Let's say a decision has been made and the school insists on that deadline, what becomes my fate? Can I get a total IHS refund?

Enrolment is different from being physically present. So you can confirm from your school if you can enrol online and also ask them if your BRP is there already. This will let you know if you can fully pack your stuffs a d book your flight ticket.
