A miracle isn't commanded of God. He does it if he wishes and he won't if he doesn't.

A better illustration;
I am thirsty. So, I pray to God to please give me water. Then, I slept off and wake up to find water beside me. That's a miracle.

I am thirsty. Then, I say "I am thirsty and I command water to appear before me". The water appears and I drink. That's magic. Why? I must have commanded a jinn(gnome) to bring the water because God isn't to be commanded.
