Before the mid 1980’s the city of Abuja was a casual geographical area in Nigeria that served as a home to its mainly indigenous Gbagi citizens popularly known as the gwari tribe and a few migrants who chose to settle in the area at the time. Like a newly born baby, I have watched the city of Abuja grow from just another random city in Nigeria into one of the fastest developing capital cities in the world today.

Nigeria’s heterogeneous political and religious status quo created a need to situate the capital city in an area seen as neutral by the whole country. The ground-breaking ceremony was done in the late 70’s but most of the major projects were completed in the late 80’s and was officially declared as Nigeria’s capital in 91.

Evolving through stages, Abuja has developed from a dessert land of gwari settlers to Nigeria’s metropolitan city and Africa’s fastest developing city.

From empty lands to properly constructed roads, and as the government erected more infrastructure, the city took shape bit by bit. The initial master plan for the FCT was put together by the International Planning Associates, IPA. Interestingly, the various leaders who in one way or the other contributed to the completion of Abuja project all ruled during military era.

Federal Ministries, Departments, Agencies, MDA’s and embassies either moved their headquarters or opened a liaison office in Abuja. Workers and civil servants migrated to Abuja and multiple mass housing projects were built for civil servants and the rising influx of people. Employment opportunities increased in the public sector, and there was an expectation of the “private-sector-boom” to follow suite and it did. Abuja became the next place to migrate to for Nigerians after Lagos.

Although it is still one of the best cities in the country and arguably the continent as regards city planning and infrastructure development has deteriorated enormously over the years.

I remember moving to Abuja in 97 as a child; It was an experience I had longed and waited forever since the day my dad came back home with the news of his transfer to the new capital. I would wake up every day and ask quite impatiently – “daddy when are we leaving for Abuja now?” Until the day, my dad said we were leaving in two days. Finally, it happened! We were on our way to this new city.

It was very overwhelming for me and I fell in love with the city and have been here for 18 years. It was the first big city I ever visited, as I had never been to Lagos at the time, and our driver, Thomas, made sure he took us on a tour to all the “famous” places; the boat house, the ship house, eagle square, Aso rock, national park and zoo, Sheraton etc.

The feeling I got from Abuja at the time, even as a child was one of appreciation for the structures, clean roads, functioning street lights etc.

The city was evenly populated at a time, but over the years, people have migrated in high numbers and Abuja is gradually becoming over populated.

Abuja today, is a sad shadow of what it used to be. The once adorable city is gradually degenerating and social infrastructure is suffering depreciation, majority of the street and traffic lights don’t work anymore, if we are lucky we get traffic wardens at some junctions commanding traffic on busy weekdays whilst most weekends we get nothing: and road accidents in the city is constantly on the rise especially during weekends. It is almost certain that if one drives through town in the early mornings of a Saturday or Sunday, it is almost certain to see car crashes at severally junctions. Tiny potholes that were abandoned have now eroded into large holes scattered round major and minor roads in the city and like all things Nigerian, lack of management and carelessness has taken its toll on the city.

In 2003, Abuja got one of its finest ministers Mallam Nasir El-rufai, who did his best- amidst opposition and challenges – to clean up the city and put the right things in place. He banned the use of unsafe commuting with bikes popularly known as “okada” in the city and in turn got brand new city buses for each area in the city. These buses were properly managed at the time, they were affordable for the masses, neat, properly labelled at stopped at the appropriate bus stops that were placed around the city.

I remember having summer lessons and using the buses back from school every day and stopping at the bus stop just in front of my street. It was a pleasant experience for me, the buses were neat, everyone had a space and it wouldn’t admit more than the number required so there was no “lapping” unlike the Nigerian commercial buses in different states. Where I lived, there were buses every hour heading to different places and the reliability of the system and the safety of Abuja at the time was as good as awesome. All my classmates took these El-rufai buses as they were called at the time and whenever I remember the glory days of Abuja, that brief moment, were the city felt safe and functioning, that was the glory days.

One might ask, what then happened to the buses? Well, after El-rufai’s ministerial regime, the buses were thoroughly mismanaged and eventually sold to members of the public. Today, they operate the semi dead vans with little or no quality control check because most of them are very tattered, its once clean red colour now dusty brown and rusty metals hanging from the doors that have now refused to close.

It’s easy when you look at these things, to fall into the well-known Nigerian consolation narrative and say “well, nothing lasts in Nigeria”, but sometimes it gets tiring. You want to ask why? Why can’t we have a city that starts well and is run well continuously? Why can’t we have streetlights and traffic lights that ALWAYS work? Why can’t we have safe clean buses and bus stops around the city? Why must all things Nigerian die prematurely? Why?

Suite is a Port Harcourt based accounting software platform that wants to help African (and particularly Nigerian) startup owners keep tabs on their finances. Launched in November of 2013, 1Suite is a product of Havilah & Hills Innovative Systems Limited and some partners.

Similar to the New Zealand based accounting software company, Xero, 1Suite is completely cloud-based, so there are no special software requirements on the user’s side. Open Shelter
This is a 100 bed temporary facility where homeless women and children are welcomed to and cared for. Every bedding facility here constitutes a mattress, pillow, blanket, bed sheet and power supply is available as well as toilets and bathroom facilities.

Homeless women and children can stay for the night or for a maximum of 30 days. They will be provided with a bed and a meal a day. The shelter is open daily from the hours of 6:00pm and closed at 9:00am.

The Thrift Store provides clothing for homeless women and children in need and also supports the foundation’s funding. Donations from individuals, partners and organizations will be retailed at minimal prices to the public.

It is one way the community can support the Elfreeda Foundation and we are giving a fair value in return.

After obtaining a First Class degree in Mechanical Engineering degree from the University of Nigeria, Nsukka in 2010, Isaac Nwokocha tried his hands out on entrepreneurship; he co-founded two startups, including real-time road traffic web app, TrafficDey.

Dr. Anikwe Ferdinand Ikechukwu: CBAAC

Dr. Anikwe Ferdinand Ikechukwu was born on the 15th of February, 1957 in Ihuonyia, Amansiodo Oghe, Ezeagu Local Government Area, Enugu State, Nigeria. He had his Primary Education at Community Primary School, Ihuonyia, Ezeagu Local Government Area of Enugu State between 1964-1972. His Elementary Education was interrupted by the Nigerian Civil War which began in 1967. However, he completed it in 1972 after cessation of hostilities.

His Educational progression continued in 1973 with his admission into Awo-Omamma Comprehensive Secondary School, Orlu, Imo State. He finished his post-primary education in 1977.

Between 1981 and 1985, Dr. Anikwe attended the prestigious University of Port Harcourt, River State where he bagged his first degree: Bachelor of Science in Political Science Education.

In 1995, he earned a Master degree in Public Administration in Enugu State University of Science and Technology (ESUT) Enugu State.

He also studies and received another Master in the Peace and Conflict Resolution Studies from the National Open University of Nigeria 201.

Recently, he completed and successfully defended his Doctoral Research in Public Administration at the Ebonyi State University, Abakalika, Ebonyi State.

Dr. Ferdinand Anikwe began his career in the Public Service as a Field Assistant, Federal Office of Statistics, Research and Publicity between 1977 and 1981 when he gained admission into University of Port Harcourt.
Among other work experience he acquired. Dr. Anikwe was:

A School Teacher at Baptist Secondary School, Port Harcourt as (NYSC) in 1986-1987.
The President and Founder of Enugu New Breed Multipurpose Cooperative Society Ltd in 1987.
Primarily, as result of trust reposed in him and exemplary leadership, elected as Ezaeagu Local Government Chairman, in Enugu State, He served between 1988 and 1989.
General Manger, Newsman Newspapers 1990 – 1992.
Member, Enugu State Broadcasting Service (ESBS) Board 1992 – 1993.
Director-General, Ministry of Information and Culture, Enugu State – 1993 1994.
Sole Administrator/General Manger, Enugu State Council for Art and Culture – 1994 -2005.
Permanent Secretary, Ministry of Information, Culture and Tourism – 2005 – 2011.
Permanente Secretary, Ministry of Chieftaincy, Enugu State.
At a time accountability was missing in Public Life, as the Chairman of Ezeagu Local Government Council in Enugu State, as a seasoned administrator, he showed exemplary prudence in the management of public funds. He constructed a 10 kilometer road from Akama – Oghe to Aguobu Owa in Enugu State with N720,000 grant by the Federal Government.

As a prolific and versatile manger of culture and heritage, Dr. Anikwe organized, nurtured and directed the Enugu State Cultural Troupe.

He presented the most spectacular masquerade at the National Cultural Festival at Abuja in 2004.
The Association of Enugu State Development Unions in recognition of Dr. Ferdinand Anikwe’s enviable strides and achievement awarded him the Most Outstanding Civil Service of the Year 2014.

He also received the Special Recognition Award from the Nigerian Institute of Public Relations for his industry and outstanding contributions which has impacted positively on Nigeria’s Reputation.

The Oghe Social Development Association (Woman’s Wing) Abuja, also gave him a special recognition in appreciation of his total commitment to human Development, November2014.

Barely, three months into his appointment, he successfully organized in November 2014 the Centre for Black and African Arts and Civilization International Cultural Festival/Colloquium, a Mini FESTAC that for the time brought together stars of the Nigeria Nollywood Film Industry.

Dr. Anikwe, an ebullient personality and workaholic, with his strong administrative capability and experience in heritage and culture management has been entrusted by his recent appointment as the Director-General of the Centre for Black and African Arts and Civilization (CBAAC), a parastatal of the Federal Ministry of Tourism Culture and National Orientation to public promote interest in the understanding and appreciation of African Arts, Culture and Civilization.

His acumen is not restricted to public administration alone, his natural endowment and multi-talents extend into publishing. He has to his credit publications that continue to shape understanding and appreciation of African Culture and defines Nigeria’s path to growth and development. Among several, his recent intellectual testaments include:

“Public Sector Management in Oghe: A Historical Survey” in Oghe Writers’ Journal published in 2013.
“Amansiodo Oil Field” in Oghe Writers’ Journal published in 2014; and
“Oghe and Her Neighbours: in Oghe Writers’ Journal published in 2015.
He edited Okenga Magazine (between 1995 and 1996) and Quotable Quotes of Nnamdi Azikiwe (1996). He is the author of numerous titles that include Monumental Art Expression as Root to Nigeria Independence, (2009), The Church and the New Yam Festival (2012) and the Royalty Magazine Series.

At the 4th Pan African Cultural Congress (PACC4) held in Johannesburg, South Africa, he was unanimously elected by delegates as the President of PACC4 Bureau. He is to hold the office till 2918.

Dr. Ferdinand Anikwe is happily married with Children to Lady Dr. Rose Anikwe.



CBAAC: Strategic Master Plan:
General Introduction

The Centre for Black and African Arts and Civilization (CBAAC) was established by Decree 69 of 1979 following the successful and epoch-making hosting of the 2nd World Black and African Festival of Arts and Culture (FESTAC '77). The Centre houses all the materials which constitute the core collections, artifacts, and rare cultural items that were used during FESTAC '77. The decision to handover these materials to Nigeria Was to reinforce and build upon the gains of the historic festival. It was in fact in fulfilment of Nigeria 's pledge to keep the materials in trust for the 59 Black and African countries and communities which participated in the Festival that gave impetus for the establishment of the Centre.

To achieve its set goals, the Centre holds seminars, workshops, public lectures, exhibitions and symposia. The Centre engages in other activities which project the overall image of Black and African Peoples and enable their cultures to be appreciated globally. Through its numerous programmes, the Centre has continued to contribute to the pool of universal knowledge on Black and African Peoples.

Statutorily, the Centre is charged with the responsibility of promoting and propagating Black and African Cultural Heritage in its totality. The strategic mandate of the Centre, and the key role it has been playing in making Nigeria the arrowhead in the presentation, promotion and propagation of African cultural heritage informed the decision (vide government white paper on the report of the Presidential Panel on the Review, Harmonization and Rationalization of Federal Parastatals, Institutions, and Agencies in 2000) to upgrade CBAAC to an African. Heritage Center .

The functions of the Centre are clearly spelt out in section 4 of Decree No. 69 of 1979 establishing the Centre as follows:

4.(1) The Centre shall be a multi-dimensional institution and shall, subject to this Decree, have responsibility for the promotion of public interest in Black and Africans Arts and Civilization and for the preservation of such creative work of value.

(a) of each participating country during the Second World Black and African Festival of Arts and Cultures 1977 (hereinafter in this Decree referred to as "the 1977 festival"wink or similar cultural manifestations; or

(b) of any other country or individual where such creative work has emanated from or pertains to the 1977 Festival or similar cultural manifestations, donated to the Centre either directly or through the International Festival Committee of the 1977 Festival or hereafter donated to the Centre by any person or organization.

(2) In pursuance of sub-section (1) of this section, it shall be the duty of the Centre­

(a) to locate, identify, and assemble for better preservation all recorded matter, published materials and museum artifacts relating to the-1977 Festival and to prepare an inventory of these works;

(b) to promote understanding and appreciation of Black and African arts and cultures by involving the general public in its activities through lectures, discussions, symposia, exhibitions, performances and demonstrations of arts and crafts; ­ (C) to acquire from zonal secretaries of the 1977 Festival/and any other source, creative records relating to past and future world, regional or national festivals of arts and culture of relevance to Black and African arts and civilization;

(d) to produce guides, catalogues, bibliographies, abstracts and indices to facilitate the use of the materials preserved at the Centre;

(e) to make the facilities of the Centre available to members of the public on such terms as the Board may, with the approval of the commissioner, determine;

(f) to organize' exhibitions, displays and such other manifestations as are calculated to achieve the objectives of the Centre;

(g) to make appropriate arrangements for the exchange either by way of lending or gift of materials held at the Centre;

(h) to supplement the materials held at the Centre by acquiring copies of materials relating to past and future, world, regional or national festivals of arts and cultures of relevance to Black and African arts and civilization;

(i) to safeguard the property of the Centre; and

(j) to provide such services as are usually provided by cultural resource Centres.

Current Major Projects of the Centre:
CBAAC has the potentials to achieve more in the area of its statutory mandate and to actually become the leading agency aQd the arrowhead for the promotion, preservation and presentation of the Cultural Heritage of Black and African Peoples. Its potentials to achieve its set goals can only be fully realised if it is adequately funded. Based on the foregoing, the under listed projects and programmes have been articulated.

i. Digitalization of the Centre's resources to ensure that the Arts and Cultures of the Black and African Peoples are integrated into the process of globalisation. This can be achieved in liaison with other related cultural agencies in Africa .

ii. International Exhibition in Nigeria on Indigenous African Architectural Technology to project African Values

iii. Afro Centric Research Projects on:

(a) Cultural Imperialism

(b) Strategies and Challenges for African development

(c) Traditional Medicine

These projects will be executed in stages.

iv. Funding of the DNA Project as a tool of identity building and the promotion of understanding among Africans at home and in the Diaspora. This should eventually lead to the acquisition of dual citizenship by the Africans in Diaspora

That’s the challenge we are facing now; some jumped into the business without proper foundation and legal backings and so the result is inevitable. Some want to tarnish the image of our business. What we are doing here in Enugu for instance is different from what every other person or company is doing. Before we started, we looked at the laws guiding such business and we tried to have enough legal backing to give our business a solid foundation. What is the legal backing you are talking about? It’s about licensing. We are backed up by the law which permits us to lend out money and to collect interest. And as the company continued to grow we decided to go into banking which led to the establishment of KSLEY Mega Micro Finance Bank. It all points to the fact that the company is doing well and we are progressing. Soon you will start hearing of KSLEY Mega University which is going to be launched very soon. So when you see a company that has direction and the sincerity is there, the company must grow. But when people jump into a business they know nothing about, they are bound to fail. Are you up to date with your payments? Sure. As I speak to you today we live up to our commitments with our business friends. Recently, we upgraded to banking and the procedure with regards to opening account, meeting up with CBN rules and regulations, created minor short term bottlenecks. But very soon we will have our final license. We do not owe anybody and we cannot owe because we are disciplined in what we are doing and we are following the rules strictly. This business is about trading, financial discipline and building trust. We had our annual stakeholder’s conference with our business friends in February, and we told them what to expect during the year. So we engage people who are involved in what we are doing; we maintain our business promises as discussed. I don’t see any problem or anybody complaining except people who are trying to pull others down because they are envious. How has your company contributed to the development of the economy? It may interest you to know that in less than five years of our existence our company has over 1000 employees, but it’s unfortunate that nobody has ever commended us for our efforts towards creating employment. Also, we have been working hard to improve the economy by encouraging young entrepreneurs and granting them funds to do business; and we are committed to it. But when somebody wakes up one morning and starts trying to beat the queue, it doesn’t work in this line of business. You must follow the law and operate within the specifications of the law. So when you have a direction and you are working hard to actualize it some people will try to pull you down; that’s what we are suffering but we are not deterred. That’s why I call on the government to come to our aid, to assist us to create jobs. What is the secret of your outstanding success while others are folding? It is not by magic because in the first place we are not a wonder bank. We are genuinely in business. We started with lending and we are progressing and diversifying. We are still employing and as others are going under we are building more business empires; we are also building a new university; these things are verifiable. So we are not on the same plane with the wonder banks. Our integrity, sincerity and trust we have built over the years are the things that are sustaining us. What back-up do you have in case of an emergency? There is no banking without capitalization; that is primary. The edge of our sustainability is our ability to assess and determine the ability of our customer to pay back the loan. It is foolhardy to give loan to persons who has no capacity of paying back. Such loan is money thrown away; in our line of business the primary determinant is ability of the customer to return the loan. How are you coping with the recession? The recession in the country is really affecting every business but as you know some other businesses are thriving despite the recession. The magic is managerial ability and ability to adapt.

The Chief Executive Officer (CEO) Artsterix, an Enugu-based outdoor advertising firm, Sir Soloo Akugha, has identified the inability to raise loans for Outdoor Advertising projects, over the Nigerian Federal Government regulations and vandalisation of structures by ‘area boys’ which is now becoming a major challenge to advertising.
He said the crisis of government regulation in terms of rates is also forcing advertising firms to explore other options like the internet.

Akugha, expressed optimism, saying the fortune of outdoor business would improve for the better in future.
He described digital bill board as the new trend in outdoor advertising, which has elevated the sector. He noted that though digital bill board is quite expensive, it has added to the outdoor clienteles. Akugha said the association has a lot to do in engaging various governments in harmonising rates, such that regulatory bodies do not charge advertising firms arbitrary rates. He noted that outdoor operators should not be dragged into political campaign crises as witnessed by some agencies during the last general elections.
“Outdoor advertising is much cheaper compared to other platforms of advertising that are time bound. In fact, there is no reason to compare because most target audience of other platforms is limited, whereas outdoor reaches both target and unintended target audience,” he said of the state of the sector in Enugu State. He however noted that demand for outdoor advertising in Enugu State is okay, but that there are no big company advertisers. “There are short term advertisers,” he added.
According to him, outdoor advertising in Enugu State is not doing fairly well, but that producers of goods and services don’t find the need to advertise ‘’because they claim they have a ready market’’.
Lagos sets the pace in production and packaging. And the industry here is following closely to Lagos which is the hub. I will not rate it wonderfully, but we are not doing badly,” he added.

The Nigeria International Debt Fund is a distinct investment product, originally created as a closed-ended fund in 1997 and was restructured in 2010 to an open-ended fund.

The fund has also incorporated State bonds in its portfolio. The emergence of State bonds is currently gaining popularity as various states aim to fund large projects with targeted issuances.

It secured the approval of the Securities and Exchange Commission (“SEC”) to operate as an open ended fund on 12 February 2009, and commenced operations in March of the same year.

AEF commenced operations as an open ended fund in March 2009. As set out in the Trust Deed, the AEF primarily invests in stocks listed on the Nigerian Stock Exchange (“NSE”) with prospects for short to medium term capital appreciation.

As an active fund, it is permitted to hold up to 90% of its total assets in stocks (mostly blue chip companies) under favourable market conditions, with no more than 10% invested in a single company at any point in time.

The Private Investment Club an investment scheme that pools funds from staff/group of people/friends for investment in preferred asset class(es). It is aimed at encouraging steady investment. When a group of people pool their funds together, their capital sum increases. Hence, their interest rate is subsequently follows this trend.

It grants investors access to professional management irrespective of investment size. The Plan is designed to be open-ended and can be automated.

During the interview that followed a tour of the complex, Miss Chidiebere told the full story about how her dream became a gradual reality. Read the excerpts below:

What Courses do you offer new and old intakes into Didi’s Fashion Academy?

We currently offer training courses in Fashion Design, with intensive training and focus in making Bridals, African Traditional Attires for both men and women, Dinner Dresses and all types of formal and casual Enlish wears. Our students graduate with the ability to partake in any national or international fashion designers competition and excel. They are also trained on how to make dresses to fit all sizes, age and sex of their future customers. Our belief is that at the end of their training programme, they should be competent enough to handle life as an entrepreneur or contribute meaningfully to any formal fashion establishment where they find quality and gainful employment.

What would you say is the objective behind the establishment of your Fashion School?
Our goal is to add value to people who want to start or grow a career in the Fashion, Art and Creative industries by imparting in them invaluable technical skills. The programmes prepare our students for careers in the local and global Creative Industries including Fashion, Art, and Design. With these skills they can start or grow a business as a means of livelihood or as an additional stream of income. In the event that they decide to further their education within or outside the country the skills learned can be used as entry level requirements to higher institutions and they would have been given a strategic leverage and head start that will make them excel. We also believe that beyond the typical white collar jobs, every man or woman should have a skill or learn a trade that they can fall back on at any point in time.

Describe the passion that steered you in starting Didi’s Sinature Fashion House and later Didi’s Fashion Academy:

I grew up as a child with itchy hands, always in love with doing or creating things with my bare hands. In time, I realized I have innate artistic abilities, which found expressions in art works, sculpture, and designs. The prophesy and glamour of that around me was that I will end up studying fine arts, but I disappointed them when I studied marketing. While I was studying marketing I knew I needed a vocation to compliment, and choice of fashion designing came naturally. I took the period of my Industrial attachment to brush up the innate talents. When I returned back to school, I effectively combined my education with fashion designing when I came out from school, while my school mates were still looking for jobs I was already an employer of labour. In no time, the business blossomed to one of the best fashion destination, in Enugu.

What are your current challenges?

The greatest challenge I have is meeting our burgeoning orders from within and outside Nigeria. Many Nigerians who live in diaspora have heard of our work and seen them first hand at international events and ceremonies, so naturally they wish to wear our designer outfits too. My teeming clients and customers often have over time pressured me to open an academy where my skills and expertise could be impacted to the upcoming generation. I harkened to their call, which in turn led to the founding of Didi’s Academy
List of current projects:

We are currently Working on organizing a fashion show and competition to be hosted soon and on a regular basis. I intend to make my academy get worldwide recognition and possibly open up outlets in other cities/countries around the world with special interest in Paris, the fashion headquaters of the world.

On a general note, what would you say are current issues and challenges
in your profession:

What is your guiding principle in all you do?

I am a strong lady that believes that there is nothing impossible once there is life and the will to succeed.

A seasoned Administrator-with over 15 years of choice experience garnered from various position he held in leading concerns in different sectors of the economy and a top flight manager responsible for driving organizational vision and accounts, a journey of over half of his working life.

Asogwa Ikeje Israel started his education pursuit at the Army Children’s school, Port Harcourt, where he had his first school leaving certificate between 1974 and 1979, and proceeded to Federal Government College Port Harcourt in 1979. In 1984, he obtained his Secondary School Certificate. He also acquired an Advanced Level Certificate from the Federal School of Arts and Science in Aba, Abia Sate in 1986.

Before now, he had worked as a Corporate Affairs Manger in 1995 and 2000 at QUANTUM CLASSICS LIMITED, an office he held with high esteem, his working career also saw him through another yet amiable post as the General Manager, SHELTER CONCEPTS Limited between the period of 2000 and 2003, where he rose to the position of Executive Director, Operations in the same organization in 2003.

As if propelled by divine machinery, Asogwa Ikeje Israel, a one time Gubernatorial Aspirant under the platform of People’s Democratic Party (PDP) in Enugu State, in 2006, became member transition Committee, Enugu State, during the period of April 2007 and May 2007.
