If 750k is too much for Nigerians, doesn't that indicate that people earn too low in the country? 750k is the average annual income of a minimum wage earner in Nigeria, so imagine working for an entire year and not spending a dime before you can afford to live in a dilapidated apartment like that.

If Ivorians earned the same average income as Nigerians (based on minimum wage structure), do you they'd be able to afford their expensive accommodation as well?
