In Rivers, Delta and Bayelsa, crude oil are mined onshore.if there should be a new refineryto be built, these states should be considerd first because it is more cost effective and also factor the logistics required. Point of corection, d governor doesnt reali need d help of FG to build a refinary, am well informed that plans had been concluded for a state owned refinary, all he is sayin is that d s so call federal govt should allow d refinary to b functional upon completion. because they're good @ blocking strategic progress that cums to d soth-south
