The ministries, it's agencies and parastatals are directly under the executive arms of government which the President is the Chief executive officer-in-charge of the executive arm of the government. He can sack and replace within that jurisdiction only. But the president has no power to directly sack or replace within the Legislature and the Judiciary which are the other independent arms of the government.
