The General Overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye, in Lagos on Sunday prayed that all terrorists and their sponsors will not see the new year.

Adeboye made the declaration during the Thanksgiving Sunday Service held at the Throne of Grace Church in Lagos.
Adeboye also assured Nigerians that the Almighty God will arise against those pretending to be friends with Nigeria but planning to enslave the country.
He prayed: “Where they say there is no way, God will arise and make a way for Nigeria and everyone. Any form of stagnation in Nigeria will come to an end and every terrorists and their sponsors will not see the new year in Jesus’ Name, Amen. ”
Claiming that God has given the country victory over the Coronavirus pandemic, Adeboye enjoined everyone to always give praise to God at all times.
He said: “ We thank God for the victory over Coronavirus and we pray that the victory will be total and permanent.
“We also pray that God will help us to be united and let our tomorrow be alright.”
Adeboye who took his reading from the book of Psalms 68, verses 1 to 4, prayed that “God will fight for us, arise and make a way where there is no way.”

Kaduna State Governor Nasir El-Rufai has extended the quarantine orders being enforced in the state for another 30 days. The governor’s decision follows a recommendation to that effect by the State Standing Committee on Covid-19, which is chaired by the Deputy Governor, Dr. Hadiza Balarabe. This is effective from today, 26th April 2020.

With Covid-19 cases rising rapidly in neighbouring states and the FCT, and with strong evidence of interstate travel being a major means of spreading the virus, the Standing Committee’s evaluation is that measures to protect Kaduna State residents require further strengthening and more vigorous enforcement.

Malam Nasir El-Rufai has endorsed this evaluation and has accordingly reviewed the Quarantine Orders to strengthen the provisions against unauthorised movements. The two-day window during which the restriction of movement is relaxed on Tuesdays and Wednesdays has been reduced to only one day.

Henceforth, only Wednesdays will be lockdown-free, until the trajectory of Covid-19 infections becomes clearer.

All persons that venture out of their homes for whatever reason must wear facemasks and observe social distancing everywhere they go, in markets and in authorised vehicles. Government is making efforts to provide facemasks for poor and vulnerable residents, and it appeals to everyone that can afford it to get their tailors to make them cloth facemasks which they can wash after every use. The government also encourages tailors to produce facemasks for sale to those that are neither poor nor vulnerable.

Wearing of facemasks will be robustly enforced as a critical public health measure to reduce person-person transmission.

The state government said that the measures announced on 26th March 2020, to contain Covid-19 remain in force and have been renewed. These were imposed in exercise of the powers vested in the Governor by Section 45 of the Constitution of the Federal Republic of Nigeria 1999, (as amended), Sections 2 and 8 of the Quarantine Act 1926, now known as CAP Q2, Laws of the Federation of Nigeria 2004 and the Public Health Law of 1917.

Therefore, further to these declarations, and in accordance with the law, the quarantine orders imposed at midnight on Thursday, 26th March 2020, are further extended for another 30 days, with the following conditions, amongst others:
i. All residents of Kaduna State are quarantined and must stay at home.
ii. No office, event centre, market, shop or business of any sort or place of worship is allowed to open;
iii. The only category of persons exempted are workers in essential services such as health workers, the fire service, water corporation, electricity distribution and security personnel. Tankers conveying fuel to petrol stations are also permitted to move;
iv. Businesses in the food and pharmaceutical value-chain are exempted; and shall enjoy the protections accorded to other essential services;
v. Schools, places of worship, event centres, sports grounds, bars, restaurants, public parks and all other places where large crowds could gather are to remain closed until further notice.
vi. Residents are advised to stay at home, observe social distancing, avoid large gatherings, wear facemasks and wash their hands regularly with soap and water.

The Quarantine Orders prescribe fines, imprisonment and forfeiture for violations of the provisions specified therein.

The Kaduna State Government has clearly stated that no visitor is welcome to enter the state while the Covid-19 pandemic is raging. Entry into or passage through Kaduna State is prohibited whilst the Quarantine Orders remain in force. Persons seeking to come into the state will be denied entry. Such persons will be given the option of returning to their take-off points or entering isolation for 14 days in locations and conditions that are so austere that nobody can mistake them for holiday resorts.

The vehicles being used to enable such attempts to breach the quarantine conditions will be confiscated and forfeited to the government. The companies operating those vehicles will also be prosecuted and shall lose their license to operate in the state, even after the Covid-19 pandemic is contained. Within the state, vehicles of whatever type that are determined to be in violation will be confiscated and forfeited to the government, while the persons driving them will be fined, and may be imprisoned upon conviction. Motorcycle taxis and tricycles (popular known as Keke Napep) are prohibited in the state. Persons driving or riding in them shall be prosecuted while the vehicles shall be forfeited upon conviction.

Mobile courts have been empowered by the Quarantine Orders to try violators and impose the prescribed penalties, including fines, imprisonment and forfeiture of vehicles, upon conviction.

Conscious of the need to keep vital industries and businesses in the farming, food and pharmaceutical value chains operational, trailers and trucks conveying food, seeds, fertilizer and medical products are exempted from the restriction of movement. Such vehicles must, however, not carry more than three persons, including the driver. Otherwise they will be deemed to be engaging in illegal transport of persons which is a breach of quarantine orders.

Anyone thinking of disguising as a food vendor by parading a few bags of rice or other food in their cars must cut the pretence as they will be prosecuted at the mobile court and the vehicle forfeited to the government upon conviction.

The Kaduna State Government has also directed the Ministry for Local Government to ensure that local government chairmen are fully involved in enforcing the quarantine orders in their council areas. The Ministry of Local Government has also reminded traditional and community leaders of their obligation to report violations of quarantine conditions in their localities. Places of worship that violate the quarantine orders in any form will lose their titles to the land and the buildings will be demolished.

Regarding burials, guidelines from the Ministry of Health will outline the maximum number of persons that can attend any burial, while observing safety and social distancing rules. Gatherings for condolence are prohibited until the Covid-19 pandemic is declared over. The burial of any fatality from Covid-19 will be in accordance with the strict protocol to be announced by the Commissioner of Health.

The extension of the quarantine conditions imposes an obligation to make provision for the low income, poor and vulnerable persons that would be adversely affected, as they may be unable to earn any income while the lockdown persists. The state government has done a first phase of distribution of food across 59 community clusters in nine local government areas. The next phase will be conducted across the 23 local government areas.

To fund the provision of these support packages, the Kaduna State Government expects all those fortunate enough to still earn a regular income to live up to their neighbourly responsibility towards those who are unable to earn any money due to no fault of theirs. Therefore, the less than 100, 000 persons who work for the Kaduna State Government as political appointees and public servants must contribute financially towards enabling the almost 10m persons living in the state to survive and thrive in this emergency period.

Therefore, the Kaduna State Government has directed all its senior appointees, including Commissioners, Permanent Secretaries, Special Advisers and Heads of Agencies to each donate N500,000 in April 2020. In subsequent months, they will donate 50% of their salaries until the quarantine ends. Other categories of political appointees will also be making monthly donations to support the provision of relief to the low income, poor and vulnerable residents of the state.

Career public servants earning a net pay of N67,000 and above after tax will also donate 25% of their pay monthly whilst the quarantine conditions are in place. No public servant will have less N50,000 monthly to manage in this emergency period.

We are obliged to demonstrate that as government workers, we care enough for others to donate part of our earnings for their wellbeing. As a state government, we are also seeking donations from high net worth individuals, the private sector and development partners to support our efforts to contain Covid-19 and its consequences.

The Kaduna State Government wishes to inform potential donors that we prefer donations to be in kind: personal protective equipment, PCR machines, medical facilities and equipment, facemasks, food, pharmaceuticals, and fertilizer, seeds and seedlings and other support for farmers. The state government will publicly acknowledge all donations in addition to the letters of appreciation that shall be sent to all donors.

KDSG Update on the Security Situation

A select committee of the Kaduna State Security Council met this morning. The heads of the security agencies in Kaduna State and senior government officials, led by Governor Nasir El-Rufai, reviewed the security situation in the state. The council sympathised with residents on the inconvenience associated with the curfew, saying it was imposed to save lives and is under constant review.

The Security Council noted the substantial compliance with the curfew by residents and welcomed the atmosphere of calm largely prevailing in the areas under curfew, as well as across the state. The Security Council commended residents for refusing to allow criminal elements to divide our communities and sow chaos. It urged Kaduna residents to continue to cooperate with the security agencies, to ensure that those who want a peaceful, law-governed society prevail over criminals who prefer chaos and anarchy.

Kachia Curfew relaxed

The Security Council noted with gratitude the exemplary conduct of the people of Kachia who have remained peaceful while mourning the loss of a much revered monarch. In recognition of this positive contribution to harmony, the Security Council has directed that the curfew in Kachia be relaxed immediately, today, Saturday, 27th October 2018. Residents of Kachia are free to go about their legitimate business from now till 5pm today. From tomorrow, Sunday, 28th October 2018, Kachia residents are also free to move from 6am to 5pm daily.

Arrests of hoodlums continue

Within the curfew areas, security agencies thwarted attempts to destroy places of worship in Kawo and Hanyin Banki. It was also reported that one person was killed in Kasuwan Magani and another arrested with a weapon overnight.

The police reported that 32 persons have been arrested since yesterday for involvement in the disturbances. These persons will be investigated and prosecuted.

Compliance with curfew hours

The Security Council advised residents to continue to comply with curfew hours, warning that only persons involved with delivering essential services will be permitted free passage. Curfew violations are crimes that will earn arrest and prosecution.

Breaking: KDSG reviews Kaduna curfew, to enforce dusk to dawn curfew

Curfew hours in Kaduna have been reviewed. Effective tomorrow, Thursday, 25th October 2018, residents of Kaduna are free to pursue their legitimate business from 6am to 5pm. Dusk to dawn curfew will be enforced from 5pm to 6am daily, until further notice.

The Kaduna State Government took the decision to review the curfew hours following a meeting today of a select committee of the State Security Council. The heads of the security agencies reported significant progress in restoring calm and commended residents for the peaceful manner in which they conducted themselves during the four-hour relaxation of the curfew in parts of Kaduna yesterday. The Government is grateful to our citizens for their cooperation while withstanding the unintended inconvenience.

Government expects normal banking and other services to resume, and markets to open as normal as from tomorrow. The security agencies will remain vigilant and continue to protect residents. Intensive surveillance of known pockets of potential trouble is also continuing, by troops on the ground and by helicopter patrols.

It is obligatory on residents to scrupulously observe the night-time curfew hours, to keep the peace and to cooperate with the security agencies to keep our state safe. Community leaders are enjoined to ensure that hoodlums and other potential threats to peace are promptly reported to the security agencies.

Government therefore urges all residents to report any suspicious activity to the security agencies and to refrain from spreading rumoursand unverified information. The Security Council advises that there will be no hesitation to reimpose a 24-hour curfew in the event of any breach of the peace.

Breaking: KDSG varies curfew in parts of Kaduna metropolis

The Kaduna State Government has selectively varied the 24-hour curfew declared on Sunday in Kaduna metropolis and other parts of the state with immediate effect.

This follows a meeting of the Kaduna State Security Council which received reports and deliberated on the security situation. Following the review, the Security Council recommended that the curfew in Kasuwan Magani and Kujama is relaxed so that people can move between 6am and 5pm. The curfew in Kasuwan Magani and Kujama remains but will now be enforced from dusk to dawn – from 5pm in the evening to 6am in the morning, till further notice.

The State Security Council determined that threats continue in Kabala West, Kabala Doki, Sabon-Tasha, Narayi and Maraban Rido within Kaduna Metropilis where attacks on places of worship were either attempted overnight or contemplated. Therefore, the Security Council has decided that the 24-hour curfew should remain in these places, and will be vigorously enforced. Any individual that violates will be arrested, and the security agencies directed to engage any hoodlums or unauthorized groups with appropriate force.

For the rest of Kaduna metropolis, the Security Council has noted an improvement in the security situation, and therefore decided that a window be provided for residents to be able to restock on essentials.

Therefore, the curfew in the rest of Kaduna Metropolis is relaxed from 1pm to 5pm today to enable all markets, shops and businesses to open and operate. Security agents will patrol and protect the markets to ensure safety and deal with any attempts by hoodlums to engage in criminal conduct. The 24-hour curfew in Kaduna Metropolis will be re-imposed from 5pm today, and until further notice.

The Security Council regrets the inconvenience to residents. But the obligation to secure lives and property necessitates an uncompromising approach. Government will continue to monitor the situation, and make further announcements based on the guidance of the security agencies.

HISTORICAL PERSPECTIVE OF HATRED
I had the privilege of attending some meetings of the Yoruba and Igbo Leaders. I was not a leader but a youth who knew how to wash his hands. At one of those meetings in Owerri, I think in 1989, I think, I listened to Uncle Bola Ige and other Yoruba Leaders take the likes of Mbakwe, R. B. Okafor and others to the cleaners when the Igbo said the Yoruba were betrayers, citing that Chief Obafemi Awolowo led them into secession with a promise that if the Igbo left Nigeria, the Yoruba would follow suit. They accused him of not following up on his promise. Trust Uncle Bola Ige! He pointed to Chief Mbakwe and said, "you were there in the meeting between Awolowo and Ojukwu as I was. Is that statement correct?".He turned to two other Igbo and two Yoruba Leaders who were at that meeting and asked the same question, saying he had transcripts of the meeting between Awolowo and Ojukwu. They kept quiet while the Yoruba Leaders affirmed that Awolowo never promised to follow the East into secession. What he said was that if the Igbo were "driven" out of Nigeria the Yoruba would take it seriously and reassess their own position. Igbo Leaders DID NOT CONTEST this version. Then Chief Bola Ige threw in the clincher! "Who are you to accuse the Yoruba of betrayal?" he roared, and continued:
1. At Independence Awolowo offered a joint government between the NCNC and AG, with Zik as Prime Minister and Awo as Finance Minister. Awo and Zik "were still negotiating" when it was announced that Zik would be President in a coalition with NPC of the North. The East then collaborated in destroying the West and sending Awolowo and his leutenants to jail!
2. What of the 1965 elections which the West and the East agreed to boycott? We met all night and reached agreement about 3am on the day of the election. In the morning, while the Yoruba boycotted the election, the Igbo went to vote
3. After the 1979 elections Yoruba (UPN) and Igbo (APP?) Leaders were still at the negotiating table for a coalition when to their surprise, an announcement was heard that the Igbo (APP) had agreed to a coalition with the North (NPN)
4. After the 1983 elections, 1979 repeated itself. Not giving up, Awolowo reached out to Azikiwe again for cooperation. Talks started and they met in Benin where Awo pleaded passionately that only a collaboration between The Igbo and the Yoruba could save Nigeria. They didn't reach agreement but promised to meet again. Before the next meeting, the Igbo had again teamed up with the North
Uncle Bola paused and then continued "we can go on and on. So how dare you accuse the Yoruba of betrayal? How many Igbo have been killed in Lagos, Ibadan, Akure, Oshogbo (he mentioned other Yoruba towns)? You have your businesses in the West and went to Western schools. Yet you count the Yoruba as your enemy. You get killed in Kaduna, Kano, Bauchi, Zaria etc and have your goods looted yet you consider the Hausa/ Fulani your friends. It's your choice. If you want to be slaves for ever, we can't help you"
I had never been so scared in my life. I thought the roof was going to fall. There was a pin drop silence and no Igbo dared interrupt Uncle Bola Ige because he was telling the truth. The Yoruba Leaders ended the meeting at that point and left. I hope Chief C. O. Adebayo's memoirs will give more details of those exchanges.
Now to make three points from all this:
A. The Yoruba have been stretching their hand across the Niger for a handshake for a long time. The Igbo refused to take it for a long time until recently
B. Many Igbo Leaders of the 70s, 80s and 90s deliberately perpetrated the legend of Awolowo's role betraying them into the civil war and his role in prosecuting the war, to rally the Igbo population behind themselves. The Igbo agreed on Yoruba hatred than on any other issue. So it was the fabric that held them together for a long time
C. Time heals all things. Many Igbo reading this will be hearing for the first time that their leaders of old knew for a truth that Awolowo did not break his word to Ojukwu as alleged. And to think of it, EVEN IF OUR PARENTS QUARRELLED, SHOULD WE THE NEW GENERATION CONTINUE THE SAME WAY?. ITS TIME TO COME TOGETHER AND MAKE THE HANDSHAKE ACROSS THE NIGER WORK FOR THE SAKE OF OUR PEOPLES AND NIGERIA
