The matter at hand is customs duty, not shipping fee.
The importer pays customs charges to their government, not the other way round.

The issue now is that the evaluation of the import might be incorrect and the duty might need to be re-assessed. The duty on those items should not be more than 20k

In my almost 5 decades, i have never seen any election where a candidate polled about 90% like PO did SE.
That’s disheartening and a sad development for that region. A blatant rigging. The irony is that if the whole of the votes of SE was for a candidate, it doesn’t change anything.
But in the history of this country, the votes in the SE as rigged in the last elections were the most blatant and somewhat pushed the region 35 years behind politically.
