the receivers, which made the Lagos State Commissioner of Police, Umar Manko, to direct operatives of the Special Anti- Robbery Squad, SARS, to go after him. Police sources said when the operatives stormed Abiodun’s home at 29, Okegbale Street, in Ijoko, Ogun State, one of the stolen cars, a Toyota Avalon, was recovered. Also recovered in his apartment were Police uniforms with the rank of an Assistant Commissioner of Police and Deputy Superintendent of Police. Police sources said: “When asked if he was a policeman, he shook his head. Also, an unregistered Acura Legend car suspected to have been stolen, was found in his residence. During an earlier interrogation, Asaolu confessed that he sold two stolen vehicles— a Mitsubuishi Montero SUV and a Toyota Avalon car— to Abiodun. But only one of the vehicles was found in Abiodun’s residence while the other was said to have been involved in an accident in Ondo State. "I used Police uniform to smuggle cars from Benin Republic" —Suspect During interrogation, Abiodun said he did not belong to any robbery gang but that he only used the police uniform to smuggle cars from Benin Republic. According to him, “I got the uniform from a friend named Segun and I used it to smuggle cars from Benin Republic because I am a car dealer. “All I do whenever I am going to get cars from Cotonou is to hang the ACP uniform in the car. That way, Customs officers, policemen and other security agents would not disturb me along the border because they would assume I am a senior Police officer. “I knew Gabriel about four years ago as a Pastor of a church in Oke-Aro, Ogun State,where I had gone for a revival programme. “During a chat with him, he told me he was also a car dealer and would be supplying cars to me at cheaper rate. “In August 2011, he called to say he had some cars for sale and sold a Toyota Avalon car for N750,000. That was the only car I bought from him and I never knew he was a robber.” Training of private guards The father of five also revealed that apart from using the uniform to smuggle cars, he also used it to train private security guards, with their management staff assuming he was a serving officer. He said: “I have trained several private company guards as policemen. I got all the training idea during discussions with serving security personnel. “This is another way I generate money to take care of my family. Togo Asks CAF to Relocate Match away from Guinea. Togo wants its next month's Africa Cup of Nations game in Guinea to be moved because of fears about the Ebola virus. The match, the responsibility of the Confederation of African Football, is scheduled for 5 or 6 September and is in the first group round of qualifiers. More than 300 people have died from Ebola in Guinea, the origin of the outbreak which is also now centred on neighbouring Liberia and Sierra Leone. "We are scared by the situation," the Togo Football Federation (TFF) officials said yesterday. The TFF said it would follow advice from its government, which would likely prevent the party travelling to Guinea. In recent weeks, countries around the world have advised their citizens not to travel to the affected countries and on Friday the World Health Organization (WHO) said the spread of the virus was a global health emergency. Nations Cup qualifiers involving Sierra Leone are already under scrutiny after the country said it would not host any football matches until further notice because of Ebola. BBC Sport learnt that Sierra Leone wants to play its home matches in Ghana and has made a request to the country's football association. Ghana FA Spokesman, Ibrahim Sane, told BBC Sport: "We have asked the Sierra Leone Football Association to use the government to contact our foreign ministry and ministry of health for clearances." The Confederation of African Football (CAF) has yet to rule on requests from Togo and Sierra Leone to move qualifying games away from Ebola- affected areas. Even away games involving the Sierra Leone and Guinea teams could be problematic after the Seychelles prevented the Sierra Leone squad from entering its country last month because of fears they could bring in the virus, which has a mortality rate of around 60 per cent. After Seychelles authorities refused to let the Sierra Leone party in, the Seychelles Football Federation was forced to forfeit the game and its place in qualifying. Sierra Leone are due to play Ivory Coast and Cameroun, as well as Congo, in the last round of qualifying, which runs from early September to mid-November. Ajao refused to sign the election results form given to agents at the INEC office. The party spokesman faulted the process of the election, saying some of the figures published were unacceptable. He said the party had earlier written a petition to INEC, complaining about the election process in some units. He said, “I cannot sign. We cannot accept the outcome of the election. My principal, Iyiola Omisore, knows the next line of action. We will decide what to do. We have earlier written a petition to INEC to establish our complaints.” |

A statement on Chelsea's official website said: "Sunday's game at Stamford Bridge has been postponed following consultation with the Police and the local authority. "There has been heavy snow in London on Saturday. "Should customers require a refund they can send the tickets back to the box office with credit card details and they will be cancelled. Customers are advised to send tickets back by Royal Mail special delivery in order for the tickets to arrive safely. Any tickets that do not arrive cannot be refunded. The problem we are facing in this country as regards leadership is because we don't have a democratically elected leader. Enough is enough of zoning system. Am not a supporter of any candidate but i just took the stand that zoning as failed us in this country and we don't want it again. |
