Divide it how?the argument is that the person staying all feels cheated and can't pay the same amount with those staying two together

Good afternoon everyone,pls I want to know your take on this issues and give reason to back up ur answers and how it is done over there in ur lodge if u are student
In a school environment, the lodge,matter was brought to the table on how the contribute for plumping of water in the lodge,they said each room should pay #500 each ,but some persons refused paying #500 as the stays alone that two people staying together can't pay #500 while one person also pays the same amount, reason that those staying alone are been cheated rather should pay #300 or #250
So what's is your opinion on this, should the money be pay head or per room with reason
Do u think those staying alone are cheated or not ?
