…lauds Obaseki on 1800-unit Emotan Gardens project …project marks paradigm shift in housing delivery - Obaseki ... VP's visits indicative of growing economy - Oshiomhole The Vice President, Prof. Yemi Osinbajo on Thursday in Edo State, commended the private sector-led economic expansion in Edo State under Governor Godwin Obaseki. Prof. Osinbajo gave the commendation at the groundbreaking ceremony of the 1800 housing-unit Emotan Gardens, in Ikpoba-Okha Local Government Area of Edo State. He said, "It is good to see the great and dynamic work the governor is doing. I was in Auchi recently to commission the Edo Fertiliser and Chemical Company Ltd. I was in this local government for the Benin Industrial Park. I commend the governor and MIXTA Africa for this excellent idea." He lauded the governor's investment drive and the increased participation of the private sector in the state's economy. Chairman, Board of Directors, MIXTA Africa, Eddy Eguavoen, said that the firm was excited about the partnership with the Edo State Government on the project, noting that from his experience with other governments across Africa, Edo State government’s support for the private sector is unparallel. According to him, "Our experience has been remarkable. I want to assure Nigerians and those in the diaspora that this project will be delivered with the quality and standards that MIXTA Africa is known for." Governor Obaseki said that the project is the realisation of his campaign to turn the state into an economic hub, noting that the project is in line with the pledge to revive the state's economy. He said, "I promised to create 200,000 jobs in the first instance, and some of them were to be in agriculture and construction, among others. "We realised that housing is also key. Hence, we have re-enacted the Edo Development and Property Agency (EDPA) law and set up a new management. This project is a reflection of the new direction." Noting that the state has proven that much can be achieved with the private sector, he said, "I am happy that we have proven that it can be done. Obaseki added, "This building was put up in record time. I assure you that 80 per cent of materials used for this project was manufactured in Edo State. They will be used for the entire project. "We are starting a new paradigm. We expect that the houses will sell from between N3 million to N12 million. We are praticalising policies being enunciated in Abuja." Former Governor of Edo State, Comrade Adams Oshiomhole, noted that the Vice President's visits to Edo State indicate that the Edo economy is on track with Obaseki as governor. Oshiomhole maintained that the VP's visits, the third since Obaseki assumed office, have always been to commission or kick-start economic projects that will propel growth and development and not for tea party. "These visits confirm that Obaseki is building on the foundation I have laid for the growth and development of the state. "I am happy because those that have doubt about our governor now know that we have a credible and a performing governor who is building on our development." Oshiomhole added that the governor had assured that he would concentrate on the economy and create jobs for Edo youths, noting "this he has been doing, and has attracted private investors to the state". The Vice President also launched the South-South Innovation Hub at the Edo Innovates facility. He also attended the Micro Small and Medium Enterprises (MSME) Clinic, where he and the governor had a chat with Small and Medium Enterprises (SMEs) and beneficiaries of the Federal Government's Social Investment Programme (SIP). …orders re-composition of committees in line with agreed rules Edo State Governor, Mr. Godwin Obaseki, has rescheduled the inauguration of the Ward Development Committees for the 12 wards in Orhionmwon Local Government Area, over the composition. Obaseki who was at Abudu for the inauguration of the committees, expressed displeasure over the composition of the committees, noting that the composition was not in line with the rules which were agreed upon at the last town hall meeting. He said, “I was here last week for a town hall meeting and I asked you to go to your various wards and nominate people who will serve as members on the ward development committees. I stressed that membership of the committees should not be based on politics, as we all agreed on the modality of its composition.” “I am shocked at the composition of these committees. I insisted that we should have a traditional ruler; religious leader; youths; and women. Where are the women? Don’t we have women in this council area?” He asked. The governor stressed that things can't work if people continue to base everything on politics, noting, “This is wrong. It is not about position but about the community. I will not inaugurate these committees. You should go back and follow the agreed procedure.” Chairman of the council, Hon. Sylvester Okoro, expressed appreciation to the governor for prioritising the development of the council area. The Edo State government is set to commence the arrest of persons who dump refuse indiscriminately across the state, in her renewed effort to rid the state of refuse. The decision is contained in a statement issued by the state's waste management board. A statement issued by the General Manager, Edo State Waste Management Board, Osadebamen Charles Imariagbe, warned residents who dump refuse indiscriminately around Benin City and other parts of the state to desist from the practice or risk arrest. He frowned at the practice of dumping refuse in public places, on median separator, walkways and road setbacks in Benin City. Imariagbe said the Obaseki administration prohibits the indiscriminate dumping of refuse in the state and warned members of the public to desist forthwith or face arrest. “Edo State Government will be apprehending persons caught in this uncivilized act," he warned. “Members of the public, shop owners, market women and households are hereby advised to give their wastes to government-accredited Waste managers to avoid being caught and prosecuted," the general manager said. Recall that the state government undertook an overhaul of its waste management structures after hitches between cleaners and contractors got to a head, which led to the ouster of the then Commissioner of Environment and Sustainability, and the General Manager of the State Waste Management Board.

The Edo State Governor, Mr. Godwin Obaseki, has assured that the hospitality and colourful culture of the Edo people will be on display during the visit of Vice President Yemi Osinbajo. The 2-day visit of the vice president, according to Obaseki, is a reflection of the strong synergy between the President Muhammad Buhari-led Federal Government and the Edo State government. He noted that Professor Osinbajo has continued to demonstrate his affection for people-centered development projects and support for initiatives that will enhance the socio-economic status of Nigerians. At the Edaiken Market in Uselu area of Benin City, the governor inspected a solar power project that will serve the electricity need of traders in the market. He assured the traders of government's preparedness to change the face of markets in the state. Earlier, Obaseki was at the Institute of Continuing Education (ICE), Benin City, which is being converted to an Innovation Hub, that will host over 25 Information and Communication Technology (ICT) companies that will train Edo youths and residents on how to develop technology-based solutions to everyday problems. Speaking after a tour of the Universal Basic Education Commission (UBEC) Special Vocation School in Ehor, Uhunmwode Local Government Area, of the state, the governor said that the drive in refurbishing the centres was part of the plans to improve the state’s human capital and encourage people to acquire technical skills. "As part of our plans to revamp technical education in the state we are looking for facilities to add to the ones we are establishing, to serve as vocational centres for our youths. "What is left here is for this facility to be handed over to the Edo State government by the Universal Basic Education Commission (UBEC) and we will put it to use to achieve our desired goal to encourage people acquire vocational skills". He disclosed that he has constituted a task team that would come up with a report on the functionality of the centre, constructed as part of the Federal Government Special Intervention Projects in 2013, as soon as it is handed over to the state government in three weeks' time. Other places inspected by the governor were the on-going reconstruction work at Egor Local Government Area Road and Uselu Secondary school. Forest depletion: Obaseki Raises Alarm, Commits To Preserve, Regenerate Edo Forest Assets ...assures of new law, policy to check trend The Edo State Governor, Mr. Godwin Obaseki, has said the state government has resolved to take proactive steps to regenerate and preserve the state's forest assets to conform to global practices. Obaseki said this after receiving the report from the 16-man Advisory Committee on Forestry, inaugurated in April to assist the state develop effective frameworks in managing her forest assets in line with international best practice with focus on forest reservation, preservation, conservation and regeneration based on a report presented by Pro-Forest. He said the state’s forest assets require urgent action on regeneration, noting, “An executive bill for a law on forest regeneration has to go to Edo State House of Assembly and we will not waste time in implementing the law.” He said the state government would study recommendations made by the committee and lead conversation around forest regeneration, adding, “We will come up with policy guidelines and action plan based on the recommendations before the end of June. “We must do something urgently on forest reservation. Our advantage is that we have a history and something to fall back to on forest reservation. It is our responsibility to restore our forests.” Chairman of the 16-man Advisory Committee, Dr. Felix Idumah, said the committee was set up because of the governor’s concern about rejuvenating the state’s forestry assets. He said findings in the report revealed a high level of degradation, deforestation and depletion of the state’s forest resources, noting, “The forest assets are no longer there. If nothing is done to halt the trend, we will not have any forest.” Photo 1 Edo State Governor, Mr. Godwin Obaseki (right), receiving the Report of the 16-man Advisory Committee on Forestry, from the Chairman, Dr. Felix Idumah, at Government House, Benin City.

By Crusoe Osagie A morally compromised and ineffectual Edo Peoples Democratic Party (PDP) need not speak when efforts to revamp institutions of higher learning in Edo State are discussed. Edo people and residents have not forgotten what educational institutions, from primary, secondary to tertiary levels, looked like when they held sway. While some of the schools were set up as conduits to siphon public funds, others were grossly mismanaged, which explains why the federal government regulatory agencies denied them accreditation. An unscheduled visit to the College of Agriculture in Iguoriakhi by Governor Godwin Obaseki and the report of the committee set up by the state government to audit the activities of the institution, revealed heartbreaking and irritating details of the institute, reopened by the Edo PDP. But convinced that good leadership can turn the story of the institute around for the better, Governor Obaseki has since sent students of the institute, to the various world class agricultural institutes and companies in the state, namely; the Nigeria Institute of Rubber Research, Okomu Oil Palm Company Nigeria plc, Presco plc, amongst others, to learn the nuances of agriculture. Until the closure of the institute, its graduates had difficulty securing jobs due to their poor training and terrible rating in the employment market. Under the leadership of the All Progressives Congress (APC), the Obaseki administration is consolidating on the red roof classroom building revolution of his predecessor, by embarking on teacher training and Information and Communication Technology (ICT)-based teaching for better learning outcomes. Edo people know who the 'eaters of their yam' are and cannot be swayed by the cheap propaganda of the PDP. Edo PDP refused to contribute the state government's counterpart fund to access the Universal Basic Education fund, which they would have used to reconstruct the dilapidated primary and junior secondary school buildings. Edo PDP's ineptitude and knack for corruption denied Edo children standard basic education for over eight years. The ongoing reform of educational institutions in Edo State is on course and no campaign of calumny by the Edo PDP can derail it. Governor Obaseki is open to constructive criticisms from well-meaning Edo people on how to enhance the living standard of all Edo people, but the Edo PDP with its baggage of corruption cases lacks the moral rectitude to contribute to our collective development discourse. Honest reform is strange to Edo PDP and beyond their comprehension because of their inherent nature to abuse standard procedures and processes. Students of the College of Agriculture Iguoriakhi are thankful to Governor Obaseki for his intervention in the affairs of their institution that was notorious for abuse of procedures. Only a few days ago, ten professors met to fine tune the new curriculum for the Edo State College of Agriculture and Natural Resources, Iguoriakhi, which will now operate as a multi-campus institute of international standard. Governor Obaseki will not compromise his vision for educational institutions in the state over the ranting of a dying Edo PDP, rejected by Edo people and ignorant of the nitty gritty of education reforms. Revamp of Agric College, Iguoriakhi: 10 Professors Conclude Review Of College’s New curriculum As part of Governor Godwin Obaseki’s efforts to restructure and reform the College of Agriculture, Iguoriakhi, a team of top academics drawn from over four tertiary institutions across the country has concluded review and development of a new curriculum for the ongoing restructuring of the institution. Governor Obaseki had ordered the closure of the school after committees set up to review its operations implicated its management for fraud and mismanagement. Some of the allegations against management included mismanagement of funds, abuse of office, non-accreditation of programmes, over-bloated staff, among others. However, Consultant to the Edo State Government on the restructuring of the college, and former Vice Chancellor of the Federal University of Agriculture, Abeokuta, (FUNNAB) Professor Oluwafemi Balogun, said that the restructuring of the college is well underway, as the new structure will make room for a multi-campus system, with stations in the three senatorial districts of the state. Explaining that the development of the new curriculum is part of the advanced stage of the restructuring process, he said that the exercise was carried out by over 10 professors at a workshop held on Thursday, in Benin City, Edo State capital. Professor Balogun noted, “The workshop was organised for the development and review of the new academic curriculum for the College of Agriculture and Natural Resources, as part of ongoing efforts by Governor Obaseki to restructure the institution.” He said, “At the end of the workshop, the dons were able to produce international standard curriculum for the College in compliance with the National Board for Technical Education (NBTE) provisions for curriculum. This will qualify the restructured college's programmes for accreditation. “The new curriculum we have developed is appropriate, relevant and unique for the fresh programmes that will be offered in the college. With the completion of the assignment, in due course other colleges of agriculture will visit Edo State to borrow the template used for the development of this curriculum, which is of international standard.” Professor Balogun said the team of 10 seasoned professors, who are experts in curriculum development and education administration, are drawn from various tertiary institutions in the country. According to him, they include Former Vice Chancellor, Federal University of Technology, Akure, (FUTA), Professor Adebisi Balogun; Rector, Federal Polytechnic, Ile-Oluji, Professor Adedayo Fasakin; a seasoned Curriculum Development Staff from the Federal Polytechnic Nekede, and five other associate professors from the University of Benin. He noted, “The scholars’ expertise in curriculum development is relevant for the restructuring of the college. The new programmes will be run in three campuses spread across the three senatorial districts in the state.”

What we need now is support for women to improve production, processing, packaging of farm produce in line with the governor’s reforms in agriculture,” she added. Earlier, Country Director, Action Aid, Mrs. Ene Obi, said the organisation would continue to collaborate with the state government in providing youths with skills for wealth creation to curb irregular migration. In fulfillment of the promise made by the Edo State Governor, Mr. Godwin Obaseki, during the 2018 Workers’ Day celebration in Benin City, the state government has released N1.5billion for the payment of arrears of local government pensioners in the state. The commissioner for Local Government and Chieftaincy Affairs, Hon. Jimoh Ijegbai, made this known in Benin City, on Friday, while addressing the association of local government pensioners. Ijegbai said the N1.5billion released by the governor covers eight months arrears of 4,340 local government pensioners in the state. “You will recall that on May 1, 2018, during the May Day celebration, the governor made a promise to release N1.5billion to clear part of the local government pensioners’ arrears in the state. I am glad to announce to you that the money has been released for immediate payment.” He explained that after the announcement by the governor, a meeting with the pensioners was called and the screening of the pensioners commenced. “That screening has been completed and we are now ready to pay our pensioners their arrears.” The commissioner noted that the release of the huge sum of money by the governor to pay pension arrears is unprecedented in the history of Edo State, adding that since governor Obaseki assumed duty, he has not defaulted in the payment of monthly pension. “As at today, we pay 264 million naira monthly to offset pensioners' entitlements in the state, and we will continue to pay until we clear the outstanding arrears,” he assured. Edo Targets World Bank’s Special Support Window As Country Director Arrives Benin For A 2-Day Visit Following the visit to Edo State of eleven World Bank Executive Directors to inspect major World Bank projects in the state, Country Director of the Bretton Woods institution, Rachid Benmassoud, will arrive the state on a 2-day follow-up visit, this week. He will be accompanied by senior specialists in various sector areas, such as institutional reforms, public works, gender, agriculture, water and sanitation. Benmassoud’s visit is predicated on Edo State government’s impressive deployment of funding, technical and other assistance of the World Bank, which was attested to, less than two weeks ago, by 10 Executive Directors of the World Bank, who were in the state for on-the-spot assessment of the bank-sponsored developmental projects in the state. Specifically, the bank’s country director will meet with heads of ministries, departments and agencies of the Edo State government to clear the way and prepare the state for a Special Funding Window from the bank to Edo State. According to the Governor of Edo State, Mr Godwin Obaseki, “the visit of the World Bank Country Director, lends credence to our commitment to bringing development to our people in the state, with the support of our partners.” He maintained that Edo State under his watch places high premium on the sanctity and the integrity of partnerships, contracts as well as an open and transparent process. “Development partners like the World Bank, operate in an environment where stakeholders abide by rules governing the partnerships, and in which input, output and outcomes are measured from time to time. The World Bank will not take you seriously if all you do is to award ‘political contracts,’” he added. The governor disclosed that during the World Bank Country Director’s visit, he would also tour the bank-sponsored projects such as erosion control projects under the Nigeria Erosion and Watershed Project (NEWMAP), Edo State Employment and Expenditure for Result (SEEFOR), covering road projects; agriculture (FADAMMA); water, sanitation and review policy reforms in the civil service and other sectors. The bank’s executive directors endorsed Edo State as a model for development financing at the sub-national level in developing countries recently, following the successes recorded in executing major infrastructure and social development projects in Edo State, especially the Edo-Azura Power Project. Ms. Bongi Kunene, World Bank Executive Director, overseeing Angola, Nigeria and South Africa sub-group, gave the verdict in Benin City, and assured that the World Bank was willing to “partner with the state on future projects, as long as the projects are in line with the bank’s focus.” Kunene described Azura Power project as “transformational,” adding that the project “gives us a scope of what we can do together. We are delighted to see solutions. We would want to commit ourselves to projects that make sense and are in line with our focus.” She emphasised that more of such projects could be executed if governments were willing to cooperate with the bank in granting necessary approvals, allowing for thorough impact assessment and are open to multilateral financing arrangements. Obaseki told his guests that with the 450MW Edo-Azura Power Project now on stream, “the state wants more investors for the Benin Industrial Park and technology innovation hubs. According to him, the enabling environment to host diverse investors is now available, especially with the provision of power by companies like Edo-Azura Power. “Power is the key to industrialisation and development. We need to extend the benefits of this investment. Now that we have power, what are we going to do with it? The next set of projects has to rely on this key infrastructure we have just created. “So, we would be looking at the Benin Industrial Park, building infrastructure to encourage and support manufacturers to come in. We are looking at innovation hubs; we want to use the factor and advantage of 24/7 electricity to encourage technology groups and companies to be located in Edo State,” he said.

Biological Diversity Day: Obaseki implores Environment Activists, Community Leaders, Local Govts To Deepen Awareness Edo State Governor, Mr. Godwin Obaseki, has implored environment activists, community leaders and local councils to deepen the crusade to preserve the pristine features in Nigeria’s forest belt, noting that more stakeholders are needed in the crusade for the protection of the country’s unique flora and fauna. The governor made the call on the occasion of the commemoration of the World Biological Diversity Day marked every May 22, by the United Nations and its various organs. According to him, “On this day, it is important to stress the need to conserve nature and preserve the defining features of our pristine flora and fauna, not just for the sake of humans but to sustain diverse ecosystem and other organisms that benefit from our peculiar biological makeup. He maintained that it was time to recognise the roles of local communities and local governments in driving government policies on the protection and preservation of our natural world. “Most times the disruptions recorded in biological communities result from the poor knowledge of the long term value of the balance in our ecosystem. “The current danger posed by human activities can be mitigated if more stakeholders are identified and carried along in the campaign to save the diverse, interconnection and harmonious relationship among the various animals, plants, the physical environment and other elements of the ecosystem.” He described the theme for the 2018 celebration, Celebrating 25 years of Action on Biodiversity, as germane, adding that the partnership with ProForest will enable the state government properly manage and conserve the defining features of its biodiversity. He said the state government was working with the Federal Government to preserve the Okomu Forest Reserve, noting that the Okomu National Park is a national asset that must be promoted to boost tourism receipts for the state and the country at large. "The commemoration also demands that we synergise to protect wildlife and other elements of the ecosystem that benefit from conserving the environment," he added. According to the United Nations, “2018 marks the 25th anniversary of the entry into force of the Convention on Biological Diversity. Since entering into force, the Convention has been implemented through the vision and leadership displayed by countries, non-governmental and inter-governmental organisations, indigenous peoples and local communities, the scientific community and individuals alike.” “The results are considerable: the development of scientific guidance for the conservation and sustainable use of biodiversity for biomes around the world, the entry into force of the Cartagena Protocol on Biosafety, the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilisation and the creation and implementation of national biodiversity strategies and action plans.”

According to him, "the state will leverage technology to attract more tourists to historic art and cultural sites across the state," adding that such an approach will create job opportunities for unemployed youths in the arts, culture and tourism sector. Obaseki noted, “We have identified culture and tourism as a catalyst for economic growth and transformation. Museum is one of the several ways of boosting the growth of the tourism industry.” He said the state government’s intention to partner with the Oba of Benin, Oba Ewuare II, in building a world class royal museum to hold stolen artefacts will lift the state’s arts and culture sector. He said, “We believe that operating the museum will put an end to arguments by holders of these stolen assets, that we lack world class facilities for preserving our cultural heritage objects and ensure that future generations gain historical knowledge from the objects.” Acting Director General of the National Commission for Museums and Monuments (NCMM), Emeka O. Onuegbu Esq., who was represented by the Curator of the National Museum, Benin City, Mr. Theophilus Umogbai said, “Museums are inherent part of the local communities, their cultural landscapes and environment. World Telecoms Day: Obaseki Tasks Youths On Productive Use Of Social Media, Tech-Based Innovations Edo State Governor, Mr. Godwin Obaseki, has tasked youths to make productive use of technology in proffering solutions to everyday problems, noting that Nigeria would benefit immensely from tech-based solutions given the overwhelming impact of Information and Communication Technologies (ICTs) on people’s lives. The governor, who said this in commemoration of the World Telecommunication and Information Society Day (WTISD) marked every May 17, by the United Nations, noted that youths need support to be able to maximise the innumerable opportunities inherent in technology to drive sustainable development. According to him, “As we mark the World Telecommunication and Information Society Day, I will like to stress the impact of technological innovations on our everyday life, whether in relating with our loved ones, in business and economy, education, health care and even agriculture.” He tasked youths on the productive use of social media to engage on topical issues and sieve through the information on the various platforms to learn about the world and make informed judgement about living. According to him, “We have seen the enormous influence and liberating features of technology as can be seen with the disruptions in different sectors of the economy; with the coming of FinTech, the banking sector is being recalibrated with the input of vibrant Nigerian youth. In the media, media influencers have risen overnight to challenge and extend the boundaries of media practice and public opinion moulding. One can only wonder what more is in the offing if more support is given to our young ones.” Noting that the theme for the 2018 commemoration, Enabling the positive use of Artificial Intelligence for All, was apt and speaks to the constructive use of technology to solve everyday problems, he said, “We acknowledge the role of technology and information in transforming society. “This is why we are leaving no stone unturned in attracting investors to set up tech hubs in Edo State. Already, we have designated the Institute of Continuing Education (ICE) in Benin City a tech hub and are working with partners to properly equip the facility with relevant structures to make for a world-class start-up incubation space.” He said that the Edo State Government has identified the role of technology in driving societal growth, which is why the state government is partnering with blue-chip companies like Microsoft to train youths in the state on digital skills as well as providing the enabling environment for setting up technology hubs in the state. According to the United Nations, World Telecommunication Day has been celebrated annually on 17 May since 1969, while the celebration of the World Information Society Day was declared on May 17 at the World Summit on the Information Society called upon by the UN General Assembly in November 2005. “In November 2006, the ITU Plenipotentiary Conference in Antalya, Turkey, decided to celebrate both events on 17 May as World Telecommunication and Information Society Day. The day is being commemorated to stimulate reflection and exchanges of ideas on the theme adopted by the Council; debate the various aspects of the theme with all partners in society and formulate a report reflecting national discussions on the issues underlying the theme, to be fed back to ITU and the rest of its membership,” the UN said.
