Sanwo-Olu, Okonkwo Parley ASPAMDA, Trade Fair Market Leaders on Infrastructure Development Lagos State Governor, Mr. Babajide Sanwo-Olu on Thursday, met with market leaders from Alaba, Trade Fair axis in Lagos West senatorial district. The consultative meeting, which was at the instance of the Governor and coordinated by the Managing Director Fidelity Bank, Mr. Nnamdi Okonkwo, lasted for about 90 minutes and it was centered around the State Government’s plans to improve security and upgrade infrastructure around the markets. Speaking to newsmen after the meeting, Gov. Sanwo-Olu said the discussion was aimed at fostering collaboration with the traders and to carry them along in the plans of the Government. The Governor said he was pu satisfied with the conditions under which businesses were conducted in the markets, expressing disappointment over the state of roads and absence of relevant public facilities around markets. In fulfilling his campaign promises to the traders, Sanwo-Olu said his administration was prepared to change the condition by investing in infrastructure that would improve the quality of lives and commercial activities in the area. He said: “We have just finished an interactive meeting with the leaders of various markets around Alaba, ASPAMDA, Trade Fair areas in Lagos West Senatorial District and the discussion was coordinated by our friend in the banking sector, Fidelity Bank. We all agreed that we all have roles to play to address infrastructure and other challenges around the markets. As a government, we are taking up the responsibility to design an all-inclusive model that will improve the economic wellbeing of people around the markets. Once we put infrastructure in place, not only would businesses flourish, employment will also be created.” Aside constructing network of roads surrounding the markets, the Governor said part of the Government’s long-term plans was also to complement the efforts with provision of amenities, including fire stations, clinics, general hospitals and security protections that would aid commercial activities in the markets. Sanwo-Olu said the market leaders agreed to work with the Government on documenting all businesses in their respective jurisdictions, which would facilitate easy payment and collection of tax for developmental purposes. The Governor said: “we had conversations around being socially responsible. So, we will see the traders living up to the expectations in terms of doing what they are meant to be doing to support government in the areas of their taxes, wages and levies. We also want to eliminate multiple taxations; any agency that is not meant to be around the market will be stopped. “We also discussed security issues, and I assured that government would help to improve on the security of lives and properties in the area and the state in general. We will address the menace of Okada riders all around those markets. We will also ensure that the work that is going on around Lagos-Badagry Expressway is well coordinated, so that they can have some relief at various periods of the day, even when construction is going on.” The Governor said the meeting would not be the last in his engagement with the market leaders, pointing out that Chairmen of local councils in which the traders operate would be invited to subsequent discussions before the start of regeneration work across the markets within the senatorial district. Fidelity Bank’s Managing Director, Mr. Nnamdi Okonkwo, hailed Sanwo-Olu for partnering with the market leaders to drive the regeneration programme, saying the Governor understood the importance of engagement in leadership. According to him “Fidelity Bank was one of the first banks to open in the area and we understand their challenges from the extensive engagements we do have with them. We bank most of them and when there are issues we come together to interact and find solutions. This is exactly the approach that Gov. Sanwo-Olu is using today. The Governor has outlined a course of action and we also use our knowledge of their needs and working in collaboration with the government, to come up with a model that will work for all stakeholders. The traders are ready to take this collaboration to the end and make sure they have better market conditions so when they want to pay their taxes, they will pay them happily.” President General of Alaba Amalgamated, Chief Fabian Ezeojika, said the discussion with the Governor and his Deputy was fruitful, promising to mobilise traders to respect the agreement made with the State Government. NIGERIA TO FAST TRACK NPN-OIL EARNINGS International Monetary Fund IMF, has said that for Nigeria to fast track its development the priority should be a comprehensive reform to durably increase non‑oil tax revenue saying that Nigeria uses two-third of its revenue to service debt. Speaking at the ongoing IMF/World Bank Annual Meetings in Washington DC, Mr Vitor Gaspar, Director, Fiscal Affairs Department, Cathy Pattillo, Assistant Director, Fiscal Affairs Department and Paolo Mauro, Deputy Director, Fiscal Affairs Department said that “there are a number of reasons” for Nigeria to focus on non oil tax drive. The IMF officials said “Of course, this will contribute to providing the space for important spending on infrastructure and on human development spending, social spending. And for Nigeria, that is very important. One, because right now, interest payments as a share of tax are very, very high, around a third for overall and two‑thirds for the Federal Government revenue. And that is not because interest payments are particularly high. It is because the denominator is incredibly low. “Nigeria has one of the lowest tax ratios in the world. And it is not because Nigeria does not have big development problems, development challenges. Nigeria also will have a lot of needs then for education and health spending. It has some very low indicators in that area. And with the demographic projections, Nigeria is actually projected to be, by 2050, the third most populous country in the world. So addressing those challenges is really important. For Ghana, similarly, the priority is sustained fiscal adjustment and transparent financing to reduce large financing needs and anchor the debt dynamics. So right now, Ghana is in the process of getting ready for the 2020 budget. And we welcome then that they are committed to the budget deficit of 5 percent. This is going to be an election year in Ghana. So meeting that budget target in 2020 will really send a strong signal to all, including investors, of the government’s commitment to fiscal discipline. For Ethiopia, Ethiopia has challenges relating to debt sustainability, but they have just released a new homegrown economic reform program that we very much welcome. And we are looking forward to working with the authorities on that reform program that will, again, then provide the space for social spending and maintaining good quality infrastructure spending. Finally, on South Africa. In South Africa, there is really a need to move beyond business as usual to boost growth. So there is a need for urgent reforms to stop the decline in per capita GDP and to build jobs. There is also a need to overhaul the power utility ESCOM. And there, really a gradual but sizable consolidation is needed to stabilise debt at lower levels. This would reduce financing costs. In South Africa, the public debt has doubled over the last decade, and it is set to increase over the next 20 years or so on business as usual. So this gradual fiscal consolidation should really prioritise growth‑friendly and inclusive measures. “ African continent is very exposed to the effects of climate change. On the other hand, it is not yet a contributor. When you look at some of the numbers in the Fiscal Monitor, the emissions are not really coming much from Africa. That may be the case later on in this century but not yet. IMF said that “Fiscal policy is at the centre of economic policy debates today. In fact, fiscal policy plays a central role in, for example, managing the synchronised slowdown in the global economy, preparing for downside risks, contributing to financial stability, financing the 2030 Sustainable Development Goals, and, finally, in addressing climate change, which is the topic of the Fiscal Monitor this time. Major economies should be prepared for coordinated action in case of a downturn. Moreover, inflation and inflation expectations are drifting below target, and interest rates are negative in many advanced economies. Sub Saharan Africa Recovery Amid Greater Uncertainty Sub-Saharan Africa’s economic recovery is set to continue, but along two tracks. Overall growth is set to pick up from 3 percent in 2018 to 3.5 percent in 2019, and stabilize at slightly below 4 percent over the medium term, the IMF said in its latest Regional Economic Outlook for Africa. Declining budgets and a less supportive external environment complicate the challenge of finding ways to address human and physical capital investment needs, and create enough jobs to absorb the 20 million new entrants to labor markets each year. “Central to resolving this challenge is building up sufficient resources, enhancing resilience to shocks, and fostering an environment conducive to sustained, high, and inclusive growth,” said Abebe Aemro Selassie of the IMF’s African Department. Economic recovery is set to continue, but duality persists Some 21 countries are expected to sustain growth at 5 percent or more in 2019. The remaining countries, mostly other resource-dependent economies, including the largest (Nigeria and South Africa) are set to face sluggish growth in the near-term. A deterioration in external conditions could slow growth in sub-Saharan Africa Heightened trade tensions along with increased trade policy uncertainty in the United States, slower growth in China, lower commodity prices, and tighter global financial conditions could lower growth in sub-Saharan Africa by 2 percentage points this year. Commodity exporters would be the most affected, as will countries with stronger links to China and global markets, and/or those with large refinancing needs. Weather shocks are creating further pressures on some countries in the region Cyclone Idai, which made landfall in March 2019 in southeast Africa—affecting more than 2.6 million people and decimating physical infrastructure and farmland—illustrates the vulnerability of the region to weather-related disasters. Fiscal adjustment has helped stabilize debt levels but more is still needed in many countries The reduction in current debt ratios in some countries reflects the significant adjustment that has already taken place among oil exporting countries. But stabilizing or lowering debt ratios going forward requires more adjustment, consistent with existing fiscal consolidation plans. Boosting intra-regional trade is an important driver for growth Once completed, the African Continental Free Trade Area agreement (AfCTA) will establish a market of 1.2 billion people with a combined GDP of 2.5 trillion dollars. This accord will significantly boost intra-African trade, particularly if non-tariff bottlenecks to trade are addressed Security-related spending in fragile states and humanitarian assistance, including in host countries, pose further constraints While the incidence and intensity of conflict in recent years is lower than in the 1990s, the region remains prone to conflicts. Again former President Olusegun Obasanjo has taken the Federal Government to the cleaners. Speaking on the state of insecurity in the country, the former president, who addressed a large audience at the President Woodrow Wilson Centre, Washington D.C., the United States (U.S) on the topic: ‘Managing Nigeria’s Diversity Amidst Rising Ethno-religious Tensions’, declared: “Since independence, Nigeria has never been divided as today, not even during the Civil War. This is due to mismanagement of diversity and poor leadership”. He also said during his tenure as civilian president, he never received intelligence reports from the U.S. about the discovery of Nigerians in Al-qaeda terrorist group. Obasanjo was responding to a question from U.S.-based international human rights lawyer, Emmanuel Ogebe. The former president said that he never received any such intelligence about Afghanistan but that he knew Nigerians were massively recruited in Libya and other countries as well. Obasanjo also lamented that Libya is now practically a failed state and “will be a problem to all of us”. He accused the present leadership of President Muhammadu Buhari of hypocrisy, urging Nigerians in the Diaspora not to leave the country alone. “If you stand by, you’re an accomplice to evil”. He also endorsed the call by a fellow panelist and former U.S. Congressman, Frank Wolf, for a U.S. Special Envoy on Nigeria/Lake Chad. He urged leaders not to misuse powers given to them by the people through the ballot. “Maybe Nigeria would not be there today if I had rolled out tanks as I was petitioned to do over the sharia issue. I called the Governor of Katsina State then about the woman to be stoned to death for adultery. He said I should leave it to him. Her death sentence was appealed and it never happened”. On Boko Haram, he declared that when he first inquired from intermediaries about external support for the group in 2011, he was informed that it was just about 10-15% “as much of their funding was local then”. However upon recent inquiry, Obasanjo said he was told “external support for Boko Haram is now 50%”. NLNG spends $30bn on gas plants, infrastructure in Bonny Island – MD THE Nigerian Liquefied Natural Gas Company (NLNG) has invested over 30 billion US dollars (N10.8 trillion) to build gas facilities and other infrastructures in Bonny Island, Rivers, and an official said. Mr Tony Attah, Managing Director of NLNG disclosed this on Sunday at the end of week-long activities marking the company’s 20/30 Anniversary Celebration. The News Agency of Nigeria (NAN) reports that NLNG used the occasion to celebrate its 20 years of operation in Bonny and 30 years of incorporation as a company. The NLNG, Attah said, invested parts of the huge sum to build gas plants, known as Train 1, 2, 3,4, 5 and 6 as well as the ongoing construction of another Train 7 project. “NLNG’s combined scale of investment in Bonny Kingdom is more than 30 billion dollars in assets, making it the most developed community in the Niger Delta. “Our several accomplishments in the kingdom, ranged from our provision of modern road network, potable water and Finima Nature Park to residents of Bonny. “Also, we invested in electricity that perhaps has made Bonny the only community in Nigeria with 99 per cent electricity and a preferred investors and tourist destination,” he said. Attah further said the company has completed construction of Airstrip that could receive more than 60-passenger capacity aircrafts, making it one of the largest airstrip in Africa. He said the company has provided N60.3 billion counterpart funding for the construction of N120.6 billion 34 kilometre Bonny-Bodo road project connecting Bonny Island to rest of the country. “The ongoing road project, which we are co-sponsoring with the Federal Government, is expected to be completed within 48 months, thus triggering development and tourism in the area. “We have also launched the malaria elimination initiative as well as the Bonny Community Health Insurance Programme in conjunction with Rivers State Government to provide affordable healthcare for the people. “The company achieved these milestones due to the cordial and peaceful relationship existing between Bonny and Nigeria LNG in the last 20 years,” he added. NAN reports that the managing director later laid foundation for the reconstruction of Bonny Consulate Building, a historic building once used by slave merchants to transport slaves abroad. The managing director said the building would be equipped with a museum, library, movie hall, radio station, cafe, seminar/exhibition hall, souvenir shop and offices. According to him, the company is poised to making Bonny Kingdom the Dubai of Africa and top business and tourism destination on the continent. Speaking, the Amanyanabo of Bonny Kingdom, King Edward Pepple thanked NLNG for transforming the kingdom and assured the company of peaceful coexistence of residents. “We thank this outstanding company (NLNG) for respecting the soul of this kingdom by positively touching on every aspect of our existence,” he added.
