The White House is not a battle front, you are coming to sign an international treaty! When you visit another country and are not dressed appropriately, you have already sown a seed of irritation in your hosts.

If you are having a formal event in your house or offic and someone appears dressed inappropriately, you are already quietly irritated but you may tolerate them but they are on thin ice and you will be less tolerant to any further misbehavior.
