I don't believe this is coming from the presidency. This is a conclusion that the federal government was never ready to protect lives and property. Are presidents elected " not to be ready to tackle insurgency?. Is it possible the federal government of Nigeria is no longer confident to tackle the insurgency. Will it ever be more " ready" than it presently is? Where is the ceasefire agreement signed between the federal government and the armed group?
The federal government is no longer handling the insurgency with kid's gloves; it is now very evident it is handling it with fetus' gloves. The presidency has reached the height of lassitude by admitting it's lack of responsibility and readiness to tackle security issues.

Abubakar Shekau-GEJThe Federal Government was totally unprepared for the insurgency that has claimed lives, destroyed both public and private property and left thousands displaced in the northeastern part of the country, the Presidency admitted yesterday.


Speaking at the public forum on the impact of President Goodluck Jonathan’s administration on Tuesday in Abuja, the Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, however, warned that the present administration could not be rated only based on the worsening insurgency in Nigeria.
He said: “Somebody wants us to believe that the only testimony of performance of this administration is insecurity, (but) that’s not true. This government was totally unprepared for the insurgency.
“Nobody planned for insurgency. And yet insurgency is a serious problem on its own contain. America with all their power and resources were in Iraq for up to about five or six years with over 400,000 soldiers put on ground yet see Iraq the way it is today”.
Okupe admitted that the abduction of the Chibok school girls by terrorists was a national misfortune even as he stressed that the ceasefire that was purportedly agreed to by the federal government with Boko Haram was at the instance of the sect.
“Yes a ceasefire was announced and it was at the instance of the insurgents. What the President has demonstrated today is that he said that all options are on the table. So when the insurgents call for talk, how can anybody blame the government for that? If it doesn’t work out, that is not the fault of the government. That is actually the nature of the insurgents. Because they are factionalized, their line of command is not clearly defined.
“So this government’s capability and performance cannot solely be represented on the outcome of the insurgency in Nigeria. There is agriculture, education, infrastructure, health, social development and many other component parts”, he said.
The presidential aide further argued that Nigeria had three tiers of government, hence, it would be unfair to only demand dividends of democracy from the federal government only.
“There are three tiers of government – federal, state and local. The federal government only takes 48.5 per cent of the total revenue for the country. The other 48.5 per cent is taken by the states and all the local governments put together.
“But everybody puts their eyes on only that of the federal government and that is wrong. It is right to put their eyes on the federal government, but it is wrong to put their eyes only on the federal government because the share of the money for development and administration is equal. And out of the federal government’s share, about 15 per cent goes to foreign affairs and military, which the states do not bear at all”, he added.

Buhari, Atiku and others have been invited by APC south-south chapter to present their manifestos
Ahead of the primary election of the All Progressives Congress, APC, the South-South zonal chapter of the party has invited all the presidential aspirants on the party’s platform to unveil their plans for the country to its members.Former Head of State, Muhammadu Buhari, former Vice President, Atiku Abubakar, Governors Rabi’u Kwakwaso of Kano State and Rochas Okorocha of Imo State as well as the founder of LEADERSHIP Group, Mr. Sam Nda-Isaiah, were among those invited.
The decision to invite the five presidential hopefuls was taken at a meeting of the Zonal chapter on Sunday in Port Harcourt, the Rivers State capital.
At the meeting were the National Chairman, John Odigie-Oyegun, Deputy National Chairman (South), Segun Oni, Governors Rotimi Amaechi of Rivers State, Adams Oshiomhole of Edo State, former military governor of Ogun State, Sam Ewang, BoT member and Sam Sam Jaja.
Current and former members of the party in the National Assembly from the South-South zone and state party chairmen were also in attendance.
A statement issued by the office of the Zonal Chairman of the APC, Hilliard Eta, on Monday, noted that the aspirants are to appear individually on dates yet to be determined, to the leaders and members of the party in the zone to present their manifestoes.
The statement signed by Bassey Ita, media aide to the zonal chairman, said the meeting resolved that the aspirants would be expected to address key developmental needs of the south-south zone in relation to the party’s six-point manifesto, which was reviewed and adopted last week at the extra ordinary national convention of APC in Abuja.
“At the Port Harcourt meeting on Sunday, the zonal chairman, Prince Eta, had reiterated the commitment of the party to provide a ‘solid base’ for the south-south zone to experience real growth and development anchored on well thought out programme of action that takes into account the peculiarities of the area, so the days of rigmarole over south -south issues will be over as APC provides government at the centre come 2015”,
it stated.
The statement also said the meeting agreed to strategically re-position the party to capture more states in the coming elections.It said the party evolved other strategies germane to elections victory in the south-south states’.
“Based on the ‘roughness’ of the south-south terrain especially as it concerns the antecedent of our major opponent in the elections, the party thought it wise to be different and ahead of that major opponent through effective elections victory strategy that will unfold later”
the statement stressed.

If i may ask, Have you ever traded on Fiverr before? Our system works same. Our platform is buyer-centric. Its all about the buyer being satisfied and that is why before any transaction is carried out, both of you need to be in touch via active communications. The seller need to make sure he satisfies his buyer at all cost. But if the seller is able to prove himsef right, payment goes to him after 72hrs, or maybe other buyers has bought same gig you complained not working and the gig has good rating by other buyers, then certainly the buyer is suspicious and we investigate the issue.

From the administrative end, we can track all transactions and file transffers between buyers and sellers. Even the buyer cannot delete the delivery from his account, the evident of delivery will be so clear/visible in the buyer/seller account. That is why we have the Conflict team, cos we know we are going to encounter a lot of these. This system works in Europe, and we believe it should work here cos we are all working hard together to nod out this scamers from our system.

services are all about customer satisfaction. What if a seller offers me an ebook on how to configure an android to use BB internet subscription, I get it, applied it but it doesn't work. Now it will be my word against the seller's that it didn't work. How will u resolve that ?

Or let's say it worked but I feign it didn't work and I dispute the transaction, do you have a system to check the genuity of customer's satisfaction?

Sure ! We use the escrow payment method of delivering payments to sellers. When a buyer purchases a gig, the payment lives the buyers account, pending purchased gig delivery by the seller, as soon as the buyer confirms delivery and is ok with the purchased gig. he (buyer) will now click the "complete" and "am satisfied" button, only then will payment be released to the seller. Boko Haram denied that they had agreed to a ceasefire in a new video obtained on Friday by AFP, describing the Nigerian government claims as a lie and apparently ruling out future talks.
The group’s leader, Abubakar Shekau, also claimed the 219 schoolgirls kidnapped from the remote northeast town of Chibok, in Borno state, in April had converted to Islam and been married off.
In addition, Shekau said the Islamists were holding a German national, who was kidnapped in Adamawa state, also northeast Nigeria, in July.
The video comes after a surprise Nigerian military and presidency announcement on October 17 that a deal had been reached with the militants to end hostilities.
A senior presidential aide to Goodluck Jonathan also said agreement had been reached to free the schoolgirls, whose abduction sparked global anger and demands for their release.
There was immediate scepticism about both claims because of previous assertions of ceasefires and the identity of the purported Boko Haram envoy at the supposed talks, Danladi Ahmadu.
Violence — and fresh kidnappings — have continued unabated since the announcement, including a triple bombing of a bus station in the northern city of Gombe on Friday that killed at least eight.
Nigeria’s government maintains that talks were ongoing in the Chadian capital, Ndjamena.
But Shekau, speaking in Hausa, dressed in military fatigues and boots with a black turban, and flanked by 15 armed fighters, said: “We have not made ceasefire with anyone…
“We did not negotiate with anyone… It’s a lie. It’s a lie. We will not negotiate. What is our business with negotiation? Allah said we should not.”
He also said he did not know Danladi.
– Kidnapped girls –
There was no indication of when or where the video was shot but it was obtained through the same channels as previous communications from the group.
In it, Shekau mentions the Chibok girls for the first time since a video obtained on May 5, when more than 100 were shown in a rural location dressed in the hijab and reciting verses from the Koran.
Then, the militant leader said many of the girls had converted to Islam but in the latest, he indicated that all of those held had become Muslims.
“Don’t you know the over 200 Chibok schoolgirls have converted to Islam? They have now memorised two chapters of the Koran,” he said.
Shekau previously threatened to sell the girls as slave brides and also suggested that he would be prepared to release them in exchange for Boko Haram prisoners.
In the latest message, he said while laughing: “We have married them off. They are in their marital homes.”
Human Rights Watch said in a report published this week that Boko Haram was holding upwards of 500 women and young girls and that forced marriage was commonplace in the militant camps.
One former hostage said she saw some of the Chibok girls forced to cook and clean for other women and girls who had been chosen for “special treatment because of their beauty”.

Shekau’s claim in the video that they were “holding your German hostage” is the first claim of responsibility for the abduction, which happened on July 16.
The German foreign ministry in Berlin said it did not want to comment when contacted by AFP.
Armed gunmen kidnapped the foreigner, who was said to be a teacher at a government technical training centre in Gombi, about 100 kilometres (62 miles) from the Adamawa state capital Yola.
Suspicion immediately fell on Boko Haram, which has repeatedly attacked schools teaching a so-called Western curriculum, as well as teachers and students.
An offshoot of Boko Haram, Ansaru, has previously claimed the kidnapping of at least eight foreigners in northern Nigeria since 2012 but the group has been largely dormant for more than a year.
The group reportedly broke with Boko Haram to specifically target foreigners instead of Nigerians and executed seven expatriates it seized from Bauchi state in 2013.
