1. Why are fellow unemployed youths Happy that dis recruitment is having K-Leg?
2. Why can't you believe that this exercise was almost 100% credible?
3. If actually they came in through backdoor, how come none of their big shot is speaking for them?
4. Do we want the era of "my oga at d top" to continue?
5. Is it not crystal clear that some public servants who are hell bent on cancelling d recruitment are more corrupt than some politicians?
My fellow youths, its high time u and I stood up for something right to be done in this country. Let's call on d attention of govt to retain our fellow youths who have been employed by NIS so dat God can also give us our own jobs too. God didn't give u this because He has better plans for you. The Economic and Financial Crimes Commission
has reopened investigations into the Nigerian
Immigration Service recruitment tragedy in 2014,
which led to the death of 19 young job seekers,
The PUNCH learnt on Monday.
Operatives of the anti-graft agency on Monday
quizzed the immediate past Comptroller General
of the NIS, Mr. David Paradang, for over seven
hours. Paradang was asked questions about the
N555m said to have been collected from
applicants who participated in the 2014 exercise.
The Senate under David Mark as president had in
2014 probed the tragedy but the report of the
investigative committee did not see the light of
the day before the seventh senate ended.
The PUNCH learnt that the EFCC invited Paradang
to appear before it to provide explanation on how
the money collected from job seekers in March
2014 was spent.
A top operative of the commission told one of our
correspondents on the condition of anonymity
that the NIS under Paradang and those who
played crucial roles in the ill-fated recruitment
only declared N45m as the money collected.
The source said that investigations conducted by
operatives of the commission revealed that the
applicants paid N600m.
It was added that top officials of the Ministry of
Interior and the Civil Defence, Fire, Immigration
and Prison Services Board, only declared N45m
as the amount collected.
Paradang was said to have arrived at the
Idiagbon House headquarters of the EFCC at
Wuse II, Abuja, by 10 am and was taken straight
to the interrogation room for a interrogation
session that lasted seven hours.
As of 5pm when our correspondents filed this
story, Paradang was still responding to questions
from EFCC operatives probing the alleged fraud.
The source said, “Operatives of the commission
are interrogating the former Comptroller General,
Immigration, Mr. David Paradang.
“The man was invited and he came on his own
and he was immediately ushered into the
interrogation room. No, he was not arrested.
“Operatives are interrogating him in relation with
the Immigration recruitment exercise that led to
the death of many innocent Nigerians in 2014.
“The commission is probing the disappearance of
N600m that was received from the applicants.
“There is this report that those who carried out
that exercise declared only N45m out of the
N600m they collected. We want to know where
the remaining N555m is”
The PUNCH also learnt that the EFCC might invite
the immediate past Minister of Interior, Mr. Abba
Moro, and other top officials of the interior
ministry in relation with the issue.
The Head of Media and Publicity of the EFCC,
Mr.Wilson Uwujaren, confirmed to our
correspondent on the telephone that Paradang
was at the EFCC.
“He was invited and he came,” he said and
refused further comments.
Before the May 15, 2014 tragedy, a recruitment
committee headed by S.D Tapgun, the Director/
Secretary of the board, had recommended that
the recruitment exercise be shifted to either the
last weekend in March or second week in April,
2014 for proper arrangement to be made.
The recruitment committee also proposed that
N5m should be budgeted for hiring of ambulances
and buying of water.
At its last meeting held on March 7, 2014, the
committee raised a memo to Moro on its
recommendations, but the memo was ignored.
The 16 members of the committee were drawn
from the CDFIPB, NIS, Ministry of Interior, and
Drexel Tech Nigeria Limited, which managed the
online portal for the recruitment exercise.
The members include Tapgun (CDFIPB); JaeI
Kpatuvvak, Deputy Director (A&P), CDFIPB;
Okhamera A. I., Asst. Director (Admin), CDFIPB;
Bello Torankawa, Asst. Director (A&P), CDFIPB;
Hamid AbduII-Iamid, Asst. Director (IMM),
CDFIPB; Aduku, M. M., Asst. Director (D&GP),
CDFIPB; and Oyedeji, T.V., CIS (APU) , NIS.
Others are Abubakar A. A., Interior ministry;
Chukwu O. C., Rep. Asst. Director (F&A), CDFIPB;
I. M. Makama, LA, CDFIPB; Nasiru Yusuf, ICT
Unit, CDFIPB; . Shehu Mohammed, Deputy
Director (D &GP), CDFIPB; Mukah O. S., Chief
Admin. Officer (FFS); Theodore Maiyaki, Drexei
Tech.; Wiiiiam Butau, Drexel Tech; and Abioye
Bankole, Drexei Tech.
The committee budgeted Nll2,38l, 200 for the
exercise to cover Duty Tour Allowance for
immigration officials, cost of radio and television
announcements, cost of setting examination
questions, cost of digital printing machine,
marking scanners and contingency (five per cent
of the total costs).
Though each applicant paid N1000 for the online
registration, no money was released to the
recruitment committee by the Interior ministry.
The committee met with officials of Drexel Tech
Nigeria Limited and asked the firm to provide
funds for the recruitment because there was no
provision for the exercise in the 2014 budget.
The firm released N45m on March 12 to enable
the aptitude test to hold as scheduled.
Following the recruitment tragedy, former
President Goodluck Jonathan directed the ministry
to refund the N1,000 to the applicants, but the
directive was not carried out by the ministry.
The career of Parradang ended on August 21,
2015 when he was suspended by the Federal
Government for illegally recruiting 1,600 personnel
into the service in May, 2015 without the approval
of the Civil Defence, Fire, Immigration and Prisons
Services Board, which has the statutory power to
recruit.
He was said to have recruited 700 Assistant
Inspectors of Immigration and 900 Immigration
Assistants III, towards the end of Jonathan’s
tenure.
He was subsequently replaced by Martin Abeshi
by President Muhammadu Buhari a week later.
Though the Plateau State Governor, Simon
Lalong, visited the Presidential Villa to plead with
Buhari, the sacking of the suspended CG
indicated that the visit was not successful.

***Why is The President not Ratifying Appointments recently made into the Nigerian Immigration Service?

In 2014, Abba Moro, the then minister of interior, killed several desperate Nigerian youths who were seeking employment (which has come to be known as a federal government job/recruitment scam) into the Nigeria Immigration Service. The said Abba Moro and his cohorts are still roaming Nigerian roads without being investigated. In order to correct the wrongs of the Abba Moro youth killing exercise, President Goodluck Jonathan set up a presidential committee to assist the Nigeria Immigration Service to conduct the recruitment and appoint qualified Nigerians into the service.

Adverts were placed, applications were received and processed, summary statistics of these applications were published and invitations were forwarded to candidates who completed the applications to proceed for an aptitude test at various designated centres across Nigeria. Consequently, those passed the test were contacted to proceed to their states of origin to partake in a physical examination, document verification and oral interview. At the end, successful candidates were notified of their appointments into the Immigration Service and were asked to report at different Immigration training institutions, according to the category that is involved, for documentation and collection of appointment letters. Imagine the risk, cost and stress involved for all the candidates from the across the length and breadth of the country. Not minding however, the candidates reported and obeyed all instructions.

In all, two thousands (2,000) Nigerian youths were appointed by the presidential committee: 900 for CONPASS – 03; 700 for CONPASS – 06 and 400 for CONPASS – 08 respectively. All the affected candidates were posted back to their various states of origin (with a posting letter to back it up) for a mandatory three (3) months induction programme. Without delay, the induction programme started and it was a nightmare and a torment on earth for these youths. It was only by God’s grace that many could pull through since they reported on June 1. This is because it was more of physical exercises and military drills. Classroom activities were also involved. There were injuries and illnesses and the immigration instructors were brutal and without mercy. Nevertheless, the appointed candidates were courageous, hoping there was succour at the end of it all. To cap it all up, these valiant, dauntless and gallant youths, who only wanted to serve their father land, were not provided with accommodation, nor transport allowances nor feeding allowances; all these expenses were out of their pockets. Still they bore these huge financial expenses and kept their hope alive. Similarly, accompanying the sacrifices made are those ones who already resigned their previous appointments from other establishments for this offer.

Surprisingly however, President Buhari has suspended the recruitment exercise with the ultimate aim of a cancellation and has even suspended the Immigration boss David Parradang for allegedly conducting illegal recruitment into the service. I am sure it baffles you too because the said recruitment he (Buhari, through the ministry of interior and the CDFIPB) is crying over was the one that was conducted by the presidential committee, which was set up by the former president Goodluck Jonathan and the appointment letters they alleged he (David Parradang) issued were those ones issued to the successful candidates (CONPASS 03 - 900) and (CONPASS 06 - 700) respectively as those on CONPASS 08 were not issued appointed letters at their documentation centre in Kano State.

President Buhari should please reconsider his directives by recalling those affected candidates because how can you explain your intentions to these innocent young people, considering all they have been through (especially the risk involved in travelling all over Nigeria, the financial costs, the hazards and the near death experiences) that they were made to pass through since the month of February this year. After all, Nigerian youths were those involved in the recruitment no matter who conducted the exercise and no matter the intentions. Imagine the psychological trauma many of them will be passing through at the moment. Imagine what those who already told everyone about job; those who went to the podium in Churches and Mosques to share the testimonies and thanksgiving of their success etc. Now you are telling them the job is no longer available. Each time I think about it, I keep feeling sad because somebody somewhere is insensitive to the plight of innocent job seekers in the country. I cannot comprehend this blatant disregard for the dignity of these great minds and I cannot see any justification for this injustice and bias that is been perpetrated against our youths.

The Questions are:

1. Why did they not put their house in order before allowing the recruitment exercise to take place?

2. Why did they deceive innocent youths by short-listing them for appointment and sending them on a mandatory 3 months induction into the service, allowing them to spend their monies, lose their petty jobs, went through harrowing experiences of death when they knew all along that the recruitment was a federal government scam?

3. Why impose an indefinite suspension without any directive to the affected persons on a recruitment process they were made to believe in and which was conducted by a legitimate government, we gave our mandate in 2011?

4. Why is President Buhari, who has promised to sustain and not invalidate any policy of the past administration that supports employment creation for the youths, not happy with the process as recently claimed by Abba Moro, when it is obvious to him that the process was put in place by President Goodluck Jonathan to employ Nigerians through a fair process?

5. Does this whole blame game by the ministry of interior, the Civil Defence, Fire, Immigration and Prisons Board and the Nigeria Immigration Service as to who conducted what and who was not carried along in the process not constituting gruesome, callous and an outright disregard/insensitivity to the sufferings and the pains of the affected persons who have been caught in these web of power tussle and leadership impunity/failure?

6. Is this not a blatant disregard to the free flowing tears and sorrow of our youths and more insult to the fresh injuries of the 2014 Abba Moro-Youth-killing recruitment exercise?

Definitely, some people calling themselves leaders in this country are not remorseful and sorry for the pains the youths of this country are going through and are hell bent on causing them more sorrows. I therefore call on every well meaning Nigerian out there to speak against this impunity against Nigerian youths {two thousands (2,000) of them). Do not to settle back and watch these youth suffer in silence without anybody to talk for them. I call on all our Governors, Senators, Honourable Representatives of the Nigerian people, Legal Aids Council, Civil Society Groups, Social Activists and Advocacy Groups, The Vibrant Nigerian Media, The National Association of Nigerian Students, The Nigerian Bar Association, The National Human Right Commission and many others who have not been mentioned to please help bring this issues to table with the government. You will do those vulnerable youths out there great humanitarian service if you assist in taking this matter up and bringing it to an adorable end, where everyone will laugh and heave a sumptuous relief.

If you love the Nigerian youth and against any form of impunity against them, please share this gory story of blatant leadership impunity against Nigerian youths with everyone you know in order to create the awareness for our brothers and sisters whom these injustices are being meted out on. As youths, the time has come for us to talk about the many injustices against us by our leaders; we must take our destinies in our own hands; we must tell our government what we want and what they are doing wrongly against; we must have a peaceful say on how our affairs are directed in this country. The selfish wish of the Civil Defence, Fire, Immigration and Prisons Board should not override the destinies of two thousand (2,000) Nigerian youths; we put them there through our collective will and we can call them to order through our joint actions too. It is these people today; who knows, it may be you tomorrow.

I feel your pain@2000 youths but you can NOT blame PMB,i clearly remember when the spoke man of APC ALI came out to say that all this last minute rush should stop,he based his talk to the NIS recruitment and he asked PDP to stop it but he'll NO PDP thought it was business as usual.I think PDP should be held responsible,salaries wer not paid and APC told PDP stop this recruitment and finish up with unpaid salary.Same thing was happening in states at the last minute employment became something else.Haba you too check it was all campaign things.I just pray the will of God be done.What ever comes out you people(2000)take it as God's will.Cus in the 1st place how can you be feeding your self?haba it was all wuruwuru

My brothers and sisters,CHANGE is here.just reading how police wish to conduct their recruitment alone gives me the joy.Am guessing we won't be doing applications on line again.and if it's 10,000 then not more then 500 should be shortlisted from a particular state.No more consultants and the rest to conduct recruitment what so ever.I pray this change has come to stay.

David Parradang,was suspended from work yesterday over alleged
recruitment of 1,000 immigration officers by the organization in violation
of due process, The Nation can reveal. Parradeng was sent home by the federal government which also directed
the most senior Deputy Comptroller-General of Immigration, Mr. Martin
Kure Abeshi, to take over in an acting capacity.
The Director of Press, Ministry of Interior, Yusuf Isiaka Alhaji, confirmed
the suspension via a terse statement.
He said: “The Comptroller-General of the Nigerian Immigration Service, Mr. David Parradang, has been suspended from office with immediate
effect.
“Meanwhile, the Deputy Comptroller-General of Immigration Service, Mr.
Martin Kure Abeshi, who is the most senior officer, has been directed to
take over the affairs of the office.”
However,investigation revealed that the suspension was in connection with alleged “grave error” committed by the NIS in recruiting 1,000
officers.
A source familiar with the development said the affected officers were
hired through a committee instead of allowing the Customs and
Immigration Board to do so.
Said the presidency source: “The officers were recruited after President Muhammadu Buhari’s administration took over. When the Permanent
Secretary of the Ministry of Interior drew his attention to the violation of
due process, he claimed that there was an approval he got from ex-
President Goodluck Jonathan.
“He also insisted that ex-President directed him to use a committee to
conduct the recruitment instead of the Customs and Immigration Board. He completely sidelined the board.
“And when the Permanent Secretary of the Interior Ministry asked him to
withdraw the recruitment, he ignored the directive. He said he would not
reverse ex-President Jonathan’s instruction.
“The Permanent Secretary officially reported the suspended CG to
President Muhammadu Buhari. “Instead of acting unilaterally, the President insisted on due process. He
said the suspended CG should be queried. Upon rendering an
unsatisfactory answer, Parradang was suspended.”
This is the second recruitment scandal under the administration of
Parradang at the NIS.
The first was the March 2014 death of 20 job applicants at NIS recruitment centres across the country.
Over 700,000 people applied for advertised vacancies in the organization
after paying N1000 each.
However, pandemonium broke out at the recruitment centres leaving the
20 trampled upon.
Neither Parradang nor the then Minister of Interior, Mr.Abba Moro, was sanctioned by the Jonathan administration over the incident.
Besides, the NIS is at the centre of the controversy surrounding the
issuance of a Nigerian visa to the Chief Imam of Islamic State of Iraq and
Syria (ISIS), Ahmed Al-Assir, by the Immigration Desk at the nation’s
Embassy in Beirut, Lebanon .
The federal government is said to be utterly embarrassed by the security breach.
It was learnt that the said visa was issued in a fake Palestinian passport
which ought to be detected by the Immigration Service.
A top source said: “An interim report submitted by the Nigerian Embassy
in Lebanon indicated that the visa was issued after the Immigration
Service had cleared the ISIS chief.” Al-Assir was arrested on August 15 at Beirut’s Rafik Hariri International
Airport in Lebanon on his way to Nigeria through Egypt.
In spite of being on the watch-list of Lebanon’s security services since
2013, Al-Assir was detected, while holding a fake Palestinian passport
with a Nigerian visa.
Prior to his disguise, the Lebanese government had accused him of alleged involvement in the death of 17 Lebanese soldiers.
He had also been sentenced to death in absentia by a Lebanese court.
But how he managed to obtain the visa has been creating ripple within the
security circle.
if he(CG) was asked by the PS of interior to cancel the recruitment why didn't he do so,at the time GEJ wasn't even the president and to think that APC told them this thing in March/April to stop this recruitment.ha wahala dey ooooo let's see how it goes.

it's done by insiders,i got a call last year the person called my name self and said that he has space for NIS replacement oooo how the person knew my uncle I don't know but he called my name and said are you not James sister?i said yes Hmmm that's how I sent my uncle his number so the money they were asking for was 60k my uncle said he was busy if they can come to the office and get the money or his driver can meet up with him to give him. He said he'll come 30mins,1hr,2hrs he didn't call so my uncle now tried to call and the phone was off,thats how that one ended,he never called and we didn't either. My neighbor that is an NIS officer told me yesterday how they are looking for those scammers, he said there's one on FB they are tracking down,his using CGS picture as profile. Pls my dear brothers and sisters let's all be careful. Even without this job we can still access the Net,we eat good food,live under a roof and so on all we need is a better life but let's not put our neck out for it. What is ours will surely find us one day. Lets only pray that we will live to see our breakthrough.

that feb I heard they did one small replacement like that oooo,2014 nov-dec they had another one am very sure of cus I know some one who CV was taken a week and next week he got a call/msg to report in Abj but for this feb own I only heard of it.

All I would say here is that our efforts of waiting since 2013 would never be in vain. I make bold to say that Buhari would not make the mistake jonathan made. Before this year runs out we shall be employed in to the para-military.
I have a frnd that works at NANS and she told me that the number of youth that come to the complex is something else because of job issue,members of house of reps even had a meeting concerning unemployment issue in the country,i don't think PMB will cancel the last recruitment cus youths are suffering.Alot of youth have involve them selves in to some evil things not just because they want to but this lack of job thing.i pray something is done fast.NSCDC are going to do a massive when I say massive it we be massive recruitment.

FRSC is September I don't give fake news but my eye is on immigration replacement which ever comes.Before una insult me replacement of FRSC is going under ground.before una say"scam run" I know know any body oooo but it's the real thing.

dos it really matter,if his saying the truth or not dos it rmove a pin from any1s body? If he doesn't want to do that will you force him to do it. Just hope for the best that's all. i applied for the job but lost interest because i was not short listed for the screaning at Benin.
As for the scammers, they want to establish trust first before demanding for money. Assuming they mentioned money at the begening, i would have ignored them.
It was after i got to the immigration office, that i got to know, it was a scam.
We called the lady-scammer all through this morning and the number was not ringing. Even the officer in charge of human resource unit also called the number but it was not going through. What pains me much was the case of a young lady with her 6 months old flew into abj this money just to get this same appointment latter only to discover that it was a scam.
such a person will soon be arrested,thank God custom and Army have arrested the one scamming for Army and custom recruitment.He/she too will soon meet their end.we just need to be very careful.PMB said everyone looking for govt jobs needs to be patient. And from what I heard is that all CGS might be living to even deputy controllers just to create way for employment.

Its not a board. Boards meant were those governing the parastatals, agencies and Commissions. Each of them have a group of people called 'the board' that sees to the affairs. Those are the ones dissolved. Don't know if you understand?
