Date of transfer will be there but date of payment doesn't change at all..

It is common and "official" phenomenon as proved. All top public officials have slots, Senators, Ministers, Rep members, ambassadors etc.

Its a total waste of time applying for public jobs. Only do so if you need to improve your experience in job applications otherwise hangup.
