On an autumnal Wednesday earlier this month, Alireza, a 37-year-old man jailed for smuggling drugs and sentenced to death in Iran, woke up to what was supposed to be his last day alive. EXECUTED TWICE: Man Survived Execution Will Be Hanged Again Outside his cell in Bojnurd prison, in Iran's northern Khorasan province, the gallows were waiting and the countdown had already begun. Just before sunrise, the guards hooked ropes around his neck and hanged him for possessing a kilo of crystal meth. Exactly 12 minutes later medics pronounced him dead and sent his body for burial. But in the morgue the next day, something unusual caught the eyes of a worker who was preparing the corpse for family collection: steam in the plastic cover he was wrapped in. He was still alive. Now, to the dismay of his family, Iranian judicial authorities are waiting for him to make a full recovery before they hang him again, according to the state-run Jam-e-Jam newspaper, which was first to break the news of Alireza's ordeal. Iran's judiciary has argued that he was sentenced to death, rather than to hanging, and should be re-executed. But human rights activists, already concerned about Iran's high rate of executions, say he should be spared. A nurse told Jam-e-Jam that Alireza's general health was satisfactory and he was making progress day by day. "We couldn't believe he was still alive when we went to collect his body," a relative told the Iranian newspaper. "More than anyone, his two daughters are very happy." Mohmmad Erfan, a judge with Iran's administrative justice court, told Jam-e-Jam: "The sentence issued by the revolutionary court is the death penalty in such circumstances it should be repeated once again." Alireza, whose surname has not been published by the Iranian media to protect his identity, was arrested three years ago for carrying and possessing Shisheh, an Iranian nickname for methamphetamine in the form of crystal, which among many other drugs such as opium is relatively cheap to buy in the Islamic republic. A revolutionary court found him guilty and sentenced him to death. Under Iranian law, convicts should be conscious and relatively healthy before execution - hanging is delayed for people who are pregnant or in a coma. When someone is sentenced to death by stoning in Iran, for instance in adultery cases, if they manage to climb out of the ground after being buried up to the neck or somehow survive the ordeal, their life is spared. As a neighbour of Afghanistan, a leading producer and supplier of the world's drugs, Iran has high rates of drug use, especially among its huge number of young people. {read_more} In order to tackle this, Iranian authorities have launched a campaign, with financial aid from Europe, to crack down on drug smuggling, which has led to an alarming rate of executions in the country. In recent years, Iran has remained among the five countries with the highest rates of executions. China tops the list. In 2012, Iran is known to have executed at least 314 people, according to figures released by Amnesty International, but this number could be far below the true number of executions in the country. Iran says most of the executions are related to drug offences. Since Hassan Rouhani took office in early August as the new president of Iran, at least 125 people have been executed. "While Rouhani was elected on promises of change and human rights reforms, there have been at least 125 executions since his inauguration on 4 August, with dozens of other prisoners sentenced to death or facing imminent execution," said a joint statement issued by the International Campaign for Human Rights in Iran and the Iran Human Rights Documentation Centre. Iran's judiciary is independent from Rouhani's government and its chief is appointed by the country's supreme leader, Ayatollah Ali Khamenei. Amnesty, which has long campaigned for the abolition of the death penalty globally, said the plan to send Alireza to the gallows again was wrong. "I am appalled by the ghastly plan to 're-execute' a man who had been hanged, certified as dead and whose body had been turned over to his family before he revived," Amnesty's Drewery Dyke said. "Drug trafficking is a serious criminal offence and while the authorities need to do their utmost to combat the scourge of drug use in Iran, use of the death penalty is wrong and out of step with international standards. Carrying it out twice on man who somehow managed to survive 12 minutes of hanging, who was certified as dead and whose body was turned over to his family is simply ghastly. A group, the Northern Emancipation Network, has advised President Goodluck Jonathan to reinforce his administration's war against corruption by appointing Hamza Al Mustapha, former Chief Security Officer to late dictator, Sani Abacha, as chairman of the Economic and Financial Crimes Commission, EFCC. The group made the call at a press conference addressed by its Coordinator, Abdul-Azeez Suleiman, who described Mr Al-Mustapha as a 'brave, fearless and honest intelligence officer' capable of taking the administration's corruption war to the desired level. "While we commend Mr President's committed war against corruption, we advise him to reinforce the EFCC with an equally committed and dedicated head like Major Hamza Al-Mustapha who is capable of moving the graft war to the desired level," he said. The group said corrupt politicians particularly the"bankrupt northern political leadership"are already jittery with the release of Mr Al Mustapha from prison after 14 years of incarceration. According to the group, even after going through 14 years of unjust persecution in the hands of these people, Mr Al-Mustapha is not an officer known to harbour vengeance and will therefore carry out the corruption war unbiased without fear or favour. "Driven by a burning desire to reinvent Nigeria and it's battalion of neglected and deprived young people, Al-Mustapha could fearlessly confront the embarrassing official corruption in the country and bring it to its knees," Mr Suleiman said. Mr Al-Mustapha was in charge of the safety of Mr Abacha, reputed as one of Nigeria's most corrupt leaders who stole the country blind, stashing away billions of dollars in foreign accounts. The former CSO was arrested after Mr Abacha's death in 1998, and was recently released after 14 years in jail. Army authorities say he remains in service as a Major. Under the EFCC law, the commission's chairman must be a serving or retired member of any government security or law enforcement agency, and must not be below the rank of Assistant Commissioner of Police or equivalent. Attahiru said "the issue of whether Shekau is alive or dead, I want to reconfirm here that we needed to verify the video released by him. "This verification has to be done by various sources, as there are technical sources that will look at the video to ascertain its authenticity or otherwise. "So, we are still investigating the claim and as soon as we get the information, we will let the public know.'' The Spokesman of the Joint Task Force (JTF) in Borno, Lt.-Col. Saghir Musa, had in a statement in August said Shekau may have died after he sustained serious gunshot wounds in an encounter with the troops on June 30. Musa said "intelligence report available to the JTF revealed that Abubakar Shekau, the most dreaded and wanted Boko Haram terrorist leader may have died.'' However, in a recent video, Shekau claimed to be alive. Meanwhile, the director of army public relations said military operations in the North East had continued to disrupt the terrorists' activities and had denied them the freedom to act. "Fighter jets bombarded the camp while troops launched a ground offensive, which left several terrorists dead," Eli added. On Sunday, heavily armed Boko Haram gunmen attacked an agricultural college in Gujba, killing 40 students as they slept in their dorms. Gujba is roughly 30 kilometres (18 miles) from Yobe's capital of Damaturu. "The whole camp was destroyed in the raid and we are on the trail of fleeing members of the terrorist group," Eli said. The military has previously issued statements following major Boko Haram attacks, boasting of successes which are often difficult to verify. Eli said "15 suspected terrorists" have been arrested around Gujba. The weekend school massacre cast further doubt on the success of an ongoing military campaign, launched in May, which is aimed at crushing the four-year insurgency. Senate President David Mark and the governor of Benue State, Gabriel Suswam have called on religious leaders to intervene in the lingering face-off between the Federal Government and Academic Staff Union of Universities (ASUU) which has resulted in the closure of universities nationwide. Addressing the 2nd plenary session of the Catholic Bishops Conference of Nigeria (CBCN) in Otukpo, Benue State yesterday, Senator Mark said the differences between the federal government and ASUU required spiritual intervention in order to end the unending imbroglio. David Mark lamented the plight of the students who have been kept at home and deprived of a stable school calender because of the on-going ASUU strike. President Goodluck Jonathan declared on Friday that the insurgent group, "Boko Haram, is being progressively weakened'' by the security architecture put in place by the administration. The President stated this at an audience with the outgoing Representative of the Delegation of the European Union to Nigeria and ECOWAS, Mr David Mac Rae. The President said that the measures taken by his administration had resulted in a significant reduction in the occurrence of terrorist attacks in the country. He noted that the federal government would keep on doing everything possible to further enhance security in all parts of the country. "As a government, we are doing everything possible to improve our country on all fronts. "We are consistently adapting our security architecture to deal with terrorism which has become a challenge to the whole world. "Boko Haram is being progressively weakened but we are not resting on our oars. "We will continue to do everything possible to achieve greater security forall who reside within our borders,'' he said. The President said that his administration would continue to do its best to correct negative perceptions about the country such as the notion on widespread insecurity and corruption. He welcomed the declaration by the outgoing ambassador that he had recently travelled to the Niger Delta and some Northern States and found people there going about their normallives and businesses without fear. The authorities of the Defence Headquarters has said it is keeping the activities of Borno Youth Vigilante Group popularly referred to as the civilian JTF in the state under close watch. The military authorities said that the members of the youth group which volunteered to fight the dreaded Boko Haram sect were restricted from going on their own to arrest any suspected member of the sect in any part of the state without the authorisation from security operatives. The Director of Defence Information, Brig. Gen Chris Olukolade, said in a telephone interview with our correspondent on Wednesday, that the security operatives would ensure that the youth whose activities had resulted in the arrest of several Boko Haram members and commanders were given the expected protection. He said while they were not authorised to carry fire arms, they were recognised as allies entitled to protection by security agencies. Olukolade was reacting to the recurrent killings of large number of the members of the vigilance group by the Boko Haram membersin the state. He said, "They (civilian JTF) have been guaranteed of their protection with the fact that they are required to be under the control of the forces on ground. "They are not allowed to go on their own to carry out arrests; they are not permitted to just gather together and say they are going to carry out arrest without the presence of security operatives because they are seen as allies in this campaign. "Much as they are not allowed to carry arms and ammunition, they are entitled to protection." A security source confided in our correspondent that there was concern in security circles about the increase in the number of the members of the youth group who had been killed by the sect members. He said the "proposed additional financing will scale up the project's achievements and strengthen the development effectiveness of the highly performing Fadama III by aligning it more closely with the Agricultural Transformation Agenda (ATA) of the present administration. Minister of Agriculture Dr Adeshida, explained that with 24 million hectares of Fadama land all over the country, it was imperative to optimise the use of these tracts of land, which predecessor, Fadama II was evaluated by the World Bank and found to have improved the beneficiaries income substantially.
