On what basis will the population percentage be determined? Will the 20% be calculated per thousand or million of a state's population? For example, if a state has a population of 500,000, would it only receive 10% of the 20% allocated for population?

Let's assume the 20% they want to share among the population is N20 billion. Then the total population to share the N20 billion is 250,000,000. Now, if a state has 500,000 population as you said, then such state has 0.2% of the total population. Hence, the state will get 0.2% from the N20 billion which is N40 million. Same process applies to "derivation". While "equality" is shared equally without any percentage or whatever.
