You will have to wait for 180 days after which u send the money to a bank account linked to the PayPal. That's the only solution, forget those ignorant answers u are getting, it won't work. U can try and see.

No. It's the payooner account number. You dont need the card. You can even withdraw into Kuda if you have not requested or received the card self.

Kindly download Kuda app on playstore and link your payoneer to Kuda. From Kuda, u can withdraw any amount directly to Kuda and then transfer to your local account.
