Politics / Sen Orji- S/east Farmers/herdsmen Clashes: Security Agencies Are Partial by Stolen: 6:37pm On Mar 31, 2016
http://www.authorityngr.com/2016/03/S-East-farmers-herdsmen-clashes--Security-agencies-are-partial--Sen-Orji/
By Louis Achi and Steve Oko (Umuahia) On 31/03/2016 08:28:05 AM Share S/East farmers/herdsmen clashes: Security agencies are partial - Sen Orji
Senator Theodore Orji, representing Abia Central district, has accused security agencies of partiality in their interventions during farmers/nomads clashes in the South East, whilst decrying the activities of Fulani herdsmen in some parts of the country, particularly the South East.
Meanwhile, the 72-hour ultimatum handed down to the federal government to release the 79 detained farmers from Ugwulesh Community in Awgu, Enugu State, following a clash with the herdsmen is remaining 48 hours.
Condemning the activities of some security operatives whom he accused of bias in handling clashes between herdsmen and local communities, the former Abia State governor stated that partiality in sensitive cases like this was unacceptable.
His words: “We also don’t like the attitude of some of the security agencies who are partial in the treatment of this issue. When the case is taken to some of them, you see them behaving very, very partial and taking sides.
“We expect that if such cases come to security men, that they should be impartial and judge it fairly so that there will be peace in the community.
Orji spoke yesterday in Umuahia, on the heels of the recent clash between herdsmen and farmers in Ugwuleshi Autonomous Community in Awgu Local Government Area of Enugu State, where 76 farmers were arrested by “fake solders” and dumped in Umuahia Prison.
He strongly condemned the menace of herdsmen in parts of the country, saying the frequent clashes between the cattle rearers and local farmers pose serious security threat to the nation.
Orji, who recalled that herdsmen/farmers clashes have remained a reoccurring decimal in the country, called on the Federal Government to find a quick solution to the menace before it gets out of hand.
“I know that when I was a governor, it was a problem for us here. Even now the problem has persisted. It has been severally discussed even at the National Assembly by way of motions and bills.
“One of the ingredients of a motion is to allow the consciousness of people on a particular issue of governance so that the appropriate arm of government which is the Executive will take necessary action.
“We don’t have the army, we don’t have the police. It is the law that we have. The Senate is not happy about it. The federal government is also reacting by trying to find a grazing place for cattle. We believe that finding a grazing place for cows will give some respite to farmers and indigenes.
“There is no person in Nigeria who is happy about it. There is no person who has spoken in favour of it. It is all condemnation and condemnation. The federal government should take action to make sure that this evil is stopped.
“As far as I am concerned, it is not good. How can you come to a community with your cattle and you invade a farm, and when the farmers come to defend their crops and property you intimidate them?”
“Some of these herdsmen carry dangerous weapons. How can unarmed farmers confront people with dangerous and sophisticated weapons?
“As lawmakers we believe in the process of using the law to correct the ills in our society and that is exactly what we are doing at the National Assembly. Nobody is happy but we believe that one day these things will end.”
Fielding questions on the efforts of the National Assembly (NASS) members of Igbo extraction to secure the release of the detained Radio Biafra Director, Nnamdi Kanu, the Senator said the lawmakers have been doing some underground work for a possible political solution to the matter considering its sensitive nature.
He, however, noted that the efforts of the South East Caucus NASS members were limited as the matter is still in court but expressed the hope that it would be amicably resolved as “discussions are going on between the stakeholders and the Federal Government.”
Orji, who is also the Deputy Committee Chairman on Agriculture, expressed displeasure over the unfair treatment meted to the South East zone by various ministries and parastatals in the 2016 Budget, but noted that the Senate was able to fairly adjust the imbalance.
IPOB’s Ultimatum
Meanwhile, in a press statement co-signed by Barrister Emma Nmezu and Dr. Clifford Chukwuemeka Iroanya, IPOB spokesmen, and obtained by The AUTHORITY on Tuesday, the pro-Biafra group warned that the bold backing of marauding Fulani herdsmen using federal might can no longer be accepted by civilized society.
In their words: “The raw show of power and bravado by Fulani herdsmen at Ugwuleshi, Awgu Community of Enugu State just cannot be accepted by any civilized society.
“First, the ever recalcitrant Fulani marauders abducted two women on their way to the farm. All entreaties to release the two women fell on deaf ears. The youth of the community mobilised to free their women, but the Fulani warriors informed their kinsmen at the military bases in the neigbouring Abia State”.

...Buhari should order Julius Berger back to site - Stakeholders

There is anger in the South East zone over the Federal Government’s abandonment of the N140 billion ($700 million) 2nd Niger Bridge.
Investigations by The AUTHORITY revealed that the contractor, Julius Berger Construction Company, stopped work on the project which is being constructed under Public Private Partnership (PPP) arrangement since April 2015.
Concerned citizens of Eastern Nigeria and other stakeholders are appealing to President Buhari to direct the construction company to resume work on the project.
After a private meeting with President Muhammadu Buhari at the Presidential Villa, Abuja on August 26, 2015, the Director
General of Infrastructure Concession Regulatory Commission (ICRC), Aminu Diko, had hinted that work on the vital bridge would be suspended.

Dikko said: “The communities around that area are clamouring that their lands have been taken and that they have not been compensated adequately. As a matter of fact, we got a letter from the Onitsha Traditional Rulers Council complaining that they have not been adequately represented in this transaction.”
As that was raging, the Edo State Governor, Adams Oshiomhole called on the former Minister of Works, Mr Mike Onolememen, to explain to Nigerians the whereabouts of the billions meant for the bridge as according to him, $700 million was drawn from the Sovereign Wealth Fund for the project.
The bridge’s contract was awarded by President Goodluck Ebele Jonathan during the second term of former Anambra State Governor Peter Obi.
Onolememen had then assured Nigerians that the project would be completed before the expiration of former President Goodluck Jonathan’s administration in 2015 as part of efforts to deliver on the campaign promises of that government.
But Jonathan lost in the election and immediately the contractor left the site.
The bridge is said to have been reflected in this 2016 Budget with hope that something tangible would be done to construct the bridge.
All the several efforts made by The AUTHORITY to speak with the management, including the Managing Director of Julius Berger Construction Company, Mr. Wolfgang Goetsch, on why work was stopped on the project, proved abortive.
Some stakeholders, however, claimed that the construction giant abandoned work immediately President Buhari took over the mantle of leadership about 10 months ago, following a presidential directive that work at the site should discontinue.
An employee of the firm (name withheld) who claimed he was recruited in April 2014 at the site of the bridge, admitted that Julius Berger had stopped work at the project site since June 2015 due to non-funding by the Federal Government.
According to him, the company only did soil texture and property evaluation before leaving the site with almost all their working equipment.
“So, if the Federal Government is ever serious about the project, let it release the money for work to start,” he said.
Comrade Casmir lzukanne, who lives close to the project site, said: “We don’t know why they stopped work and we are not happy or feel comfortable with the Federal Government, because this is the only bridge that links the South East to other parts of Nigeria and it’s economic importance to our country cannot be quantified.”
The Campaign for Democracy (CD) was emphatic on President Buhari as it called on the Federal Government to mobilise to the site of the 2nd Niger Bridge to end the marginalisation of Ndigbo.
In a statement by its National Publicity Secretary, Dede Uzor A.Uzor, CD wondered why such a national project should be abandoned and politicised.
Other stakeholders in Onitsha, Anambra State asked President Buhari to direct Julius Berger to return to site to continue the construction of the Second Niger Bridge.
The President of the Amalgamated Association of Anambra Traders (AMATAS), Chief Okwudili Ezenwankwo and the Chairman, International Society for Civil Liberties and Rule of Law (Intersociety) Nze Emeka Umeagbalasi, among others, called on Buhari to direct Julius Berger to return to site.
Ezenwanko said that he was hopeful that work would resume again at the site because he reliably gathered that the bridge was included in this year’s budget, which has just been passed by the National Assembly.
Chief Anigbata, who also said that the bridge was reflected in this year’s budget, expressed the confidence that Buhari will execute the bridge because of its strategic importance to Nigeria and Ndigbo.
He said that the Federal Government needs to put an infrastructure like the Second Niger Bridge on the ground to boost trade, commerce and agriculture.
But Umeagbalasi expressed doubt in Buhari completing the bridge, given his disposition towards the Ndigbo, saying that they are watching him closely.
He called on the Ndigbo, especially political leaders, rights activists and media practitioners to continue to mount pressure on the president so that he may have a rethink, even if he was not keen.
On their part, the apex Igbo socio-cultural organisation, Ohanaeze Ndigbo, Igbo monarchs and other stakeholders, called on the Federal Government, to as a matter of urgent national importance, resume work on the 2nd Niger Bridge.
The Coordinator of the Seven States Chairmen of Ohanaeze Youth Council (OYC), Mazi Alex Okemiri, said the suspension of work on the project stands tall among the injustices against the Ndigbo.
He said the project had become a huge fraud against Ndigbo by successive administrations in the country.
Ohanaeze said the abandonment of the project had seriously undermined and sabotaged economic activities in the South East geopolitical zone which is known for trade and commerce.
In the same vein, the Chairman of Umuahia North Traditional Rulers Council, HRH Philip Ajomiwe, called for the immediate resumption of work on the abandoned project.
He described the suspension of work on the project as “very shocking, painful and unbelievable”, considering the economic and strategic importance of the Niger Bridge to the Nigerian economy.
Similarly, the Aba Chamber of Commerce, Industry, Mines and Agriculture (ACCIMA), represented by Sir Emma Nwakpadolu, lamented the ordeals of traders as a result of the perennial traffic congestion on the existing bridge which is in very bad shape.
He said that the high cost of transporting goods from Lagos and other Western parts of the country across the Niger have led to increase in prices of goods in the South East markets.
In his reaction, former Publicity Secretary of the People’s Democratic Party (PDP) in Imo State, Mr. Enyinnaya Onuegbu, said it was regrettable that work has stopped at the project, noting that initially, people were allowing the new administration time to reappraise the projects inherited from the past administration of Dr Goodluck Jonathan.
Onuegbu condemned the action because “that project is the most important construction project in Nigeria presently, and would have provided a modern route into the South East and South-South States. And also make the movement of people from Northern Nigeria into the South very easy.”
On his part, Hon. Henry Onwukwe, a PDP Caretaker Committee member in Imo State, said it is a very sad development and total confirmation of the marginalisation of the South East by President Buhari’s administration.
According to him, it goes to confirm that the Federal Government has adopted a deliberate policy to make sure that the Igbos don’t count in Nigeria, saying everybody knows that the second Niger Bridge would increase the economic activities of the Igbo Nation when completed, but because of President Buhari’s policy to keep down the Igbos, the bridge has been abandoned.
To the Chief Executive Officer of Goodwill Electrical Construction Company Limited, Chief Neighbour Onwukaike, it is not proper that the bridge was abandoned, for whatever reason, considering its vital importance to the people of the South East geopolitical zone.
He described it as one of the most unfortunate lot of the South East people of the country over the years, just as it has been seen as one of those strategies of depriving them of the dividends of democracy.
Mr. Eze Ananaba, who is the Chief Executive Officer of J. Anderson Construction Company Limited based in Aba, expressed doubt the correct contents of the contract awarded for the construction of the additional bridge which became imperative, owing to the old age of the first bridge built decades ago.
The businessman asked the relevant government agencies to make sure the contractors are brought back to site since as he noted, a lot of money has already been pumped into that project which he described as very strategic to the people of the South East and, indeed, their economies.
Contributing, Chief Henry Ikoh, the Abia State Commissioner for Science, Technology and Industry, posited that the abandonment of the 2nd Niger Bridge project is worrisome to both the people of the South-South and South East geopolitical zones, who are mainly into trade, commerce and industry.
The commissioner, who is also an industrialist of repute, stated that he would not say that the President Goodluck Jonathan administration did not do well in initiating the second Niger Bridge but faulted government for not doing the needed follow up that should have ensured its early completion.
For the Vice Chairman, Ebonyi State Traditional Rulers Council, HRH, Eze Romanus Iyioku, the abandoned 2nd Niger Bridge amounts to insult on the deep feeling of Igbos, should the Federal Government stop work on the Bridge.
He explained that the bridge would not only serve the interest of the South East geopolitical zone, but the economic interests of the Nigerian nation.

Politics / Compelling Letter: Nnamdi Kanu’s Legal Counsel Writes To The British Government by Stolen: 9:23pm On Mar 30, 2016
Compelling Letter: Nnamdi Kanu’s Legal Counsel Writes To The British Government
The High Commissioner,
British High Commission, Abuja
19 Torrens Close
Maitama, Abuja.
Dear Sir,
RE: FEDERAL REPUBLIC OF NIGERIA VS NNAMDI KANU & 2 ORS
CHARGE NO: FCT/ABJ/CR/383/15
NNAMDI KANU: A VICTIM OF TRAVESTY OF JUSTICE AND A CALL FOR THE BRITISH GOVERNMENT TO BE ON THE WATCH.
We are Counsel to Nnamdi Kanu, the 1st Defendant in the above captioned criminal charge, hereinafter refers to as “Our Client”, and on whose authority and firm instruction, we formally bring to the attention of the British Government the deliberate design by the Nigerian Government to subvert the course of justice in the above criminal trial.
It is repeating the obvious to state that Our Client is a full British citizen, by virtue of which position he is entitled to all Rights, Privileges and Protections, guaranteed under the British Laws and conventions.
We are therefore constrained in the circumstance, to formally notify the British Government vide this medium, of our well informed reservations, and apprehension, that Our Client is undergoing persecution in the charge above referred, and deliberate design by the persecutors to frustrate every effort of the Defense team aimed at giving Our Client a fair trial.
We are not under any illusion that the British Government has taken notice of the highlights in the presidential media chat granted by President Muhammed Buhari on the 30th day of December 2015.
Prominent among his worrisome but most prejudicial comments in the said media chat, is his insistence, that Our Client cannot be granted bail by any Court. The President in the referenced media chat, referred to Our client as a flight risk for possessing dual citizenship.
It is the position of our Law, that dual citizenship is a constitutional right of the citizens of Nigeria, clearly provided for under section 28 of the 1999 Constitution of the Federal Republic of Nigeria as amended 2011. Dual citizenship is not a crime under our Law.
Our reservations on the President’s comment was underpinned by the findings made in the ruling delivered on the 29th day of February 2016, by Hon. Justice John Tsoho, wherein Our Client and the two other Defendants were denied bail.
The learned Judge, in advancing his reasons for arriving at the decision, and in consistence with the direction conveyed in the aforesaid media chat, specifically referred to Our Client as a flight risk, on grounds of his dual citizenship, and on the basis of which he denied him bail.
It is apposite in the circumstance to remind the British Government, that Judges of the Federal High Court of Nigeria are appointed by the President of the Federal Republic of Nigeria in line with the provisions of Section 250(2) of the 1999 Constitution of the Federal Republic of Nigeria as Amended 2011.
This Section provide thus;
Section 250; APPOINTMENT OF CHIEF JUDGE AND JUDGES OF THE FEDERAL HIGH COURT 250(2)
“The appointment of a person to the office of a Judge of the Federal High Court shall be made by the President on the recommendation of the National Judicial Council.”
We therefore submit, most respectfully Sir, that by virtue of the powers conferred on the President in the above cited Law, the President, Commander in Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammed Buhari, has overriding control over the appointment of the Federal High Court Judges.
The learned trial Judge in denying Our Client bail on the 29th day of January, 2016, granted accelerated hearing of the substantive charge.
Accelerated hearing ordered by the learned presiding Judge in the matter connotes total annihilation of all forms of delay in the trial intended to debilitate the tenets of fair hearing.
Also, instructive to mention, that the Court is under duty to allow the Defendants unfettered access to relevant materials and facilities that will aid them in the defense of their case.
This duty is not only sacrosanct and compelling, but is provided for under Chapter (iv) of the 1999 Constitution of the Federal Republic of Nigeria as (Amended) 2011, particularly in section 36(6) (b), among the fundamental rights of the citizens.
In the course of our defense, We are usually confronted with situation where we are handed the short end of the stick in the face of deliberate refusal/delay in obliging us copies of the Ruling delivered in open Court.
The 1999 Constitution of the Federal Republic of Nigeria as Amended (2011), specifically section 36(7), allows a Court or Tribunal, only seven days, in a criminal trial, to keep records of the proceedings, Rulings and Judgment delivered therein, within which, it shall be made available to the Accused person(s) or person applying through him.
It is disheartening, that our successive applications for the certified true copies of Rulings delivered by the Honourable Court, on the 9th February 2016, 19th February 2016, and 7th March 2016, have not receive any attention. Either by deliberate design or omission, the Rulings, above referred, are still being shielded from us as at today.
It is more painful, when it comes to mind that these Rulings are not only fundamental but a necessity to a successful transmission of records of the Court to the Appellate Court.
The Court has always been served with copies of our Notices of Appeal, anytime an application for the certified true copy of the Ruling is submitted, which ordinarily, would have spurred it for expeditious action but the reverse is usually the case.
On the face of this frustration, the defense is confronted with apparent dilemma in offering our client the best legal services he deserved, in the defense of these bogus charges preferred against him.
The Application brought by the Federal Government of Nigeria, requesting the Court to protect the identities of the prosecution witnesses by the aid of facial masks and screens while giving evidence in the course of proceeding, was heard on the 19th day of February 2016.
Upon the hearing of the aforesaid application, and our objection, the Court declined to grant the application, and consequently ordered that the hearing of the matter should be conducted in the open. Members of the public and press were also ordered by the Court to continue to participate in the proceedings.
Surprisingly, on the 7th day of March, 2016, when the trial was scheduled to commence, the Director of Public Prosecutions orally applied that the subsisting order of the Honourable Court, made on the 19th day of February, 2016, be varied.
The Learned D.P.P, insisted that the prosecution witnesses have refused to attend Court to give evidence, unless their identities are shielded from the public.
On the strength of the above application, and despite our vehement opposition to the application, the Honourable Court made a volte-face, and proceeded to grant their request, by varying the very order it made on the 19th day of February, 2016.
Though we have successfully lodged an appeal against this perverse ruling of the Honourable Court, but it is now incumbent on the British Authority to turn their torchlight on the process complained of, against the obvious persecution of its own citizen.
Relevant to mention that the detail accounts provided by our Client in his vicious experience in the hands of the operatives of the State Security Services while in their custody, revealed how the investigating officers boasted to him that the British Government was instrumental to his arrest and dare him to watch out for future development in the matter.
It is therefore, our humble expectation that the demonstration of palpable commitment by the British Government will to a larger extent neutralize the concerns and fears raised by the remark under reference.
It is on the strength of this obvious maneuvering and deliberate design to subvert the course of justice that we most humbly request the British authority to begin a race against time, for more noticeable impact in this matter.
Attached herewith for your ease of reference, are copies of our press briefing granted on the 18th day of March 2016, Certificates of registration of Indigenous People of Biafra (IPOB) and Radio Biafra respectively, in the United Kingdom Registration certificates of Indigenous people of Biafra (IPOB) in other countries of the world, and video clips of how the Nigeria Military personnel massacred innocent and Defenseless members of Indigenous People of Biafra (IPOB) in Aba-Abia State, on the 9th day of February 2016.
We shall keep you abreast of every development in this matter as we progress.
Accept the assurances of our deepest regards Sir.
Yours faithfully

That was certainly the case with the pogrom of the 1960s. The army led northerners to massacre innocent people in their thousands.

U remember that the first thing Buhari did was to recruit boko haram soldiers and supporters discharged from the army back into the same army.

Sorry to say, Niogeria does not have a national army, but a northern army. A national Army will have equal representation from all the regions.

Wat i understand is that the Nigerian Army, aka fulani nigeria army leads and support the herds men in their atrocities.

As soon as the communities mobilise to resist, the Army will surface to arrest and do the murders themselves.

No Army for weeks wen fulani start murdering, raping and kidnaping mothers and sisters but as soon as the community rise to resist, the army surfaces.

Wild animals or not both them, the fulani nigeria army will produce our mothers and sisters kidnapped by the Fulani in their own village where they should feel safe.

Up North they do wateva they like but will never go Scot free doing the same in our villages, town and city.

Is Kachikwu the Minister for Petroleum?

Why cant the Minister for Petroleum that is Buhari go and answer question?

The Cabal dont want to supply oil so they can increase price and make money.

Buhari, OBJ and Tinubu are part of that cabal. They profit from the oil scarcity

Kachikwu is getting the blame. I weep for Nigeria.

If fulani dont release the women unharmed their safety in the SE will be jeopardized.

As long as they are in the south east, they are complete surrounded by Ndiigbo.

We dont take lightly kidnap of or mothers and sisteres. Nigeria is slowly sleep working into another civil war.
