AT&T doesn't provide unlock to customers. You have an option, that's only if you have not already upgraded to iOS 5 (with baseband 04.11.08), you just need to get yourself a Gevey sim. With that, you will be able to use it over here. But if the reverse is the case, then I'm sorry to say 'there is no option yet'.

Kayavail, but sincerely why is the phone password locked and have you tried a Nigeria SIM on it to at-least receive calls to confirm it is actually unlocked? Or better still, just restore the phone with iTunes, put in a Nigeria SIM and take a snapshot of the About page. Post it here, you can erase the IMEI from the shot if you like, because a password locked iPhone is like a stolen phone if the current owner doesn't know the code. Just a suggestion though. It is just like a soft reset, it will not affect your data, next time always backup up your device in-case of situations like this.
