Things are judged by the laws and guidelines moderating it, INEC has it's guidelines which requires the state INEC returning officer announcing the election results and not the INEC chairman in Abuja. That's the law and nothing anybody can do about it.

Awarding degrees and Professorship in the universities is the sole decision of the university Senate and not of the VC alone. So please understand how things are done before placing your judgement.
